Summary/Abstract: This book presents reports from the International Conference of the European Studies Department, Faculty of Philosophy at Sofia University “St. Kliment Ohridski”. The conference was organized in May 2014 with the support by Hanns Seidel Foundation and it was dedicated to the 15th anniversary of the European Studies Department at Sofia University. The first panel is focused on the conference’s main topic: the EU being at a crossroad. The second part is analysing the processes of enlarging the EU, association perspectives and neighbourhood policy. The last panel reviews the contemporary standards and quality of European studies teaching process at the universities.

- Summary/Abstract:Robert Schuman’s call from 1958 for a community of peoples in freedom, equality, solidarity and peace and which is deeply rooted in Christian basic values comes to mind when looking at the contemporary European stage today, to the phases of changes and challenges Europe is going through. A paradoxical Europe may appear to one’s sight, a civilization that lost track of itself and knows no longer what it stands for, swept in various crises, culminating with a crisis of identity manifesting itself at different levels, including the economic and political ones. The question of the European identity seems to have aquired a more complex dimension with the efforts to formulate a Treaty Establishing a Constitution for Europe (2004) but also in the context of the enlargement that brought with itself new challenges and intensified the struggle to integrate different religious and secular communities. This reveals once again that providing an answer to the question ‘What is Europe?’ is still provocative for the 21st century Europe. A heir of the Greek, Roman and Judeo-Christian heritage, contemporary Europe seems to be in a state of confusion when it comes to recognizing its religious roots.

- Summary/Abstract:I believe in the wisdom of Robert Schumann and Jean Monnet who dreamed of establishment of a European federation. Wise decisions had fostered preconditions for the past sixty years the Court of Justice of the European Union (EU) to establish itself as one of the main factors for the development of the integration process. Its contribution is undeniable and widely known which allows us to skip the necessity of looking back at famous cases such as Costa/E.N.E.L., which celebrates its anniversary in 2014. The dynamics of societal relations in the new millennium are placing the Court of the EU in the face of growing challenges some of which will be discussed in the following report.

As a result, there is asymmetry between power and (il)legitimacy which could be overcome if Europe could be built from the ‘bottom’ i.e., with a collective identity based on a dialogue and disagreement yet reaching a consensus on the key characteristics of the Europe and its citizens.

- Summary/Abstract:The main objective of the present paper is to analyse whether the EU’s banking system is progressing towards conclusion of the present legislative reforms which were mainly triggered by the recent economic and financial crisis or, on contrary, it is still left at crossroads and the directions towards which it could continue forward are different. In the second part of the research the author presents other legislative initiatives in the banking sector initiated by the EU and some of which had already been published and implemented. Then the author focuses attention on the proposal for regulation pertaining to the structural measures to enhance the bank stability in the EU and discusses to what extent the latter could be treated as a concluding element for the banking reform in the EU.

- Summary/Abstract:In recent years, heavily loaded, yet still rather vague questions considering the future of the European project have been asked with a staggering frequency that has the more salient issues of European integration bordering the realm of clichés. Against this background, suppositions, comments and analyses regarding a Europe with differentiated integration have covered their own terrain on the complex map of the European Union. The aim of this particular paper is to discuss a very recent illustration of this last point, namely the superbly timed declaration by Germany’s finance minister Wolfgang Schäuble concerning possible support for a separate Eurozone Parliament. Would the functional, legal and symbolic implications of such a move be construed as another example of the versatility and adaptability the EU is famous for - or, in more sceptical views, notorious for - or would it represent a decisive step towards that proverbial final straw that breaks the camel’s back?

