Logistics is essential for military operations to be successful, however, its role has frequently been underestimated. Transportation of supplies, victualing of troops and garrisons, and military administration cannot be dispensed with during a military campaign. This paper discusses medieval military logistics on the basis of the regulations contained in the Siete Partidas, a comprehensive set of laws codified in Castile between 1251 and 1265. This legal code, compiled by Alfonso X the Wise, regulates all kinds of human activities and social intercourse. One of the sections of the Partidas deals with war, looking into such issues as waging war on land, qualifications and responsibilities of the commanders, weapons, siege engines, and other indispensable tools, managing troops on the march, quartering of troops, foraging and alternative provisioning methods, maintenance of military discipline. There are also strict regulations concerning the compensation which men should receive on account of injuries sustained in war, as well as concerning the collection and disposal of war booty. In addition, the number of examples of provisioning the armies conducting various campaigns in the Iberian Peninsula, England and France in 13th–14th centuries provide a better understanding of how supply networks functioned and how they met the needs of medieval men-at-arms. // Logistyka jest nieodzowna dla powodzenia działań militarnych, aczkolwiek jej rola często bywa lekceważona. Transport zaopatrzenia, zapewnienie prowiantu dla wojsk i garnizonów oraz administracja wojskowa to niezbędne elementy każdej kampanii militarnej. Artykuł ten traktuje o średniowiecznej logistyce wojskowej na podstawie regulacji zawartych w Siete Partidas – zbiorze praw skodyfikowanych w Kastylii w latach 1251–1265. Kodeks ten, autorstwa Alfonsa X Mądrego, reguluje wszystkie formy ludzkiej działalności oraz interakcji społecznych. W tekście omówiono fragment drugiej Partidy poświęcony zagadnieniom związanym z wojną, m.in. takim jak: działania wojenne na lądzie, kwalifikacje i zakres odpowiedzialności dowódców wojska, broń, machiny oblężnicze i inne niezbędne narzędzia, zarządzanie wojskiem w trakcie przemarszu, rozbijanie obozu, plądrowanie, wypady rabunkowe i inne metody zdobywania prowiantu, utrzymanie dyscypliny w wojsku. Ponadto przytoczone przykłady aprowizacji wojsk w trakcie pierwszych wypraw krzyżowych oraz podczas rozlicznych kampanii na Półwyspie Iberyjskim, w Anglii i Francji XIII–XIV w. dostarczają lepszego wglądu w funkcjonowanie i skuteczność ówczesnych sieci zaopatrzenia.

