European Commission assess state aid measures relying on a set of predefined criteria. If an aid measure complies with these criteria, it is deemed that the positive effects of a planned aid outweigh its negative effects on competition and trade without a sufficient evaluation of its actual impact, though the latter could actually significantly contribute to the decision-making process in order to improve the design of future public interventions and rules governing state aid. This concern has been echoed in the European Court of Auditors’s 2011 Special report: ‘Do the Commission’s procedures ensure effective management of State aid controls?’, where the Tribunal finds that ‘the Commission does not assess the ex post impact of State aid in a comprehensive way’. The paper aims to investigate this problem. It is divided into three parts that correspond to the following three lines of inquiry: (1) what is the practice of granting State aid in the EU in terms of its volume and category, (the objectives for which aid is targeted), is the overall state aid volume decreasing or not, and are there shifts in state aid priorities; (2) how is the EU state aid control conducted, what are the developments in this field stemming from the postulate on the greater reliance of economic insights; and finally (3) what problems concerning the EU state aid control still need to be addressed in order to improve its effectiveness. Celem artykułu jest przeanalizowanie teoretycznych założeń integracji fiskalnej oraz propozycji rozwiązań fiskalnych dla strefy euro, jakie zostały zgłoszone przez polityków i analityków, oraz ocena szans ich wcielenia w życie. Na tle krótkiego przeglądu teorii wskazujących na rolę polityki fiskalnej dla sprawnego funkcjonowania obszaru wspólnej waluty omówiono główne problemy związane z polityką fiskalną w strefie euro. Następnie wskazano na główne elementy projektu unii fiskalnej przedstawionego w 2012 r. przez unijnych polityków. Oddzielnie przeanalizowano główne koncepcje budżetu strefy euro, jakie zgłosili ekonomiści w ostatnich latach, i dokonano ich oceny z punktu widzenia skuteczności, jak też realności wprowadzenia w życie. W ostatniej części wskazano warunki, których spełnienie zwiększyłoby efekty stabilizacyjne poszczególnych propozycji zasobów fiskalnych strefy euro. Tezą artykułu jest stwierdzenie, że najbardziej racjonalne ekonomicznie przeciwdziałanie przyszłym kryzysom strefy euro jest opcja centralnego budżetu strefy euro. Jest ona jednocześnie najtrudniejsza do wprowadzenia w życie. W tej sytuacji ogromne znaczenie dla zapewnienia stabilności unii gospodarczej i walutowej (UGW) w najbliższych latach ma konsekwentne przestrzeganie przez państwa członkowskie już istniejących zobowiązań fiskalnych (zwłaszcza Paktu na rzecz stabilności i wzrostu uzupełnionego o sześciopak, dwupak oraz pakt fiskalny).

Artykuł ma charakter empiryczny. Jego celem jest identyfikacja związku między absorpcją funduszy unijnych (ogółem i per capita) przez jednostki samorządu terytorialnego a osiągniętym przez nie poziomem rozwoju społeczno-ekonomicznego oraz określenie znaczenia tego źródła finansowania dla badanych jednostek. Proces analityczny był oparty na informacjach pierwotnych (zgromadzonych za pomocą kwestionariusza ankiety od 909 przedstawicieli urzędów miast i gmin) i wtórnych (pozyskanych z Banku Danych Lokalnych). Poziom rozwoju samorządów określony został za pomocą syntetycznej miary rozwoju lokalnego (MRL), a do ustalenia zależności między jej rozkładem a wielkością środków Unii Europejskich pozyskanych przez gminy posłużyły współczynniki korelacji Pearsona i rang Spearmana. Na poziomie populacji generalnej istotny statystycznie związek korelacyjny (na poziomie 0,44) pojawił się jedynie w przypadku sum ogółem. Oznaczało to, że wzrostowi miary MRL towarzyszył umiarkowany wzrost absorpcji funduszy UE i na odwrót. Znaczenie środków unijnych oceniono na podstawie wskaźnika ich udziału w dochodach ogółem budżetów gmin oraz wyników badań ankietowych. Podejście takie wykazało, że choć środki unijne stanowiły niewielki odsetek dochodów gmin (średnio 4,79%), to zdaniem respondentów istotnie przyczyniły się do rozwoju badanych samorządów (W = 0,89). Ponadto możliwość aplikowania o fundusze miała znaczący wpływ na kształt planów inwestycyjnych jednostek uczestniczących w ankiecie (W = 0,88).

