Free Public Transport: The City of Žilina

Tallinn, the capital city of Estonia, is shining example of innovative and progressive city. Especially in one particular policy - free public transport. Fare free public transport became very articulated policy just before local election 2014 in several Slovak cities. Many politicians, inspired by Tallinn, had free public transport policy as the major point of their political agenda. This article is devoted to free public transport policy in Slovak city Žilina. It analyses presentation of the policy in the city and perception of the policy by the politicians who advocate proposal and implantation plan.

Blank Spots in Social Business Activities. Case Study at the Local Level

Social entrepreneurship is characterised by a high degree of creativity and innovation, not only in technical terms but also in relation to management-social aspects. Social entrepreneurship is a relatively young sector which is not legally addressed in the Czech Republic. Its development dates back to the 19th century but its main development comes in the second half of the 20th century. The objective of this paper is to assess the current issues faced by social businesses - at the local level- in the city of Brno. The main research question is to identify blank spots in social entrepreneurship. To assess the specific problems of the social entrepreneurship, the method of qualitative survey in selected social businesses has been selected. At the same time, we have carried out an analysis of the cooperation between public administration and social businesses in selected cities.

Management by Objectives in the Czech Public Administration

Various forms of New Public Management (only NPM hereafter) have been implemented in the Czech public administration so far. Not surprisingly, a number of authors, such as Ochrana, Němec, Potůček, Rektořík, Široký, Rumpel, Půček, Špaček and others, described the methods and case studies related to NPM. The paper describes approach to the performance management in terms of NPM. There are many factors which contribute to the implementation process of the performance management related to NPM. These factors include, among others, (1) the Law on Financial Control, (2) the Regulation no. 415/2008 on Goal Oriented Budgeting, (3) the Strategy on Smart Administration Implementation, and (4) the government order has enabled to implement the principles of competence management since 2011.

Between Eclipse and Sunrise: Abolition and Re-establishment of the Function of General Secretary of the Prefect’s Institution in Romania

The study aims to analyze the institution of the Secretary General of the prefecture, which is the highest civil servant in the prefect’s institution, found in most states under this name or others that evoke his role as a representative of the central government in the territory, to monitor and to ensure that the law is respected and the government policy transposed in practice at the level of the administrative-territorial unit. In each public authority, central or local, there is a function which has the most important role, which brings stability and which is called the Secretary General. Its role is to ensure compliance with the law in the activity of the public authority in which it is located, but also the continuity of its activity, in case of changes that occur during the election cycles or, as the case may be, appointment of new central and local authorities. It also existed, naturally, within the prefect’s institution, but it was abolished in 2005, with the functions of prefect and sub-prefect transformation, from public dignities to public functions, in 2005. By returning, in January 2021, to the status of dignitaries, the function of prefecture’s general secretary was re-established.

Considerations Regarding the Independence of Justice in the Current Romanian Society

The impact of the Reports of the Cooperation and Verification Mechanism in Justice (CVM) on the general public opinion but also on the professionals from the Romanian justice created divergences of opinion regarding the independence of the Romanian justice. Also, the abolition of the Section for Investigation of Crimes in Justice (SICJ) generated intense and legitimate discussions both between Romanian magistrates and especially between Romanian politicians, thus forming a phenomenon of confusion in the perception of public opinion regarding the existence and prerogatives of SICJ. In the present approach, we want to expose the belligerent points of view of the supporters of keeping the SICJ but also of its dissolution as well as the impact of CVM on the public opinion. Thus, we will present potential reactions at the level of the general perception regarding the topics under discussion.

Процесът на номиниране на ръководители на институциите на Европейския съюз като израз на нова управленска философия

The nomination of new EU top officials was expected by a great interest because of the first elections for EP after the big refugee and immigrant crisis from 2015. The elections for the European Parliament in Mai 2019 didn’t confirm the expectations for a big progress of the populist parties, but all this presupposed also the big interest in the process of nomination of new EU top officials. Meanwhile, this was not the most difficult process of nomination in general, but it was one of the longest European Summits. The media reflection also contributed to the acceptance of this election marathon as being the longest and the hardest. Finally, representatives of the biggest states have occupied all the main posts, but this has its strong and justified logic, namely the centrifugal forces in EU provoke counter centripetal forces and a bigger strive towards control and centralization, the challenge of Brexit requiring other different compromises. The thesis that the eastern wing countries were harmed by this redistribution cannot be accepted as true and doesn’t support a strong and deep analysis – those countries have blocked successfully several applications for EC Presidents. A similar redistribution corresponds entirely to the current tendencies in the EU development and the philosophy of its new governance.

Local Government and Community Development: Nurturing Prospective Female Politicians

Women’s contributions in public space to enhance development at the grassroots ensure their participation in local government administration. Hence, there are efforts to increase assemblywomen in decision-making positions in the district assemblies. Although there is a societal perception about female politicians, assemblywomen encourage prospective women politicians. This study sought to explore assemblywomen’s efforts to nurture other women, build their interest in local politics and improve their political participation and develop communities. The study adopted the qualitative method approach to study four regions in Ghana sampled based on their diverse nature and noticeable female representativeness in district assemblies. Thirty assemblywomen were purposefully selected for in-depth interviews. The results show that their responsibilities gained other women’s support where they could liaise to build their community. This mentee/mentorship initiative would enhance the women’s chances in local government administration. The implication is that once a woman steps out from her private home to contribute to public space, community members recognize her, precipitating the support to engage in local government administration.