Mobilization of the army in the Middle Ages was slow and its assembly lasted several weeks. Time to prepare for a war expedition is usually a period of four weeks, time to grazing horses. The meaning of war horses and the care given to their owners by the ruler is to include them in the edict of Emperor Frederick I Barbarossa about peace in the state of 1152. A similar record is found in the statutes of King Casimirus Magnus from the mid-14th century. Such high interest in horses was due to the fact that „The horse, as everyone knows, is the most important part of the knight”. The battle horse is dextrarius, which is guided by a squire during a loose journey at the right, so that he is rested at all times at the disposal of the knight. Depending on their financial capacity, knights and nobles sat on both large and large ambulances and inroads, often covered by various armor and medium-sized horses. These were tents on a circular plan, with a small surface and the second larger – with a base in the shape of a rectangle or oval. According to the statute of the guilds of Bydgoszcz tailors from 1533, the smaller tentorium bellicum needed 112 cubits (about 64 m) of material. On the other side of the tent, 146 cubits (about 83.2 m) of material was needed. Hetman Jan Tarnowski in his Consilium rationis bellicae warns against fire in the tents and determines their place of stay in a war camp, where the second stage of soldier’s life will take place. // W średniowieczu mobilizacja wojska przebiegała powoli, a jego zgromadzenie trwało kilka tygodni. Czas na przygotowanie się na wyprawę wojenną to zazwyczaj cztery tygodnie, czas na wypas koni. Wyrazem znaczenia koni bojowych i troski okazywanej ich właścicielom przez panującego jest uwzględnienie ich w edykcie cesarza Fryderyka I Barbarossy o pokoju w państwie z 1152 r. Podobny zapis znajdujemy w statutach Kazimierza Wielkiego z połowy XIV w. Tak duże zainteresowanie końmi wynikało z tego, że „koń, jak wszyscy wiedzą, jest najważniejszą częścią rycerza”. Koń bojowy to dextrarius, czyli prowadzony przez giermka podczas podróży luzem po prawicy, aby wypoczęty był w każdej chwili do dyspozycji rycerza. W zależności od swoich możliwości finansowych rycerze i szlachta dosiadali zarówno dorodnych i rosłych ambulatorów i inochodników, często okrytych różną zbroją, jak i koni średniej wielkości. Natomiast podczas podróży bagaże dźwigał juczny summarius, rycerz zaś dosiadał krzepkiego konia roncina. Rycerstwo i szlachta na drogę zakładali lekką zbroję: kolczugę, płaty lub sam napierśnik. Głowę chronił otwarty i mniej męczący kapalin. Przyłbicę jako hełm zamknięty rycerze wykorzystywali dopiero z chwilą wejścia do walki. Uzbrojenie ochronne oraz broń drzewcowa: kopie i włócznie znajdowały się na towarzyszącym im wozie. Podczas podróży tradycyjny miecz lub koncerz zastępował poręczniejszy kord, tasak lub szabla, ale przy pasie był zawsze puginał lub sztylet. Wraz z ogłoszeniem wyprawy powszechnej rycerz powinien wyruszyć na nią z trzykonnym wozem z żywnością na cztery tygodnie. W cenniku z 1538 r. znajdujemy cztery rodzaje wozów, ale tylko ostatni z nich to wóz specjalny dla zaciężnych (currus stipendiariorum). Jego całkowite wyposażenie stanowiły: kosz z wagami, orczykami, okutymi żelazem kołami i poklatem, tj. płóciennym przykryciem wozu. Taki wóz kosztował 5 florenów. Średniowieczni podróżni zatrzymywali się na posiłek lub na nocleg zazwyczaj w karczmach lub w gospodach. Możniejsi starali się korzystać zazwyczaj z gościnności klasztorów znajdujących się na ich drodze. W miastach mogli nocować w domach mieszczan za odpowiednią opłatą. Ale podczas wyprawy wojennej, a także na polowaniu, trzeba było nocować nawet w szałasie. Jednak król, dostojnicy i zamożniejsza szlachta mieszkała w namiotach. W okresie średniowiecza używano głównie dwóch rodzajów namiotów o kształcie stożkowym. Były to namioty na planie koła, o małej powierzchni i drugie obszerniejsze – o podstawie w kształcie prostokąta lub owalu. Według statutu cechu krawców bydgoskich z 1533 r. na mniejszy tentorium bellicum potrzeba było 112 łokci (ok. 64 m) materiału. Natomiast na namiot większy potrzeba było 146 łokci (ok. 83,2 m) materiału. Hetman Jan Tarnowski w swym Consilium rationis bellicae przestrzega przed pożarem w namiotach i określa miejsca ich postoju w obozie wojennym, gdzie nastąpi drugi etap życia żołnierskiego.

