In the paper the authors deal with the issue of the perception of people with disabilities by people working as their assistants. They compare two assistance programs for people with disabilities – the program of the city of Warsaw and the program of the Office for People with Disabilities at the University of Warsaw. The authors show that in the assistants’ statements one can find three images of “strangeness” of people with disabilities and analyze in details their content. Only one of them is a picture showing a social inclusion, and two others – although they seem to be positive – create distance between people with disabilities and the rest of society.

This Article provides an overview of the current problems concerning the political rights of persons with disabilities, i.e. the right to vote and be elected. The Convention on the Rights of Persons with Disabilities guarantees that persons with disabilities should have the opportunity to be actively involved in decision-making processes about policies and programmes, including those directly concerning them. However, despite various instruments and undertakings, persons with disabilities continue to face barriers in their participation as equal members of society and violations of their human rights in all parts of the world.

Social policy as well as change of people’s mentality in Poland eliminated or mitigated some of barriers to integration. Nevertheless the disabled are still one of the disfavoured social groups. These barriers exist in labour market, in urban architecture, in social attitudes towards disable people. It is shown in this article how a stereotype of disable person has been changed for over last twenty years and how difficult is to grasp the scale of discrimination. Social perception of disability is diversified through different situation in which they are in and through different situation the other people are in. In order to present this diversity the life course perspective was adopted. For young disabled and their parents the crutial question is how broadly and how friendly the educational system is open for them, for adults – the labour market, the reliant seniors have to face another problems. On the other hand changes in social opinions and the role of media, NGO-s, local government are presented here. The empirical basement of the article are various existing data collected by official state institutions, organizations, sociological surveys and studies.

The article shows the role of comprehensive rehabilitation in restoring good health, ability and in social and professional activation of the growing population of the disabled. The author discusses changes that have occurred in the approach to disability over time. The paper stresses the importance of comprehensive rehabilitation including medical, social and professional rehabilitation due to the fact that rehabilitation results depend on the work of a team of professionals from different fields working under the direction of a doctor specialised in rehabilitation medicine. It also presents acts of international and domestic law pursuant to which Poland should provide the disabled with equal and quick access to comprehensive rehabilitation, thus enabling them to participate in all aspects of life as fully as possible.

This article aims to show that the universal design which developed out of different stages of including people with body and mental impairments in the full stream of life of the societies, is a highest and most civilised way of designing the human environment for everyone. It is not only the most developed way of treating human needs but also most innovative one, as the studies show. The author presents the development and progress of the tendency, specific trends in universal design and its relations with sustainability. The newest perspective for implementing the universal design is created by the aspect of the cultural inclusion, which shows the problems of integrating people of all kinds and possibilities with the societies in the light of chances for participation in the social life.

The article discusses the situation of disabled people pointing to the barriers they face in their daily lives. According to the logic of the EU local government has a duty to include enable people with disabilities in the society. Local government actions are supported by the EU’s strategic initiatives. The most important of these is the European Disability Strategy 2010–2020 Case. Renewed commitment to a barrier-free Europe. The document indicates 8 areas in which action should be taken to the inclusion of disabled people, to which overarching objectives and actions foreseen at the level of strategy were aassigned. The authors of this paper propose a model to include activities, which may be undertaken by Polish local governments (community level) grouping them as those addressed to the living space and the immediate surroundings and the wider environment of residence.

The article looks at the questions relating to the organisation of the issuance of disability certificates. The author discusses both types of disability assessment that operate in Poland. First scheme covers people who claim for an allowance in respect of incapacity for work. The other one covers claims for non-allowance certificate (that entitles to the subsidies for specialist equipment, education for disabled people, etc.). The author introduces the legal basis of disability assessment schemes, requirements that the claimant must be able to satisfy, principles and procedures of assessment, institutions for assessment and supervision.

Article addresses the problem of working conditions changes in employment of people with disabilities from the perspective of employers in the open labor market. Shows the structure and dynamics of the disabled people employment in Poland, indicating the barriers, which draw attention of employers – diagnosed on research and analysis. Article refers results of research on successful practices in the employment of disabled workers in enterprises and institutions and the conditions for the implementation of advisable organizational solutions. Also presents the argument of limited effectiveness of economic instruments to motivate employers for employing people with disabilities. Submit proposals for social policy, pointing the growing educational and professional potential of people with disabilities and their expectations to create a more individualized social policy towards this category of citizens and workers.

