The article is devoted to the issue of housing property taxation in the context of the housing policy of the state. The system of tax exemption and tax relief which governed the housing property market in the years 2004-2012 was analysed, as far as satisfying the housing needs is concerned. The study demonstrated a low effectiveness of the tax instruments used for the support of housing from the perspective of overcoming the housing shortage and improving the quantitative indicators of satisfying the housing needs.

The study revolves around natural environment hazard zones in the Duszniki-Zdrój spa town and includes detailed analyses performed with the use of planning documents such as the Study of the Determinants and Directions For Spatial Development, local plans, the 2008-2014 Tourist Development Strategy Project, The Lower Silesian Voivodship Development Strategy until the year 2020 and the Tourism Development Programme for the Lower Silesian Voivodeship. It also involves an indication of environmental resources and a description of the manner in which they are protected within environmentally valuable areas. The following areas are considered hazard zones: areas in risk of mass of soil slides; areas subject to mass rock movements (landslides, rockfalls, soil creep); areas predisposed to mass rock movements, areas with potential landslips, areas in risk of slope creep; areas in risk of flooding; areas in risk of air and noise pollution.

Sudetes, the region located on the Polish-Czech-German borderland, obtained in the past a railway network of high density as the conditions of the mountain. The vast majority of cities and many villages had access to the railway. Railway were one of important factors, which led to the development of tourism. After the political transformation (in the 90s of the 20th century) the situation of railway in each of all countries is different. In the Czech Republic almost all railway lines were maintained. On the German side part of the lines have been closed but almost all towns have retained access to the railway. The situation is the worst in the Polish Sudetes. The total length of railway lines has been reduced by over 55%, almost 27% of urban population has no access to railway (including two district towns). Although the railways still have a great potential, but it is wasted because of mismanagement. The change of transport policy is necessary taking into account to a greater extent the role of railway in the Polish transport system.

This article attempts to assess the state of sustainability of development among selected municipalities of Poznań agglomeration. For the purpose of the study operational definition of Poznań agglomeration was adopted, which describes the agglomeration as the district of Poznań with the exclusion of Poznań. The time horizon of the analysis covered the period from 2002 to 2012. Special attention was paid to the socio-economic dimension of sustainable development, which was characterized using variables obtained from the official statistics. Moreover, to conduct holistic assessment of sustainability of growth Generalised Distance Measure (GDM) was used. This method is used as a synthetic measure in linear ordering of objects. Analysis of individual variables and their synthetic measure showed a large variation in level and dynamics of the socio-economic aspects of local development among the units.

The aim of this article is to present the issue of counteracting the natual disasters' effects. The author focused on the necessity of financing the counteraction of the effects of these kind of phenomena. Spending the measures for the public safety, the flood and health protection, the spatial development and the finances for removing the natural disasters' effects make possible to minimize the negative consequences of occurring the extreme events. The measures are assigned for e.g. the spatial planning, the crisis management and the recovery. The author presents the mentioned issues on the example of Świętokrzyskie Voivodeship (NUTS 2).

Spatial planning is an interdisciplinary scientific and professional field which in the space of years evolved in a specific way. This work Thesis presents how changing conditions, especially legal, affected content of planning study at the turn of XX and XXI century. It's shown in the example of fragment of the city of Poznan. Analysis of particular plans from 1975-2008 allowed to study their diverse approach to space management and also to look holistically on over 30 years old dimension of regional planning in Poznan. Comparison of land use in the last years of the analysis, in turn revealed degree of implementation and rightness of zonings' records. The local government fulfil a large role in creating the local tourism market, but in many cases their activity is insufficient. The development of tourism in rural areas give a chance to obtain an additional source of income for people, who turn away from agriculture, and allows tourists to go on holiday for a relatively low price. The object of the study was to analyze the activities of the local government for the development of tourism in rural areas in the Lublin Province. The study included 193 communes, which were evaluated for financial, organizational, promotional and informational activities.

The aim of the study was to compare suburbanisation process in suburban area of Poznań and Wrocław. Level of living conditions was determined on the basis of available statistical data using a synthetic indicator Hellwig. A relevant question of the research was to specify the relationship of migration of the population to the suburban areas with regard to changes in living conditions. It has been shown that municipalities near Poznań tend to be more volatile than the value of index of living conditions surrounding municipality of Wrocław. In both areas, the living conditions value has improved over the last decade. It was confirmed that municipalities which characterized by the largest increase in the index of living conditions also have the highest balance of migration.