The primary way of crossing the river was to do it through a ford. A number of information about such crossings comes from the years of the Polish-German wars (1003–1018). The both armies that had been fighting at that time several times crossed the Oder and the Elbe, whose width reached 100 m. The widest river crossed by the Polish troops was Dniester, which was 150 m wide. Only a few notices mention crossings of frozen rivers. Polish knights took part in campaigns against Ottoman Empire in 1396 and 1444, when they were transported on ships across the Danube. Floating bridges that had been placed on the lower reaches of the Vistula became a permanent element wars between Kingdom of Poland and Teutonic Order in 15th century. First mentions of a floating bridge were made in 1410. Then, during the war against the Teutonic Order, three were built: over the Vistula under Czerwińsk and under Przypust and over Narew river under Pułtusk. Since then floating bridges have been regularly used during the war against the Order. They were built over the Vistula: in 1414 under Zakroczym, in1419 and 1422 again under Czerwińsk, in 1454 under Toruń and in 1455 under Grudziądz. During Polish campaign to Moldavia in 1497 the king John I Albert ordered to put the bridge over the Dniester near Halych. However, finally he changed his plans and did not use the bridge. Two bridges floating on the barrels were built during the night on the 7th to 8th of September 1514. They were used by Lithuanian and Polish army, which crushed the army of the Grand Duchy of Moscow in the battle at Orsha (now in Belarus). The army was forced to use bridges to cross big rivers because of the large number of carts and artillery accompanying the army. In the 15th and at the beginning of the 16th century the army of the Kingdom of Poland with no major problems crossed the Vistula, which width could exceed even 500 m, with the use of floating bridges. // Najczęstszym sposobem przekraczania rzeki było przechodzenie jej w bród. Wiele informacji o takich przeprawach pochodzi z lat wojny polsko-niemieckiej (1003–1018). Obie walczące wówczas armie kilkukrotnie przekraczały Odrę i Łabę, których szerokość sięgała 100 m. Największą rzeką pokonaną przez polskie wojska w bród był Dniestr, który miał szerokość 150 m. Nieliczne wzmianki dotyczą przepraw przez rzeki zamarznięte. Mosty pływające, które zostały umieszczone na dolnych odcinkach Wisły, stały się trwałym elementem wojen polsko-krzyżackich w XV w. Pierwsze wzmianki o takich mostach w Polsce pochodzą z 1410 r. Wtedy podczas wojny przeciwko zakonowi krzyżackiemu wybudowano je trzy: na Wiśle pod Czerwińskiem i pod Przypustem oraz na Narwi pod Pułtuskiem. Od tego czasu pływające mosty były regularnie używane podczas wojny przeciwko Zakonowi. Zbudowano je na Wiśle: w 1414 r. pod Zakroczymiem, w 1419 i 1422 r. ponownie pod Czerwińskem, w 1454 r. pod Toruniem i w 1455 r. pod Grudziądzem. Podczas polskiej kampanii do Mołdawii w 1497 r. król Jan Olbracht nakazał postawić most nad Dniestrem koło Halicza. Jednak ostatecznie zmienił swoje plany i z niego nie skorzystał. Dwa mosty pływające, oparte na beczkach, zbudowano w nocy w dniach 7–8 września 1514 r. Były one użyte przez wojska litewskie i polskie, które w bitwie pod Orszą rozbiły armię Wielkiego Księstwa Moskiewskiego. Głównym powodem, dla którego armie zostały zmuszone do przekraczania mostów na szerokich rzekach, była duża liczba wozów i artylerii zabieranych na wyprawę. W XV i na początku XVI w., wykorzystując pływające mosty, armia Królestwa Polskiego bez większych problemów była w stanie przeprawić się przez Wisłę, nawet jeśli szerokość przekraczała 500 m.

The translocation of the mercenary army in Poland of the last Jagiellons, expect for days of the Prussian War (1519–1521), came at the east frontiers of Polish-Lithuanian monarchy. That was the reason, why mercenaries had to cover the long, even several hundred kilometres distances, just to get through to expanse of campaign. By extention, the mercenary army did the huge marchpastes, even from the today point of view. Essential mean of transport, which was used in the transport of war commodity, were wagons drawn by carthorses. This article is mainly dedicated to horse-drawn cart at wagon forts, theirs construction, the organising of march-pastes and using them as a combat tools. // Przemieszczenie armii zaciężnej w Polsce ostatnich Jagiellonów, za wyjątkiem wojny pruskiej (1519–1521), następowało na wschodnich rubieżach monarchii polsko-litewskiej. Implikowało to konieczność pokonywania nawet kilkusetkilometrowych dystansów jedynie w celu dotarcia do obszaru lub teatru działań wojennych. Armia zaciężna dokonywała więc, nawet z dzisiejszego punktu widzenia, ogromnych przemarszów. Podstawowym środkiem transportowym stosowanym dla materiałów wojennych były wozy zaprzęgane w konie pociągowe. Artykuł omawia głównie wozy konne (taborowe), ich konstrukcję, organizację przemarszu oraz wykorzystanie ich jako środka bojowego.

