Summary/Abstract: European education legislation defines two main objectives of education policy: equal access to education and quality education. Equal access to education means ensuring that all children and students have access to commensurate quality education. It does not mean equal care for all children and students, but differentiation of care towards their different needs. Access to quality education, not education at all, is an essential tool in the process of promoting integration and inclusion of both minorities and marginalized groups, as well as groups of children and individuals with peculiarities and non-standard development in our society.