W 2015 roku obchodzono 40. rocznicę zainicjowania przez Unię Europejską polityki spójności. Przez ten okres polityka ta ewoluowała wraz ze zmieniającymi się priorytetami działania Unii Europejskiej. Zasadniczy cel pozostał jednak niezmienny – zmniejszanie dysproporcji w rozwoju regionów. Zmiany w polityce spójności znalazły odbicie w badaniach prowadzonych przez różne grupy naukowców. Jednym z istotniejszych problemów podejmowanych w literaturze jest określenie wpływu funduszy na rozwój społeczno-gospodarczy. W artykule, wykorzystując teorię systemów szarych, zbadano, jaki wpływ wywierają fundusze w ramach regionalnych programów operacyjnych na wybrane zmienne charakteryzujące rozwój społeczno-gospodarczy. Badaniem objęto wszystkie województwa w Polsce. Analiza obejmowała lata 2007–2013. W tej perspektywie finansowej Polska otrzymała około 20% wszystkich środków przeznaczonych na politykę spójności (łącznie liczącej około 308 mln euro). Wyniki analiz przeprowadzonych w pracy mają charakter praktyczny i mogą być wykorzystane na potrzeby odpowiedniego kształtowania dystrybucji środków pochodzących z Unii Europejskiej.

Od akcesji Polski do Unii Europejskiej dystans w poziomie rozwoju gospodarczego mierzony wskaźnikiem PKB na 1 mieszkańca ulega zmniejszeniu, jednak w regionach procesy konwergencji przebiegają wolniej. W województwie lubelskim proces „doganiania” następuje z niższego poziomu rozwoju, wynikającego m.in. z niekorzystnej struktury gospodarki, niskiej urbanizacji, słabej przedsiębiorczości i wyposażenia w infrastrukturę. Przynależność Lubelszczyzny do najsłabiej rozwiniętych regionów nie przełożyła się w latach 2004–2006 na większe fundusze pomocowe mimo stosunkowo dużej aktywności beneficjentów w programach operacyjnych. Niższy udział lubelskiego w krajowych programach ma zrekompensować program skierowany do Polski Wschodniej i wzrost wsparcia przeznaczonego na programy regionalne. Celem artykułu jest analiza kierunków alokacji funduszy polityki spójności Unii Europejskiej oraz ocena efektów w zakresie pobudzania rozwoju gospodarki Lubelszczyzny przez niwelowanie luki w infrastrukturze technicznej (transportowej, wodociągowej, kanalizacyjno-ściekowej i gazowej) oraz stymulowanie przedsiębiorczości. Fundusze UE są obecnie najważniejszym źródłem finansowania zarówno największych projektów, jak i lokalnej infrastruktury oraz mobilizacji kapitału na rozwój MŚP.

W pierwszym określono poziom rozwoju powiatów województwa wielkopolskiego. W drugim etapie przedstawiono zróżnicowanie absorpcji funduszy unijnych w tych powiatach. W trzecim etapie określono zależności między wielkością absorpcji a zmianami poziomu rozwoju w układzie czynników tego rozwoju na podstawie analizy regresji.

Artykuł prezentuje zestawienie wyników analiz oraz omawia rolę funduszy europejskich jako narzędzia finansowania rozwoju infrastruktury transportowej Warmii i Mazur. Na podstawie szeregu raportów wskazanych w opracowaniu można wnioskować, że region Warmia i Mazury właściwie wykorzystuje szansę związaną z członkostwem w Unii Europejskiej i dostępnością jej funduszy. Realizuje te inwestycje infrastrukturalne, które trudno byłoby urzeczywistniać na tak wielką skalę bez unijnego wsparcia. Istotnym wyzwaniem pozostaje dalsze konsekwentne wspieranie inwestycji infrastrukturalnych w regionie. Osiągnięty stan w tym sektorze nadal prezentuje się niekorzystnie. Priorytetem powinna być alokacja środków inwestycyjnych oraz zapewnienie środków na utrzymanie już powstałej infrastruktury transportowej. Wymaga to jednak dookreślenia obecnej i przyszłej roli funduszy europejskich oraz efektywnego ich wydatkowania.