The army’s accompanying tabors, which consisted of war wagons, provided transportation support to the army. The war wagons most often had specific equipment: food, technical equipment, escort, service, and horses. The war wagons were provided by private individuals as well as by urban centers. The obligation to send war vehicles through towns and royal towns is one of the longest-lasting war duties. Difficult situations of the city, wars, fires or other difficulties could lead to the release, temporary suspension, or replacement of the duty of war wagon, to another. The most common source terms for the war wagons were: currus, vehiculum and plaustrum. In the former Poland, these wagons were called skarbnymi and sometimes picznymi when the vast majority of the load was fodder and food. In modern literature, the most commonly used term is „wóz wojenny” – „war wagon”. War wagons underwent a numerous of transformations, and in time they gained a special reinforced skeleton and sides, and they were also used to fight in tabor formations and as protection of the camp. Many detailed information on this issue are provided by the records of treasury wagons and royal lustration. The wagons from the Sieradz and Łęczyca lands constituted a significant contribution to the total number of wagons from the royal cities of Poland. // Tabory towarzyszące armii w dawnych wiekach składały się z wozów wojennych, które stanowiły wsparcie transportowe wojska. Wozy te najczęściej miały ściśle określone wyposażenie: żywność, sprzęt techniczny, eskortę, obsługę oraz konie. Wystawiane były zarówno przez osoby prywatne, jak i przez ośrodki miejskie. Obowiązek wyprawiania wozów wojennych przez miasta i miasteczka królewskie jest jedną z najdłużej utrzymujących się powinności wojennych. Trudna sytuacja miasta, wojny, pożar czy inne trudności mogły doprowadzić do zwolnienia, czasowego zawieszenia lub zamiany powinności wyprawiania wozu na inną. Najczęściej pojawiającymi się źródłowymi terminami opisującymi wóz były: currus, vehiculum oraz plaustrum. W dawnej Polsce wozy te nazywano „skarbnymi”, a czasem „picznymi” – gdy znaczną, przeważającą część ładunku stanowiły pasza i żywność. We współczesnej literaturze najczęściej stosowanym terminem jest „wóz wojenny”. Wozy wojenne podlegały licznym przemianom, z czasem zyskały specjalny, wzmocniony szkielet i burty, stosowane były również do walki w taborach i osłony obozu. Wielu szczegółowych informacji w tej kwestii dostarczają nam rejestry wozów skarbnych oraz lustracje dóbr królewskich. Wozy z ziem sieradzkiej i łęczyckiej stanowiły znaczny procent ogółu wozów wyprawianych z miast królewskich całej Polski.

Offices of Grand and Field Guardian (strażnik wielki and strażnik polny) existed in Polish army since 16th century. Since first half of the 17th century they also have their equivalent in Lithuanian army. One of the main role of such officers was to take care of security of the marching army. During Sobieski’s time (as hetman and then king) this office was held by very experienced and well respected officers, who at the same time were politically connected to Sobieski. Politics could also affect and limit the role, as it happened with Grand Crown Guardian Stefan Bidziński after 1683, when he was in open conflict with Grand Crown Hetman Stanisław Jan Jabłonowski. Army 1667–1696. // Urzędy strażnika wielkiego i wojskowego (polnego) w wojsku koronnym istniały od XVI w. Od pierwszej połowy XVII w. miały one także swoje odpowiedniki w armii Wielkiego Księstwa Litewskiego. Jednym z głównych zadań osób sprawujących te stanowiska było ubezpieczanie maszerujących armii. W czasach Sobieskiego urzędy strażników pełniły osoby o dużym doświadczeniu wojskowym i autorytecie w armii, ale także osoby zależne politycznie od osoby hetmana, a później króla Jana Sobieskiego. Od czynnika politycznego zależne było także ograniczenie prerogatyw strażnika wielkiego Stefana Bidzińskiego po 1683 r., albowiem znajdował się on w otwartym konflikcie z ówczesnym hetmanem wielkim koronnym Stanisławem Janem Jabłonowskim.

