The paper presents possibilities of co-participation of inhabitants in management and development of a territorial unit. On the background of the main objectives of DART model an attempt was made to adapt it to the specificity of a territorial unit. The study of 223 residents of Podkarpackie voivodeship showed that young people were rather weakly involved in the development of their community. Their dissatisfaction was caused above all by poor opening of local authorities to initiatives of young, educated people. To counteract it one should rely on a dialogue and strengthening relationships with residents through multidirectional communication, especially social media.

Gender equality is defined as a prerequisite for European integration and as such the Action Plan for European Partnership is listed on Political Criteria. The Government of Kosovo in April 2008 approved the Kosovo Program for Gender Equality GENERAL six goals and eight specific objectives. With this objective case for women in the labor market and decision-making requires a greater commitment of all stakeholders. This study provides an overview of the rough that evaluates the legal framework and cross-sectoral policies and positioning of women in conformity with their school preparation in decision-making positions. Economic independence remains as one of the main key to the realization of the equal right to decision-making positions. Although Kosovo with gender representation in decision-making level of the seventeenth in the world counted in the labor market situation remains a challenge that requires a great commitment to the local factor and even international. Increasingly, mobile learning has been considered as a part of professional development due to its unique attributes: ubiquitous, flexible, highly personalized and easily accessible. It represents a paradigm shift for continuous professional development especially amongst teachers who have a tight working schedule. This paper will provide a conceptual framework for the design of a mobile learning course for UAE teachers’ professional development. It aims to assist teachers to continuously engage in professional development activities and mitigating challenges such as time constraints, suitability of training content, impactful strategies and personalization of learning. A smart conceptual framework based on the three important principles of learning design was developed and pilot tested. The main elements of the conceptual framework and the results of the pilot test are presented in this paper.

The decision processes in the construction industry are complex with several dimensions that have to be taken into consideration. These comprise, for instance, of the urban planning, health and safety, facilities management, and energy efficiency. The process of designing and erecting a building usually involves multiple and conflicting objectives such as cost, time, quality, resource utilization, to name a few. The decisions in addressing various aspects concerning the construction process and the sustainability of the end product are numerous and of the conflicting nature. Therefore, finding an appropriate decision making approach is the cornerstone of the effective decision process. This paper proposes the use of biomimicry and genetic algorithms as an alternative to the established practice in decision making for the complex and adaptive system in built environment.

In Włocławek, as in other towns of the Polish Kingdom, there were formed organizations whose one aspect of the action was to build national identity through the book and the press. This could be trade unions, voluntary organizations, social organizations, cooperatives and business associations. In their premises or specially designed for these purposes premises created libraries closed only to their members, or open – social. In the nineteenth and early twentieth century in the capital of East Kujawy worked: charitable societies, educational organizations, an association of mutual assistance, cultural organizations, associations of libraries, volunteer company for fire-fighting, food associations, credit societies and sports-touristic and other social organizations. Unfortunately, only some of them have made the creation of a public library. There were 94 organizations, but only 22 had libraries and two reading rooms.

The modern concept of social responsibility pertaining to the medical faculties requires a reassessment of the academic training of future health professionals and a restructuring of the university curriculum in accordance with the need to develop not only their professional but also the transversal competencies. In this context, the issue of discrimination must be addressed by medical higher education - both as regards to the emergence of this phenomenon within society, as a whole, as well as in the health care system, in particular.The paper presents the concrete steps taken in this respect by the "Lucian Blaga" University of Sibiu’s (LBUS) Faculty of Medicine, starting with the 2014-2015 academic year, within the project entitled "Medical Higher Education Oriented to Non-Discriminatory Treatment of Patients" POSDRU ID/156/1.2/G/142145. These included the elaboration of the academic textbook "Non-Discrimination in the Health System", the implementation of the mandatory university course with the same title, in the following specializations: Medicine, Dentistry and General Medical Assistance, the development of a Documentation and Research Center in the field of ethics and non-discrimination, the organization of two thematic seminars addressed to teachers, the arranging of an intensive ethics and medical deontology workshop dedicated to non-discrimination in the health system, attended by 50 medical students, the dissemination of information on other scientific events - within the sustainability of the project.Besides the necessary involvement of the academic teaching staff, the paper also points to the decisive role of the students’ active participation in these activities, in order to facilitate the acquisition of theoretical notions and their implementation in their direct relationship with the patient.