The eighth chapter focuses on pitfalls in the development of software services for public administration. The contemporary standard for services is agile process, which helps to lower the risks connected to a more traditional model of project (waterfall) management of technological projects. First, the chapter shows the specifics of agile development in the context of public services, and then it introduces a unique work on the development of an information system, a website and an interface for suggestions for the Brno City Advisory Board for Accessibility. In the development of this software, multiple tensions arose—such as those stemming from the discrepancy between the strategic organizational direction and actual available capacity for such technology developments, the discrepancy between good practice and the possibilities of the contracting authority, and finally, tensions between time and sources, a limited project and the agile process development. Using examples of these tensions, the chapter illustrates its main thesis that the factors of a successful technological project do not so much depend on technology, as on the strategies compensating such tensions, on the overall project organization and the composition of its team.

QUALITY OF LIFE EVALUATION IN THE MUNICIPALITY WITH A GREAT EMPLOYER: CASE STUDY OF THE MÍROV MUNICIPALITY

The municipality of Mírov has 385 inhabitants, it is a small number in conditions of the Czech Republic. There is a high security prison with nationwide significance which employs more than 200 employees. The presence of such a large employer brings to the municipality and its inhabitants a number of advantages but also disadvantages. The goal of the paper is to discuss the influence of the large employer to the municipality and the conditions for life. A questionnaire survey among inhabitants, discuss meeting with the inhabitants using participatory methods of working with the public and a semi-structured interview with the mayor and municipal representative were conducted. The paper contains a summary of the main factors that are related to the presence of the large employer and affect the municipality and its inhabitants. A combination of quantitative and qualitative methods was used to achieve the goal.

Mapovanie vzdelávacích potrieb u zamestnancov samostatnej rozpočtovej organizácie verejnej správy

The paper is aimed at mapping out the training needs of employees of separate budget public organization, which dedicate primarily targeted use of funds to ensure consistent control meaningfulness of activities funded by the citizens of the Slovak Republic. Questionnaires for further education was electronically administered a sample of 91 employees. Respondents reported an estimate of the level of their knowledge and skills and to reflect the level of interest in further education in nine selected areas. Project managers reported significantly higher levels of knowledge and skills in 5 study areas in comparison with other employees. The linear regression model for the average assessment rate of interest in continuing education, taking into account only the departments in which they work, project managers, were found significant relationships only in two areas, law and public procurement.

Evaluating the Implementation Level of Management and Control Principles of the Public Finances

The article deals with evaluating the level of application of management and control principles of public finances in selected public administration entities. Standards for this evaluation, valid principles of management and control of public finances and the rules for their application have been established between 2000 and 2001. They are applicable in activities during the acquisition and operation of property. The article focuses on the current status and monitoring 3E concept – effectiveness, economy and efficiency and the use of the term accuracy. These should be part of common public administration management during their decision-making procedures. The management of public administration entities uses internal regulations for their internal activities, which determine the procedures and methods for ensuring the management and controlling public finances. The article's results of principles application in the management and control of public finances in selected public administration entities can subsequently be the basis for changing the internal standards in order to improve these activities of management not only for the analysed public administration entities.

PRIESTOROVÉ ASPEKTY DOPRAVNEJ OBSLUŽNOSTI VEREJNOU AUTOBUSOVOU DOPRAVOU V OKRESE ZLATÉ MORAVCE

The aim of the paper lies in the evaluation of selected aspects of transport serviceability in the rural communities in the Zlaté Moravce district. It represents a typical region consisting of the only town and other rural municipalities. Through the selected indicators, we point out the differentiations in serviceability by public bus transport that services all municipalities of the region. The final values of transport serviceability are influenced by natural (terrain) factors, demographical characteristics and settlement structure, location of municipalities within transport network as well as opportunities for tourism development, what is reflected in the results of particular municipalities and size categories. On the other hand, the weakest parameters of transport serviceability are registered within the small peripheral municipalities that are usually placed in the northern parts of district near the Tribeč Mountains. The presented results have potential to reach population in the process of selection the place of residence with respect to the transport possibilities in order to commute to work, school or public institutions.

The goal of this study is the evaluation of innovations supply by local public services based on the use of information-communication technologies using the concept of evaluating the innovative capability of the organization. Evaluation of the innovation capability of the executive branch of local government through the concept of a value chain and the diamond model provides us with the answer to the research question: the process of development and implementation of innovative concepts of public services fails for reasons of low motivation and innovation capability of the providers of local public services. The innovative capability of local governments will be assessed in five areas (strategy, learning, linkages, processes, innovative organization). The results of this study show that the most significant challenges and factors influencing the innovative capability of the executive branch of local government are related to employee initiative. Innovations allow the local governments to more intensively monitor their citizens' needs and adapt to these needs by the nature of innovation and the course of the innovation process