At the beginning of 1793 Prussian troops entered Greater Poland, the second partition of Poland became a fact. Out of occupied lands a new province South Prussia (Südpreussen) was created immediately. One element of new reality was visible military presence in the socioeconomic area of the province. Many cities and towns, something unheard of in the pre-partition period, have become the headquarters of the garrisons. Many times the troops changed their places of the deployment. The squadron of the 4th Hussar Regiment was stationed at the Kalisz department. One of them, commanded by Major Graner, received an order of translocation from Bolesławiec over the Prosna river to Radomsko (September 1804). The relocation of the escadron was based on a document approved by the superiors with the route description (Marsch Route). // W początkach 1793 r. wojska pruskie wkroczyły do Wielkopolski, II rozbiór Rzeczypospolitej stał się faktem. Z zajętych ziem utworzono niezwłocznie nową prowincję – Prusy Południowe (Südpreussen). Jednym z elementów nowej rzeczywistości była widoczna obecność wojska w przestrzeni społeczno-gospodarczej prowincji. Wiele miast i miasteczek, rzecz niespotykana w okresie przedrozbiorowym, stało się siedzibami garnizonów. Wielokrotnie też oddziały zmieniały miejsca swego postoju. Na terenie departamentu kamery kaliskiej stacjonowały szwadrony 4. pułku huzarów. Jeden z nich, dowodzony przez majora Granera, otrzymał rozkaz translokacji z Bolesławca nad Prosną do Radomska (wrzesień 1804). Przemieszczenie oddziału następowało na podstawie zatwierdzonego przez zwierzchników dokumentu z opisem trasy (Marsch Route).

Over the last months of 1919, the condition of the White Army commanded by Admiral Alexander Kolchak was gradually deteriorating. The Bolshevik armies successively conquered the most important towns and industrial zones situated along the most important railway lines, including the Trans-Siberian Railway. It was decided to evacuate the allied troops supporting the White Army and consisting of various international contingents commanded by Maurice Janin, a French general, eastwards to Vladivostok by Trans-Siberian train, but it was definitely too late for that. In October 1919, it was decided to evacuate the troops of the Polish 5th Siberian Rifle Division. The decision was made when the morale of the troops of Kolchak hit rock bottom and the army started retreating along the only possible route – the Trans-Siberian railroad. By order of General Janin, commander-in-chief of the allied troops, the Polish division was supposed to be the rearguard of those troops. Due to chaos at the Trans-Siberian railway, the Polish troops often had to take trains needed for the evacuation by force. The commanders and the soldiers managed to adapt railway carriages (dubbed „Teplushka”) to winter conditions. The carriages were occupied by the soldiers, their families and other civilians, which adversely affected the military capabilities of the Polish troops. The evacuation took place in the harsh Siberian winter in temperatures of minus 30°C. From the end of November 1919 to the beginning of January 1920, over almost a thousand kilometres, the troops, gathered in 57 carriages, advanced along the destroyed Trans-Siberian railroad through civil-war zones, among hostile inhabitants of Siberia during a raging typhus epidemic. There were also three improvised armoured trains dubbed „Warszawa”, „ Kraków”, and „ Poznań”. During the evacuation, the carriages of the 5th Polish Siberian Rifle Division were occupied by a total of over fifteen thousand people. The capitulation of the said division at Klukviennaia station was undoubtedly a surprise, not only for the commanders. The actions of the commanders of the Czechoslovak Corps who blocked the railroad when the 5th Soviet Army and the Bolshevik partisans were attacking the Polish trains was considered to be intentional and aimed at destroying the Polish troops. // W ostatnich miesiącach 1919 r. sytuacja wojsk „białej Rosji” dowodzonych przez adm. Aleksandra Kołczaka na Syberii ulegała stopniowemu pogorszeniu. Armie bolszewickie sukcesywnie zajmowały najważniejsze miasta i ośrodki przemysłowe usytuowane wzdłuż najważniejszych linii kolejowych, w tym Kolei Transsyberyjskiej. Wspierające „białe” armie wojska sprzymierzone składające się z różnych międzynarodowych kontyngentów dowodzone przez francuskiego gen. Maurice Janina postanowiono ewakuować na wschód w kierunku Władywostoku Koleją Transsyberyjską. Ewakuację rozpoczęto zdecydowanie za późno. W październiku 1919 r. podjęto decyzję o ewakuacji oddziałów 5. Dywizji Strzelców Polskich (5. DSP). Zrobiono to w sytuacji, gdy wojska Kołczaka po licznych klęskach uległy demoralizacji i w panice rozpoczęły odwrót po jedynej drodze, jaką była magistrala transsyberyjska. Polska dywizja, z rozkazu głównodowodzącego wojskami sprzymierzonych gen. Janina, otrzymała zadanie pełnienia straży tylnej tych wojsk. Z powodu dezorganizacji panującej na syberyjskiej kolei tabor kolejowy niezbędny do ewakuacji oddziały polskie zdobywały niejednokrotnie za pomocą siły. Dzięki staraniom dowódców i żołnierzy wagony przystosowano do warunków zimowych (tzw. ciepłuszki). Wraz z żołnierzami w eszelonach znalazły się ich rodziny oraz inne osoby cywilne, co ujemnie wpływało na wartość bojową polskich oddziałów. Ewakuacja odbywała się w warunkach surowej syberyjskiej zimy przy temperaturach dochodzących do minus 30 stopni Celsjusza. Od końca listopada 1919 r. do początku stycznia 1920 r. na przestrzeni blisko tysiąca kilometrów oddziały zgrupowane w 57 eszelonach posuwały się zdewastowaną transsyberyjską linią kolejową przez obszary ogarnięte wojną domową, wśród wrogo nastawionych mieszkańców Syberii w czasie szalejącej epidemii tyfusu. W zgrupowaniu znalazły się również improwizowane trzy pociągi pancerne „Warszawa”, „Kraków” i „Poznań”. W wagonach 5. DSP w momencie ewakuacji (na początku grudnia) znalazło się razem ponad 15 tysięcy osób. Kapitulacja 5. DSP pod stacją Klukwiennaja była niewątpliwie zaskoczeniem nie tylko dla dowódców. Zachowanie blokujących tory dowódców Korpusu Czechosłowackiego w sytuacji, gdy oddziały sowieckiej 5. Armii i bolszewickiej partyzantki napierały na rozciągnięte polskie eszelony, uznano za celowe działanie, mające doprowadzić do likwidacji polskiej dywizji.

