Ioan Bogdan, university career, Slavic Studies, philology Ioan Bogdan taught Slavic Studies at the University of Bucharest between the years 1891-1919 while he was a dean of the Faculty of Philology (1898-1919). The paper presents, on the basis of archival material, the beginning of his university career, on different positions (substitute assistant and then professor) at the Faculty of Philology. In addition, the author analyze Ioan Bogdan’s university lectures, many of them less known, such as the History of culture and civilisation one. The first department of Slavic Studies in Romania was created for Ioan Bogdan, which had a similar scientific level with those European ones. Finally, the article refers to the establishment of the second department of Slavic Studies in Romania, at Iassy, where Ilie Bărbulescu became a professor. He was one of Ioan Bogdan’s students, but the scholar in Iassy became later one of the strongest disputants with his former professor, not only in the field of Slavic Studies.

The article presents the minutes of Romanian-Soviet Talks in Moscow, in May 1970. The meeting was organized at Romanian initiative and aimed at discussing sensitive issues in economic bilateral cooperation, and divergences between the two parts in foreign relations and with the international communist movement. The Soviet part used the opportunity to rise past Romanian political stands such as the establishing of diplomatic relations with the Federal Republic of Germany, in 1967, Romanian apart stand in the Middle East crisis in 1967, the Czechoslovakian crisis in August 1968, the Sino-Soviet conflict, the visit of president Richard Nixon in Bucharest, in August 1989, and the Romanian opening to the West. The two parts came to an agreement and they decided on the signing of a new Treaty of friendship, collaboration and mutual assistance in July 1970.

The author presents a consistent batch composed of 333 coins, made of silver and bronze, issued in the period of the 1st – 3rd centuries AD in Rome, discovered on the territory of Dobrudja. The way in which they were discovered is many times uncertain. Nonetheless, these monetary pieces cover most of Dobrudja, if we look at the northern half or the southern half, or the Pontic coastal line, of the centre of the region and, last but not least, of the right Danubian bank. Each coin is a piece of a monetary mosaic characteristic to the Roman world from the analyzed chronological interval, both if we study their rural and their urban cultural impact. Among the discoveries, the ones appearing in the graves stand out, graves of incineration and of inhumation. These are analyzed by the author on different research levels, regarding the nominal, the significance, the impact on the local communities etc. Most of these funerary monetary discoveries have been made 40-50 years ago (chiefly in Tomis), and it is one of the merits of the author to have introduced them into the scientific circulation with their characteristic significance. Then more recent discoveries from the vicinity of important Dobrudjan centres, like Halmyris, Troesmis, Tropaeum Traiani, Capidava, Tomis, Callatis, Carsium, Noviodunum, Dinogetia or from the vicinity of Roman rural settlements that are already known in the specialized bibliography or are unpublished. Also, the author makes a series of comments and comparisons between what regards the rural monetary circulation and the urban one, by emphasizing the differences that exist but also the common parts. Last, but not least, the author points out that the research of the monetary circulation problem in the Dobrudjan province in the course of the first three centuries after Christ remains open. What we have intended was mainly to make an important “completion” from the quantitative and qualitative point of view, of an already large dossier, and the possible closing points, given the situation, are only provisional.

Die Studie lenkt die Aufmerksamkeit auf eine problembehaftete Urkunde, welche am 10. Januar 7018 (seit der Erschaffung der Welt, 1510 n. Chr.), in der Herrschaftszeit des walachischen Fürsten Vlad der Jüngere (1510-1512), herausgegeben wurde. Sie ist unter der Rubrik „zweifelhafte Urkunden” in der Urkundensammlung DRH, Bd. II, Bukarest 1972, S. 471-472, publiziert worden. Die Begründung hierfür war, dass die in der Urkunde aufgelisteten Zeugen (Mitglieder des Fürstlichen Rats) auf keinen Fall diejenigen des Jahres 1510 sein können. Die interne Urkundenkritik bestätigt die Zweifel der Herausgeber, zeigt aber auch, dass die Urkunde als „kanzleiecht” einzuordnen ist. Die Jahresangabe 7018/1510 ist lediglich fehlerhaft. Die genaue Datierung ist, meiner Meinung nach, auf das Jahr 1522 anzusetzen. Ich weise die Urkunde einem anderen Fürsten Vlad zu, welcher als Dragomir der Mönch, „Calager Dragamir” oder „novi electi waywode Transalpinensis Wlad nomine”, bekannt ist. Am 15. September 1521, wenige Wochen nach der Eroberung Belgrads durch die Osmanen (August 1521), stirbt der Fürst der Walachei, Neagoe Basarab. Der Thron seines Sohnes und Nachfolgers, Theodosie, wird nun auch von Vlad alias Dragomir der Mönch begehrt. Die Kämpfe zwischen den Rivalen dauern vom Oktober 1521 bis Februar 1522. Im Lichte der Neudatierung habe ich eine neue Chronologie der Ereignisse dieser Zeit ausgearbeitet. Die Anexe I zeigt tabellarisch alle in der Studie neudatierten Urkunden. Die Anexe II gibt eine Übersicht der Mitglieder des Fürstlichen Rats vom 14. Juli 1520 bis 4. April 1523.