This is a long enough period to conduct comparatively objective assessments of what has been achieved so far and to offer recommendations on increasing the effectiveness of our participation in the integration community. Undoubtedly in our case, being among the most economically backward countries in the Union, it is essential to draw such conclusions, especially in relation with our participation in EU’s Cohesion Policy. - Summary/Abstract:Bulgaria concluded its seventh year of full EU membership at the beginning of 2014. This is a period long enough to review the successes and failures, expectations, disappointments, and attempts to stand and defend our interests in the Union. The paper analyses the first seven years of the Bulgarian membership in the EU considering the challenges brought by the economic and financial crisis, growing Euroscepticism and the revival of nationalist rhetoric. The second 7-year period of the Bulgarian membership is under the multiannual financial framework between the years of 2014-2020 which significantly decreased the budget for two key EU policies – the Common Agricultural Policy (CAP) and the Cohesion Policy (CP). The author analyses the implications from the Bulgarian perspective and suggests that further efforts are needed to support country’s capacity to absorb EU funds through high-quality projects, transparency in the public procurement process and effective judiciary, public administration, more decisive steps for e-government.

- Summary/Abstract:On the 3th of February 2014 the European Commission published an unprecedented report on the state of the rule of law in the EU and the related quality and effectiveness of the anti-corruption policies in each Member State. It is extremely important that for the first time the EC officially recognizes the existence of this key problem which the sustainability of the democracy and the economic development depends on. Even more important is that this problem is seen as a priority common task for the development of targeted anti-corruption policies, which in each national case should be resolved by applying a set of specific measures. A month later the EC introduced to the European public a new Framework to safeguard the rule of law in EU (FSRL) which made clear that the EU anti-corruption report is a component of this new political instrument. At this point it is beyond any doubt that the EC’s concerns about the abuses of the rule of law, which is ‘at the heart of EU’, are serious and the Commission is ready to respond adequately.

- Summary/Abstract:Project BRAINS (Bulgarian-Romanian Area Identities: Neighbourhood Study) has been implemented from 2011 to 2013 by Bulgarian-Romanian Interuniversity Europe Center (BRIE), a structure for cross-border cooperation in higher education and research, established in 2002 by the Bucharest Aca demy of Economic Studies (Romania), University of Ruse (Bulgaria), German Rectors’ Conference and German universities. The project has been initiated within the Programme for Cross-Border Cooperation Romania-Bulgaria 2007- 2013 as part of the Territorial Cooperation objective of EU cohesion policy. It is consistent with the strategy of the Programme, which aims at the establishment of joint frameworks of the Bulgarian-Romanian Cross-border Region, where cooperation between stakeholders is being developed, so that regional identity of the cross-border area can be strengthened.

- Summary/Abstract:The article will focus on ethno-political conflicts in South Caucasus, namely on the nature and dynamic of secessionist movements and resulting breakaway republics of Abkhazia and South Ossetia. The second chief interest herein is centred on the European Union’s declared objectives towards conflicts in Georgia. Firstly, the article will briefly analyze the ethno-political strife in the South Caucasus region and the nationalist resurgence after the dissolution of the USSR and will explore the dynamic of ethno-political violence and the way in which threats and enemies were constructed. Secondly, we will survey the evolution of EU’s contractual ties with Georgia, from the loose Partnership and Cooperation Agreement to the post-2004 inclusion of Georgia in the European Neighbourhood Policy. The main theoretical claims supported throughout the entire account is that 1) social-constructivist assumptions provide a coherent understanding of secessionist movements and 2) a clear analysis on the modalities in which international organizations (i.e. the European Union) act as norm-setters and expect norm-internalization.

- Summary/Abstract:This report presents micro research among students’ population at the University of National and World Economy (UNWE) in Sofia, Bulgaria. The questionnaire was distributed among 214 participants from various educational programs, forms of study and degrees at UWNE containing 10 close-ended questions regarding the educational literature and its characteristics as part of the studying process. Author analyses the findings and offers conclusions based on the data observed.

- Summary/Abstract:The paper discusses the place of intercultural education in the European Studies curriculum. The authors view it both from the perspective of the intensive language education BA students of European Studies undergo since their first year at university and the practical needs of modern-day communication in the context of globalisation. Based on their experience in the PICT project (Promoting Intercultural Competence in Translators)1 and reflecting on it in view of the realities of teaching English as a first and second foreign language to BA students, they argue the need to approach the issue of developing students’ intercultural competence systematically.