This article describes the automotive service in the Polish Army in the 30s of the twentieth century. The task of this service was to transport soldiers, equipment and wounded. For these tasks were used cars, trucks, sanitary and special vehicles. The Polish military authorities were aware that one of the main directions of development of the Polish army was its motorization and the replacement of the horse trains on motor vehicles. However, the automotive service in the Polish Army was not properly prepared to fulfill its tasks. This was mainly due to the economic weakness of the country, the low level of motorization of the country, the poorly developed road network, the maladjustment of roads and bridges for car transport, the lack of extensive technical infrastructure and the financial constraints of the Polish army. Consequently, car transport in the Polish army until September 1939 continued to play a minor role. // Artykuł omawia służbę samochodową w Wojsku Polskim w latach trzydziestych XX w. Zadaniem tej służby było przewożenie żołnierzy, wyposażenia, zaopatrzenia oraz rannych. Do realizacji tych zadań używano samochodów osobowych, ciężarowych, sanitarnych oraz pojazdów specjalnych. Polskie władze wojskowe miały świadomość, że jednym z głównych kierunków rozwoju polskiej armii było jej zmotoryzowanie i zastąpienie taborów konnych pojazdami mechanicznymi. Jednak służba samochodowa w Wojsku Polskim nie została należycie przygotowana do realizacji spoczywających na niej zadań. Było to spowodowane w głównej mierze słabością gospodarczą kraju, niskim poziomem zmotoryzowania kraju, słabo rozwiniętą siecią szos, niedostosowaniem dróg i mostów do transportu samochodowego, brakiem rozbudowanego zaplecza technicznego oraz ograniczeniami finansowymi polskiej armii. W konsekwencji transport samochodowy w polskim wojsku do września 1939 r. wciąż odgrywał niewielką rolę, a zasadnicze znaczenie miał transport konny oparty na powolnych kolumnach taborowych.

