The article presents the background of criminal statistics on Polish soil and the role that
Roman Buczyński, the forgotten statistician of the Polish Kingdom, played at this stage.
It seems that R. Buczyński deserves to be reminded, and his literary writings related
with the beginnings of criminal statistics on Polish soil require a more extensive analysis.
The unquestioned significance of R. Buczyński’s works is based on the fact, that he
related to data from Polish lands and he interested Polish lawyers with the issue of the
growth of criminal activity. He was the author of the greatest number of works in the field
of statistics created on Polish soil during the second half of the 19th century. And though,
statistical data R. Buczyński based his assumptions on, and the way of processing these data
aroused doubt, the final conclusions related with the causes of criminal activity are worth
mentioning. He saw the impact of factors on the types of committed crimes, such as:
geographical conditions, political and historical, economical conditions, etc. He searched for
the causes of crimes, among others, in the economical situation, the youth upbringing, the
insufficient penal repressiveness, greed, feelings – the pathological and characterological
elements. Though, he was a representative of the classical school in penal law, in this field
we can see his interest in the problematics, which later was the foundations of research of
the sociological school.