The paper presents an assessment of the opportunities for the Bulgarian economy and the Bulgarian business to move towards sustainable development under the concept of corporate social responsibility. On the part of CSR supporters, the concept in question is not just a channel for a transition to sustainability; they identify it with sustainable development. This paper is not intended to deny the concept of CSR, but to specify the limitations to CSR on the road to sustainability, on the one hand, and the defi cits related to CSR adoption in business management practice in Bulgaria. Based on a theoretical analysis within the system approach, the relationship between the two is interpreted: the concept of CSR and the concept of sustainable development. The main challenges to the process of CSR transformation into a means of transition to sustainability have been identifi ed. Results from a representative empirical study by other authors on CSR issues are also commented on.

The report examines the peculiarities of the behavior of transnational corporations in the context of globalization and continual changes in international corporate relations. The differences between traditional and non-traditional projects, as well as changes in the types, forms, dynamics and structure of the corporate model are analyzed in detail. The focus is on the specifi cs of managing non-traditional corporate projects and anti-crisis management tools. The conclusion is that the most effective organizational form for fi nancing and managing anti-crisis projects is through the creation of an investment structure such as corporate deposit funds.

Nowadays, shareholders would like to receive more information about companies’ activities. They would like to know how the company treats their local community, how their activities influencethe environment or even if the company’s activities are harmful for society. This information is needed and has to do with costs for society. Tracking these costs, called external costs, more precisely seems to be becoming more important in accounting and is starting to become a new research area.The need for treating external costs like a part of research in accounting is indicated by a trend of the accounting of social responsibility, the theory of legitimacy in accounting, the concept of full cost accounting and the directive on disclosure of non-financial information. The use of the environment isn’t free of charge for companies. According to national laws, companies are obligated to pay environmental fees or taxes when using the environment. Existing fees and taxes for using the environment don’t resolve the problems of measuring and evaluating the external costs in companies. What is important to note is that external costs are connected with using goods such as air, soil, water,silence or the aesthetics of the surroundings. They all are non-marketable goods; they don’t have prices on the market. Therefore, one of the non-market valuation methods could be used to evaluate them. One of the biggest problems for accounting in the future will be measuring the volume of using these goods or measuring the size of reduction in the quality of public goods suffered and assigning the decrease to particular companies.

Year by year, research and development works constitute an increasingly important element of the functioning of enterprises. Appropriate recording of expenditure and settlement of their effects requires (above all) determination of the actual stage of works. Consequently, there is a distinction between research and development works. Another aspect that determines the principles of recognizing expenditure in the accounting books is to determine whether the developed product/technology belongs to the area economically developed by the unit or to the unrecognized area. The adequate determination will help to place expenses either in the sphere of activity and basic unit orin the sphere of other operating activity. Financial reporting for intangible assets is perhaps one of the most difficult and most controversial topics of financial reporting. In this article it is compared three concepts of financial reporting for R&D costs: IFRS approach, Czech approach for non-profit organizations and Czech approach for profit organizations.

The economic and societal importance of public procurement, as well as the risk of corruption, make public procurement monitoring particularly important. However, the public procurement monitoring system in Bosnia and Herzegovina is only partially developed. Its functioning is hampered by limited access to relevant information, lack of resources of key public institutions that are tasked with monitoring functions – the Public Procurement Agency and the audit offices – and limited capacities of civil society organizations to undertake independent monitoring of the public procurement system.