In the mid-1930s, the Polish military intelligence had conducted investigative and observation activities concerning the Italian-Abyssinian War and the Spanish Civil War. Both conflicts were considered as potentially valuable sources of information from the evolution of war art – technically, tactically, and operationalally. As a result, he also acquired a number of materials on combat mobility in the field and their supply in battle conditions. Unfortunately, most of them were downplayed by the Staff of the Polish Army, and the rest were unable to carry out a poorly-developed industry. // W połowie lat trzydziestych XX w. polski wywiad wojskowy prowadził działania rozpoznawczo-obserwacyjne odnośnie do wojny włosko-abisyńskiej oraz wojny domowej w Hiszpanii. Obydwa konflikty traktował jako potencjalnie cenne źródło informacji z zakresu ewolucji sztuki wojennej – w aspektach: technicznym, taktycznym oraz operacyjnym. W efekcie pozyskał również liczne materiały na temat mobilności wojsk na polu walki oraz ich zaopatrywania w warunkach bojowych. Niestety większość z nich została zbagatelizowana przez Sztab Główny Wojska Polskiego, a pozostałych nie był w stanie zrealizować słabo rozwinięty przemysł.

As a result of the June 1967 war, Israel conquered the Egyptian Sinai Peninsula. The line separating the two sides became the Suez Canal. Israel to secure its state of affairs and to protect itself from the new war built a system of fortifications called Bar-Lev Line on the east bank of the Channel. The Egyptian army wanted to recapture the lost area and had to work out plans to overtake the Suez Canal, thus taking into account the specificity of the channel construction, the hydrographic conditions and the system developed by the Israelis. Izrael opanował egipski Półwysep Synaj. Linią rozdzielającą obie strony stał się Kanał Sueski. Izrael, aby zabezpieczyć swój stan posiadania i uchronić się przed nową wojną, wybudował na wschodnim brzegu Kanału system fortyfikacji zwany linią Bar-Leva. Armia egipska, chcąc odzyskać utracony obszar, musiała opracować plany przekroczenia Kanału Sueskiego, a co za tym idzie – uwzględnić specyfikę budowy Kanału, warunki hydrograficzne i system opracowany przez Izraelczyków, w tym bariery z piasku, zagrożenie wywołane pożarem na Kanale. Egipcjanie musieli również opracować sposób przeprawienia się wojsk korpusu inżynieryjnego, piechoty, a następnie czołgów. Wszystkie kwestie zawierał plan opracowany przez S. Shazlyego zwany operacją „Badr”, a skuteczność planowania potwierdzona została 6 października 1973 r., w dniu rozpoczęcia wojny październikowej.

Proper organization and functioning of supply to Polish Military Contingents performing tasks outside the country is one of the essential elements of maintaining their proper operational capability. In addition to the National Support Element, a particular role in the procurement process is provided by the Logistic Supply Unit (LSU) to whom the Polish Military Contingent has been allocated. The forementioned body is also responsible for the organization and implementation of the specialized training process for National Support Element soldiers, and then directing its activities in the field of national logistical support. Apart from a number of undertakings resulting from the obligations of supplying Polish Military Units, LSU also carries out tasks related to the organization of wheeled transport with supply from the country to the mission area, material resources and military equipment withdrawn from the Polish Military Contingents to the country, and the logistics of support the rotation of subsequent PMC shifts. // Prawidłowa organizacja i funkcjonowanie zabezpieczenia materiałowego polskich kontyngentów wojskowych wykonujących zadania poza granicami kraju jest jednym z zasadniczych elementów utrzymywania ich właściwej zdolności operacyjnej. Szczególną rolę w procesie zaopatrywania w środki zaopatrzenia, oprócz Narodowego Elementu Wsparcia, odgrywa oddział gospodarczy (OG), któremu na zaopatrzenie przydzielono Polski Kontyngent Wojskowy (PKW). Organ ten odpowiedzialny jest także za organizację i realizację procesu szkolenia specjalistycznego żołnierzy Narodowego Elementu Wsparcia, a następnie kierowanie jego działalnością w zakresie logistycznego wsparcia narodowego. Oprócz szeregu przedsięwzięć wynikających z obowiązków związanych z zaopatrywaniem polskich jednostek wojskowych OG realizuje także zadania związane z organizacją transportu kołowego z zaopatrzeniem z kraju do rejonu misji, środków materiałowych i sprzętu wojskowego (SpW) wycofywanych z PKW do kraju oraz rotacji kolejnych zmian PKW.