Because of the increased health risk, psychosocial factors and their assessment methods are among the top research priorities for the health and safety at work. The purpose is to present a complex questionnaire with several sections (author’s work) for wide use by practitioners in the field of HSW. A questionnaire was developed to assess the psychosocial health risk at work, adapted and validated in many studies in different professional groups over the course of 20 years. The main modules are: independent factors – general load characteristics, psychosocial characteristics and stressors, and dependent outcomes (health complaints, job satisfaction) as well as suggestions for improvements to an employer. Illustrated are some research results and data processing by modules. The method has proven to be an economical and reliable tool to differentiate between different professions and jobs

Purpose of the article is theoretical analysis and generalization of the peculiarities of the culture of the management of Ancient Greece, which will contribute to the enrichment of cultural science with new knowledge about the formation and development of a culture of management at the stage of the birth of European civilization. Methodology. The methodological basis of the study is the dialectical principle of cognition, systemic, civilization, sociocultural, activity, historical approaches, fundamental provisions of the theory and history of society, its culture and management. General scientific and interdisciplinary research methods are used: analysis and synthesis, induction and deduction, comparison, generalization, formalization. Scientific novelty of the obtained results is the discovery and systematic generalization of the features of the management culture in Ancient Greece. Conclusions. Entirely new and most significant achievement of ancient Greek management culture is the invention of a democratic system of governance, in which: first, the single state authorities are replaced by collective; secondly, members of joint management bodies are relatively equal in law; and thirdly, decisions are made by the will of the majority; fourthly, public authorities are elected; fifth, the independence of power control; sixth, desacralization of power; Seventh, the division of power into executive, legislative, judicial and authority. The first form of democratic governance was the aristocratic democracy, which included the power of the tribal nobility, which, on a democratic basis, formed the highest collective bodies of state power and governance. With the aggravation of the struggle between the aristocracy and the free population and the implementation of a series of reforms, the following forms of democratic organization and governance emerged: politics – the power and management of wealthy citizens, and popular democracy – the power of all free citizens. It was proved that the most balanced was political, and the expansion of freedom led to the redistribution of property, conflicts, wars, and the weakening of the state. Ancient contribution to the development of the theory, methodology and culture of management was made by ancient Greek philosophers Socrates, Xenophon, Plato, and Aristotle, forming some prerequisites for modern scientific management.

Unfortunately for the academic environment, if we were to add the output of universities and research institutes, the statement remains valid.With the same "red lines", the same funders, generally the same research methodologies implemented and good communication with the political and academic environments, the two organizations apprears as a block making the rules and main features of the involvement of the Moldovan civil society in the Transnistrian topic.The differences in style are not significant, they do not conflict, but rather show us that Idis "Viitorul" and Promo-Lex complement and collaborate under the aegis of the same goals and objectives.

The objective of this paper is to present a method to measure and quantitatively assess the prevalence of state capture. This phenomenon refers to the emergence of private interests which, in the course of modernization and growth tend to become dominant (in a sector, in the economy or globally). The assessment of this phenomenon is controversial and depends on the dominant perceptions of norm and deviation from the norm embedded in laws and regulations. In the context of the European civilizational model, and the Weberian state ideal, the norm postulates that all interests and actors should be regarded equal and no specific privileges should exist. The paper is based on the idea that the functional nature of the capture process (the acquisition of privileged status) can be achieved not only by influencing the adoption of regulations and rules but also through other mechanisms. At a general level, state capture could be described as virtual privatization of the state functions which ensures a systemic privilege for captors. Depending on who the captors are (business, government officials, parties, politicians, etc.) capture could include combinations of multiple base mechanisms. The concrete state capture assessment methodology used focuses exclusively on business capture and includes three groups indicators of state capture: business capture pressure assessment, institutional enablers, environmental enablers. This theoretical structure has been tested using factor analysis. Pilot test data from five countries have been merged to produce 1605 different institutional assessments. The factor analysis generally confirms the initial theoretical assumptions about the structure of indicators necessary to assess state capture vulnerabilities.