Development of new technologies and growing access to the Internet created conditions for the transformation of the manner in which public government functions. That resulted in the implementation of electronic government (hereinafter: e-government), which is based on the utilisation of information-communication technologies for better and more efficient provision of public services. Used in a wider sense, the term e-government implies total reorganisation of management in the public sector in order to increase efficiency, transparency and citizens’ participation in decision-making, using the advantages of information-communication technologies. An important segment of development of e-government is the establishment of an electronic public procurement system, which is used as a tool for the improvement of the efficiency of the procurement process for goods, services and works, and for savings in the public sector. Electronic procurement (hereinafter: e-procurement) is the universal name for the application of electronic means of communication in public procurement procedures, as a substitute for procedures that are based on paper documents. More concretely, e-procurement implies the introduction of electronic processes as support for different phases of the procurement process, and they are comprised of following modules: l e-notification, which implies notifications on procurements, l e-tendering, which implies publication and takeover of tender documentation, submission and evaluation of bids and documentation, e-awarding, which incorporates contract awarding or ordering, invoicing and payment. Along with the modules, e-procurement is complemented with different mechanisms and tools. One of them is the e-catalogue, which implies an electronic form of the bid for certain types of procedures. E-auction is a mechanism used for completing the procedure of e-procurement (an open, limited, negotiation procedure with publication of procurement notification and competitive request for bid submission). E-procurement is not just an important segment of e-government reform within the European Union, but its development and level of compliance are also subject to monitoring and evaluation report on the progress of the transition of Bosnia and Herzegovina (BiH) towards membership in the EU. In the BiH Progress Report for 2015, it is emphasised that the information system for e-procurement was put into function in late 2014 but that it is still in the very early stages of development. This early phase implies that conditions for application of e-notification are realised, since notifications on procurement referred to in Article 35 of the Law on Public Procurement are published on a single portal for public procurement (www.ejn.gov.ba/), and also that a basis for development of e-tendering was created in a manner that electronic access to tender documentation is enabled for certain procurements. However, there still remains a lot to be implemented in order for BiH to have a fully functional system of e-procurement. Starting from the above, the main purpose of the paper is to give a systematic analysis of the current level of development of electronic public procurement in BiH. The aim of the study is to provide an answer to the questions, what challenges are there in the development of e-procurement in BiH and what improvement is possible in this field so the system of e-procurement will completely take hold. Finally, the objective of the analysis is to offer a detailed overview of the key aspects of the e-procurement system and thus create a basis for progress monitoring in the sector and define clear guidelines for improving the functionality of the e-procurement system in BiH. In order to provide answers to research questions and make an assessment of the level of development of the e-procurement system in BiH, this report relies on analytical categories and standards for assessment of e-procurement development from the study “e-Procurement, Golden Book of Good Practice”, which, among other things, defines a series of parameters for public procurement system assessment and points out numerous good practices in European Union Member States. In this context, the structure of the paper will consist of an overview of the situation of e-procurement in the European Union, with presentation of legal sources, the current state of development and challenges faced by the European Union in this area. After that, the paper will present a development path for e-procurement and the current legal and institutional framework in BiH. Later on, the study analyzes the degree to which the e-procurement system corresponds to the principles and standards of good practice identified in “e-Procurement: The Golden Book of Good Practice”. After comparison, the study yields conclusions and recommendations for further development of e-procurement in BiH.

A year-long research on the risks of corruption in public procurement procedures in Montenegrin municipalities was conducted within the project Corruption at the Local Level- Zero Tolerance. Among other things, the project entails monitoring of local action plans for fight against corruption in 14 municipalities, as well as development of a study of practical policies in six areas of high risk for corruption. The analysis Procurement in Montenegrin municipalities represents both a continuation of the research activities of the Institute Alternative in the field of public procurement during which several practical policy proposals have been made in the light of improving the legal and institutional framework and overcoming the problems in practice, as well as a guide for a more effective monitoring of public procurement by the Parliament of Montenegro.

In the present study, we evaluated, based on statistical data and interviews with representatives of commercial banks and payment systems, the current situation and the development potential of cashless payments in the Republic of Moldova. A desk research was also carried out of the practices of other countries aimed at stimulating cashless payments, especially among small traders. Economic policy proposals were submitted to support small and medium enterprises in the Republic of Moldova in the implementation of cashless payments.