Comme nous le savons, beaucoup de lois byzantines ont été repris, avant la chute de Constantinople, par les peuples orthodoxes des Balkans, y compris les Roumains. Même si certains influences byzantines sont arrivés en Moldavie ou Wallachie par intermédiaires (la Serbie, par exemple), cela importe moins dans le cadre de cette étude, qui met l’accent sur certains aspects du droit canoniqueen vigueurpour la Moldavie du Moyen-Âge. De cette manière, sont analysés ici plusieurs situations attestée par les sources documentaires, mais associés, en permanence, à chanoines du droit ecclésiastique. Ainsi, il est fait référence, dans une premier partie, à la position du moines-ascètes (ieroschimonahi) dans les Pays Roumains, à partir d’un très important document, datée à 25 août1443. Malheureusement, autour des moines qui ont choisi la plus haute étape du monachisme (Schima Mare) ont été construits, au cours des temps, les hypothèses historiographiques sans valeur (il faut retenir ici le cas d’higoumène Ioasaf, le premier archimandrite de Poutna, analysé, et lui, dans ce texte, avec le métropolites Gheorghe, qui a devenu David, Teoctist II, Iacov Putneanul etc). L’autre direction de recherche se concerneaux ermites (anachorètes) certifiés documentaire dans la Moldavie médiévale. Même si, du pointde vue dessources, leur nombre est réduit, la valeur réelle de ce chiffredoit avoir êtreécrasante, surtout si nous relions à le „temps liturgique”, quia marqué l’époque. Parmi des cas les plus connus sont Daniel l’Ermite, Simion de Pângăraţi, le moine Toader, „habitant du sauvage” (attesté en 1578), dont la famille est, avec une grande probabilité, identifiée dans ce texte.

More...Based on statistical sources published by the Romanian authorities and by the European Commission of the Danube, the paper focuses upon presenting the evolution of the Romanian-British Foreign Trade and navigation in the first years of the twentieth century. Assessing the quantum of mutual exchanges both from a diachronic, historical perspective, and from a comparative, synchronic presentation (with details regarding the total amount of Romania’s exportations and importations), the author aims at underlying the conditions which influenced the continuous reduction of British interest for the Lower Danube region, where the importance of the ports Brăila and Galatz slowly, but irreversibly, diminished.

Partie d’un chantier plus vaste consacré à l’exploration philosophique du thème de la figure (en général du figural) dans ses inscriptions mondaines – d’où le titre d’ « onto-tropologie » –, l’étude s’attaque à un premier volet d’une telle problématique, à savoir une discussion des principales positions théoriques par lesquelles la philosophie « linguistique » moderne et contemporaine (et subsidiairement les disciplines du langage et des discours) s’attachent à interpréter de nouveau la très ancienne question de la métaphore. Il ne s’agit pas seulement du fait que, traditionnellement, l’explication des sens figurés (analogiques, allégoriques, etc.) sont du ressort d’une théorie de la figure (et de la figuration) appartenant à différentes versions de la rhétorique ou de la poétique, de l’exégèse ou de la stylistique, voire de l’esthétique littéraire de la présentation d’une pensée, etc., tandis que du point de vue de l’accès à la vérité philosophique la métaphore était mise dans une sévère quarantaine logico-épistémologique. Il y va encore de la nécessité de penser le plus loin possible, sur le lignes ou les traces (à la traque aussi) de la démarcation du métaphysique, les conséquences remarquables d’une singularité historico-théorique ayant eu lieu déjà dans la philosophie de la deuxième moitié du XXème siècle : l’intensité ou l’ampleur de l’intérêt voué, sur le fond des évolutions d’ensemble de la vie intellectuelle de notre époque-monde, par tous les courants philosophiques significatifs – notamment dans la philosophie analytique, d’une part, et dans les diverses versions de philosophie herméneutique de l’autre part (déconstruction y compris) – à la théorie de la métaphore comme telle et, donc, aux enjeux du métaphorique en lui-même.

La deuxiellle etape de l'utilisation des Illonnaies polonnaises, commen~a en 1657 et ce tableau allait etre complete, vers 1685 avec les elllissions des principantes allemandes dans une quantite importante. Les conclusions degagees par ceHe analyse viellnent, de completer les donnees sur la circulation Illonetaire en Transylvanie, entre le XY et XYIII' s .. en generaL et a Alba Iulia, en particulier.

In the present article - the second part of a three-part study – the author analyzes the interests of society protected by way of pre-trial detention. The aforementioned interests are classified into two categories: legitimate and illegitimate interests. Considering the administration of justice and the protection of society from further offences to be legitimate interests, which justify recourse to pre-trial detention, the author dedicates the rest of the study to the examination of the threat to public order, as a ground for pre-trial detention, which encompasses illegitimate interests protected by sacrificing the right to liberty. Referring to the communist origins of this notion, the author highlights that the threat to public order, as interpreted in Romanian legal theory and case-law, actually operates on the basis of a „presumption of guilt” and facilitates the anticipation of custodial sentences, while protecting the reputation of the judiciary and the interests of the prosecution. The author proposes a radical reshaping of the concept, by interpreting it restrictively and including it in the legitimate interest of protecting society from further offences, in order to avoid further violation judgments pronounced by the European Court against Romania regarding article 5 of the Convention.