Teaching children and youth with disabilities is an integral part of the education system in Poland. In publication is provided selected issues from the many legal instruments pertaining to the principles of the organization of special education pupils with a disability in the aspects of: 1) the strategy deciding on equalization of educational opportunities of disabled people, 2) ensuring conditions for learning by preschool and school chosen by the parents, 3) implementation of special education on the basis of quantitative analysis SIO Ministry of National Education. This is in close connection with the creation of legal arrangements giving the chance to earn an adequate education and equal participation in the life of people with disabilities. Based on the analysis of desk research/quantitative data obtained from of Educational Information System (SIO), showing that in the school year 2013–2014 in all kinds of kindergartens and schools has educated a total of 135 506 pupils with various disabilities. Public primary schools were the most frequently chosen for childrens: with low vision (~43.4%), hearing impaired (~41.4%) with autism/ Asperger’s Syndrome (~39.4%), with movement problems (~39%), the blind (~19.8%), with multiple disabilities (16%), deaf (~12.5%). While the a total of students (135 506) with a disability education in mainstream secondary schools continued 7 222 (approximately 5,3%) of students. In special secondary schools continued training 13 027 (approximately 10%) of the students. Students with the ruling about the need for special education due to different of disability have the right to education at all levels of education in the school chosen by the parents, but not all graduates in gymnasiums are enrolled high schools.

The exchange of letters between Dionizy Zaleski and the Director of the Jagiellonian Library as well as the notes of Jan Szymański constitute the documentation of all the arrangements concerning the process of handing over Józef Bohdan Zaleski’s papers to the Jagiellonian Library. These letters are a contribution to the history of the growth of the manuscript collection of the Jagiellonian Library during the interwar period. They show, also from the technical point of view, how the donation sent from Paris eventually found itself in Cracow. They also illustrate the policy of acquiring items followed by the subsequent directors of the Library, i.e. Fryderyk Pappée, Edward Kuntze, Władysław Pociecha, and Aleksander Birkenmajer.

This article presents the results of the survey of the functioning of the Computer Catalogue of the JU Libraries Collections which was performed in February 2014 among the users of that Catalogue. This survey was anonymous and available online directly from the website of the Computer Catalogue of the JU Libraries Collections. It covered the website of the Computer Catalogue of the JU Libraries Collections, particular functions of that catalogue, as well as the information and instructions for the readers which were available on the website of the Jagiellonian Library and concerned the Computer Catalogue of the JU Libraries Collections. It also included the evaluation of the competence and friendliness of the staff of the Library, mainly the staff of the Catalogue. The survey resulted in calculating the rate of user satisfaction both with the Computer Catalogue of the JU Libraries Collections as a whole as well as with its particular functions. Thanks to the statistical tool for the frequency of service usage, it also revealed the preferences of the users as regards choosing particular services.

The paper focuses on the influence of technological progress on the location choices of city dwellers. The aim of this study was to reveal how the housing preferences of different social groups evolved over the centuries and what influenced changes in the perception of properties’ value in different historical periods. The paper is intended to initiate academic discussion about potential impact of current developments in the field of communication technology and transportation on the location choices of citizens.

Our aim in this work is to realize what environmental education is and what is its role in protecting and improving the environment as a condition of survival. Ecological problems are not random problems, but the problems of the future that have become apparent and the public. It can be said that environmental awareness in the mid eighties, one of the few encouraging the emergence of new social consciousness in our region. Ecological movements working to create environmental awareness, and that means the self-consciousness of people and their conditions of existence. We can conclude that although care about the environment in man has its roots in the distant past, it is environmental education to modern society. Contribute to improving the quality of the environment can be achieved only by raising their environmental awareness in all aspects - education, value, social, political, subjective. Environmental education is now an integral part of the educational process. It has become relatively recently part of our teaching. Is studied depending on the age, as well as educational content in the framework of activities in preschools, and all educational institutions.

The workshop Innovations and Culture – Regional Problems and Solutions, organised by the Institute of Mathematics and Informatics, Bulgarian Academy of Sciences, and the P. R. Slaveykov Public Library (Veliko Tarnovo), is an accompanying event at the Fifth International Conference Digital Presentation and Preservation of Cultural and Scientific Heritage—DiPP2015. The workshop is dedicated to the anniversary of Asen and Peter’s Uprising in Veliko Tarnovo (1185) and is focused on the presentation and preservation of cultural and historical heritage in the Bulgarian North Central Region (North+ Region). The workshop Innovations and Culture – Regional Problems and Solutions aims to promote and accelerate the digitization of cultural and historical heritage in North+ Region. Its purpose is also to look at the digitization of cultural and historical heritage through the eyes of young scientists from the Bulgarian North+ Region and of PhD students from the St Cyril and St Methodius University of Veliko Tarnovo.

The article presents the passportization of Belarusian bells and specially the digital preservation of traditional ringing from 247 Orthodox churches of Western Belarus (based on the expeditions during 2003-2012). The preservation of traditional Belarusian ringing the beginning of the XXI century set the task of including it into the list of historical and cultural values of Belarus, and subsequently in the list of Cultural Heritage of Humanity by UNESCO.