The publication presents selected issues related to crossing on the deep water obstacles by tank units. The main issues connected with the crossing of tanks under water are preceded by a short aspect connected with the first Polish tanks and German tanks during World War II. The main part is description of the technical and tactical principles that must be met in order to safely and successfully perform the combat task of crossing on the deep water obstacle by tank units. // Publikacja prezentuje wybraną problematykę związaną z pokonaniem przeszkody wodnej przez pododdziały czołgów. Główne zagadnienia związane z przeprawą czołgów pod wodą poprzedzone są krótkim rysem historycznym związanym z wykonywaniem tego typu zadań m.in. przez pierwsze polskie pododdziały czołgów i niemieckie czołgi w czasie II wojny światowej. Główna część poświęcona jest zasadom techniczno-technicznym, które muszą być spełnione, aby bezpiecznie i z sukcesem wykonać zadanie bojowe, jakim jest pokonanie głębokiej przeszkody wodnej przez pododdziały czołgów.

Nowadays we witness radical changes in both the conduct of operations and the educational and decisional systems. On one hand, there is an attempt to assist the decision making process with different instruments, including the computerized ones, in order to reduce the likelihood of committing errors and the time necessary for decision-making. On the other hand, it is exactly the fact that these instruments have been so much publicized that creates another type of asymmetry, the enemy having detailed knowledge about them and being able to use them for their own purposes. The article presents the main aspects of military decision-making and the influences that the commanders’ education and experience may have in limiting or, on the contrary, raising the asymmetry of conflicts.

The author presents certain negative aspects of the Romanian society related to the act of governance act during the 28 years that have elapsed since December ’89. Some strengths of our country are also highlighted, pertaining to population, material and financial resources, quality of citizens and their will to live in a state of law, without being humiliated and impoverished by the domestic political actors as well as by some from abroad. In this context, according to the author, serious problems are also presented concerning the country’s preparation for military defense. The responsibility of all politicians who ensured the Presidency, Parliament and governments during these twenty eight years is strongly emphasized.

Good governance implies the following crucial measures: we must rebuild Romania’s human capital and stop migration; we must rebuild confidence in the Romanian state and its institutions; we need to be united in combating geopolitical threats; we have to adopt a new style of government and national consciousness before it is too late.

The authors of the article investigated the possibility of improving the management of good governance, assessing security risk by using the cascading model, in order to satisfy citizens’ needs and assure a high standard of living and in order to counter hybrid threats.At the same time, the authors propose taking certain measures by the decision-making factors in order to diminish vulnerabilities and the negative effects of hybrid threats and aggressions to state security.

The obvious trends of diversification and overlapping of the military and non-military, transnational, unconventional, asymmetric and hybrid threats, abundant nowadays in the security environment, resulted in the intensification of NATO and EU efforts to increase the resilience of member states through integrated, comprehensive approaches to managing different types of crises, including their extreme manifestations - wars.From this perspective, both NATO and EU core documents underline the interdependence between the allied general capacity of common defense and the resilience of their member states. For this reason, NATO and EU are acting in tandem by urging member states to adopt the necessary measures to protect critical infrastructures exposed to hybrid threats, which can occur simultaneously in peacetime in several areas - energy,transport, communications, finance and banking, cyber, space technologies, medical and education systems etc.

The article aims to present possible directions of action for the establishment, organization and functioning of an Information System on Agricultural and Food security (SISA in Romanian) under a public-private partnership. The system of monitoring and early warning proposed for agro-food security involves and interconnects a series of adjacent sectors in the agro-food sector, in the current international security situation in which the agro-food crises are triggered by factors of inter-sectorial insecurity.This approach provides a new dimension and perspective of the sector subject to research through cross-interconnection of certain inter-systemic networks which generate agro-strategic knowledge, but also solutions for the agro-food business environment by creating public-private partnerships in a new agro-strategic dimension.