Risk management has attracted the interest of financial and banking institutions recently. The financial industry has experienced financial problems and crises which lead to heavy losses and bankruptcy. The global intertwining of banking institutions, globalization of financial services, the growth of the bank credit market and its diversification have increased these risks. Therefore new efficient methods and tools need to be developed. The main purpose of this article is to provide a critical review of the concept of bank risk management; in addition, the Basel principles developed over time will be focused on (Basel I, Basel II, Basel III). This paper summarizes the results of the previous studies with a view to helping bank managers understand the banking risk management process and providing guidance for future research.

The pre-university educational institutions are state-funded, from the local budgets of the administrative-territorial units to which they belong. They can be funded additionally by the Ministry of National Education. Basic funding is provided by the state within the standard cost per pupil. Complementary funding is realised from the local budgets of the administrative-territorial units to which the pre-university educational institutions belong. Additional funding is provided by the Ministry of National Education. Educational institutions may also have their own revenues. These are obtained from donations, sponsorships or other legally constituted sources. Pre-university educational institutions cannot function and cannot perform without the allocation of financial resources to cover their expenses. This creates a direct link between funding and performance.

Due to technological evolution and digitalization education has encountered many changes in the last decade. Students as a part of educational system bring their own footprint on it through their learning styles. Therefore, the aim of this study is to evaluate the learning styles of a group of undergraduate and postgraduate students. The achievement of this goal is realized through a questionnaire applied to a sample of 114 students. Particularly, I have used the Felder & Soloman Index (ILS), which is specifically evaluating four learning dimensions: processing information; perceiving information; receiving and understanding information. In order to shape the students’ learning styles, the statements were grouped in three categories and had a five - point Likert scale for evaluation. Even if at first glance the problem of learning styles is considered a simple task, through further analysis I realized that it is a complex process. Understanding and defining the students’ leaning styles is particularly important because this is the key of their active involvement. In this context, Z generation is identified with an auto-didactic and independent learning type and also with a strong desire to choose what and how to study.

The purpose of this article is to present a picture of labour shortages in the V4 countries. Through a sample of regional organizations, the authors outline and analyse the data obtained in two research samples. The paper begins with a general overview of the current situation of four countries in terms of labour shortages and the pattern of labour shortages among countries. By studying two regional samples, the authors outlined what economic sectors and job families have the greatest levels of labour shortage. An analysis follows and details are provided for patterns and activities in four focal countries (the Czech Republic, Hungary, Poland and Slovakia) describing the elements and forces that lead to national workforce deficits and also providing information on the practices organizations are implementing to mitigate this problem. Finally, we summarize the results and draw a series of conclusions.

The legal regulation of quarantine imposed on an employee is limited in the Labor Code (Act No. 311/2001 Statutes, the Labor Code, as amended, hereinafter referred to as the Labor Code), to the framework regulation of legal consequences of quarantine in labor relations. A number of labor-related problems arising from the SARS-CoV-2 coronavirus epidemic causing COVID19 will, therefore, have to be addressed by interpreting the legislation in force for the purpose of its practical application, as it had been previously considered to be of rather a theoretical nature. The paper deals with the partial problem of the service of documents in labor relations during the employee quarantine. It identifies what is served, it analyzes the correctness of the employer's procedure when it automatically relays the delivery task to the postal service, and it clarifies the interpretation of the term “last known address” in the context of its change as evidenced from the proof of temporary incapacity for work stemming from a quarantineimposed on the employee. The aim of the paper is to discuss the practical aspects of the service of documents in the labor context at the time of the current situation of the spread of coronavirus epidemic. In terms of the methodology, the paper is based on critical in-depth analysis of the current legal framework, descriptive method and scientific cognitive methods.
