- Summary/Abstract:The secondary sector, composed of industry and construction, contributes about 43% to the GDP of Romania. This sector employed less than 28% of the total workforce employed at national level and labor productivity, calculated by GDP per employee, is above average, but not particularly high in absolute terms. Decrease in the number of employees in the secondary sector was mainly caused by the decline of manufacturing and extractive. Cities that have suffered severe forms of industrialization come predominantly from small towns category. The areas most affected by unemployment are located in counties with a high degree of industrialization before 1990, but have suffered in recent years a strong industrial decline. The paper presents the analysis of the workforce engaged in the secondary sector, highlighting its evolution over time. It is determined the distribution of unemployment, which will be combined with the decline of industry and construction, answering to the questions related to identifying areas and towns affected by the rise of unemployment.

- Summary/Abstract:Probably the most affected segment of the labor market during the current financial crisis is the human resources in the public sector. In the next few decades, the EU will face a continuing trend of reducing and restructuring of human resources employed in this sector, along with inherent socio-economic changes related to the aging of the population and the massive migration of the European population from relatively underdeveloped states to developed ones. Unfortunately, we're talking about a very broad sector which is also very important for the proper functioning of the economic, financial, social and administrative national governments. Of course, the most serious and direct signals come from the area of health, education and social protection but at least as important and serious are the central administrative, regional and local areas; national security and defense; internal public order and more. The effects of this trend are obvious: significantly reduced working capacity, high risks of obsolescence of employees, inferior performance and productivity along with the increase in working time and loss of know-how. In this context, HRM in European public services should play a more important role, through the effective use of skills and competencies of current and future workforce.

- Summary/Abstract:In general, the economic development is based on human resources, so at central and local level, there must be concerns and responsibilities regarding the quality of skilled labour and the increase of its capacity to adapt to the environmental changes. This study is an analysis of the issue of ongoing professional development and promoting employment in the context of sustainable local development. The expected results, obtained after the analysis at the local level (Arad Municipality – the city of the same name became an important regional metropolis in 2020), will reflect some of the specific measurements, which will need to be implemented in the next period, in terms of human capital development and social services in the current economic crisis, even felt in Romanian economy.

Depending on the intelligence used, leadership can vary widely, from Authoritarian, Oportunistic, Transformational or bottom-line focused Pragmatism. Personal Development has become a necessity, as each individual needs to hone and develop his latent talents to play his part in a team properly. The Organizational Culture then becomes apparent as the DNA of a company, and it can be the cause for great successes or monumental failures of the enterprise. A humane and engaging culture not only produces better bottom lines and more long-term profits, but also something money cannot and will not ever be able to buy: loyal, happy and enthusiastic employees and customers. Success in the workplace requiers a continual development of the Human Resources potential by engaging spiritual growth and personal development as cornerstones of the Organizational Culture. People operate with symbols and he who is the master of symbols and archetypes has the most power to shape reality and produce better results. But in all, we must remember that it begins with one thing: the Mission, the Vision and the Values.

- Summary/Abstract:More and more companies across the Middle East consider vital for their success to streamline their human resources processes and one area of particular focus is the development and implementation of competency frameworks. The purpose of this research is to show that regardless of the type of organisation, the change of the organisation culture is the main driver for implementing competency frameworks. The study was conducted by analysing the interviews of business leaders from companies that decided to implement competency frameworks across their main human resources processes. The companies are from government and private sectors in United Arab Emirates and Oman. They conduct their businesses locally or regionally across a wide range of industries and have a very diverse workforce in terms of size, nationalities and qualifications. Many business leaders consider, as Peter Drucker said, that “Culture eats strategy for breakfast”. Therefore, if a company wants to be successful, it is essential to develop a relevant competency framework and embed it in the human resources processes for supporting its strategy and achieving its business objectives.

- Summary/Abstract:Human health is certainly a fundamental necessity for the progress of civilization. On the other hand, medical care for the population is a legal obligation on national, European and global levels. Hence there is an obviously big interest in this activity and in the great financial efforts for the development of scientific research. Although progress over time led to a high level of performance in medicine, which resulted in a steady increase in average life expectancy of the population ‒ there is still a huge gap between the general technological development of human civilization and medicine. Especially in the context of multiple inherent dysfunctions in the socio-economic and psycho-social life of the XXI century, medicine involves a new, more logical and more complex approach.

- Summary/Abstract:The first part of the paper provides an overview of the Romanian non-governmental sector and its challenges faced after 1989. The legal basis for setting and maintaining this sector as well as the classification of non-governmental organizations and the structure of human resources are also explained. The second part of the paper performs a broad analysis covering the whole Romanian nongovernmental sector. In the end, some general recommendations on the Romanian NGO sector development are formulated.

My analysis complements the growing literature on the social consequences of fashion, the elasticity and refinement of women’s proficiency in dress culture, and the composition of female subjectivity in Victorian fiction. The findings of this study have implications for women’s fluency in dress culture, the social relevance of clothing, and the longevity of needlewoman in Victorian literature

- Summary/Abstract:Social networks are a strong instrument for promoting for free the image of a product, service or organization. The present study is aimed at determining the impact of social networks on attracting tourists to big museums of Bucharest city. Thus, the research carried out reveals that museum employees use social platforms for promoting the image of the institutions they represent, posting several information about (1) permanent or temporary exhibitions, (2) additional services (movie evenings, concerts etc.), (3) special events (A Different Kind of School, Museums Night, etc.). The study proves that museums’ presence on social networks can positively influence visitors’ number.

- Summary/Abstract:Electronic communication training techniques are a relatively new approach to learning. The basics notions remain the same, only the means of transmitting and acquiring knowledge changes. Using information and communication systems for education means attaching to the learning process the element of freedom: students can learn when and where they wish. About motivation, pedagogical studies show that in general all training systems, classical or modern, are unmotivated. Viewed in this aspect, e-Learning systems are no exception. - Summary/Abstract:This paper objective was a survey on current academic debates on teacher-student communication. The methodology used in this paper was the study of a range of published materials (articles, raports, research studies), which provide theoretical research on teacher-student communication and ITC solutions in enhancing teacher-student communication and relations. - Summary/Abstract:From a theoretical point of view, public-private partnership (PPP) is constantly associated within academic literature dedicated to local economic development (LED) with a mechanism capable of stimulating local economy through implementation of general interest projects. However, poor empirical evidence proving the impact of PPPs on LED can be found in the literature body. Therefore, the aim of the paper is to present the results of an empiric analysis on the impact public sector and business environment relationship has on the economic and social development process of local communities, in a Romanian context. Research reveals the extent to which PPPs contribute to economic development at local level (county level), using the results of a questionnaire administered to county authorities representatives.

- Summary/Abstract:The article presents some results of the critical literature analysis on quality of life of vulnerable groups, as a broad problematic, complex and topical issue in Europe and worldwide. In the context of the current trends of social policies decentralization process has become necessary to make an objective and subjective quality of life evaluation at local or group level, as a means of substantiating responsible social policies. - Summary/Abstract:We analyze the dynamics of inter-community development associations (IDA) in the growth pole policies in Romania, in the framework provided by the Regional Operational Program (ROP). Prerequisites for accessing funds from ROP for development projects of growth poles included the development of strategic plans in each of the growth poles (Integrated Urban Development Plans ‒ IUDP), which to be submitted for approval by IDAs from each growth pole to the ministry responsible with regional development. We expect that IDAs developed under exogenous influences have less financial and human capacities and be less active in the policy implementation, while IDAs established under endogenous influences be more active, have better human and financial capacity, with influences on the policy implementation on local levels.
