Summary/Abstract: This book collects scientific papers and reports presented on the conference ‘The Membership of Bulgaria in the EU: Five Years Later’ organized by the International Economic Relations and Business Department at University of National and World Economy (UNWE), Sofia, Bulgaria. The conference, held on 15 October 2012, traditionally provided a stage for prominent academics, dedicated PhD students and professionals to discuss contemporary topics related to multiple aspects of the European integration, its effects on the Bulgarian economy, socio-economic environment, international business and relations, finance and politics. The contributors to this edition review the recent changes in the EU’s budgetary policy, the progress of the banking union as well as the political union and sentiments among the member states. Another thematic circle are the consequences of the financial crisis and the changes introduced to the banking sector, especially regarding the monitoring, supervisory mechanisms and capital requirements. Following the same context, the macroeconomic imbalance procedure is being discussed, analysis on the regional economic integration of Bulgaria, competitiveness, and country’s external trade is presented as well as a research on the public procurement procedures. Readers would find more on the climate change implications, energy security in the EU and the utilization of renewables as a tool to address those concerns. Another group of authors study the contemporary human resource management in the complex business environment, product positioning and marketing. ‘The Membership of Bulgaria in the EU: Five Years Later’ is an annually organized academic event with the vision to foster open dialogue, offer contemporary research and exchange of ideas between fellow academics, policy makers, businesses, stakeholders and the public.

- Summary/Abstract:The strategic goal for political consolidation has been outlined in the course of the contemporary crisis in the European Monetary Union. It can be realized only in parallel with a fiscal and banking union. The first problem is about the frames – European Union or the monetary union. It turns out that the optimal solution is intergovernmental agreement within the European Union. Creating a fiscal and banking union requires submitting of powers from national to European level in extremely important and sensitive for national politics areas. As a member of the European Union and a country obliged to join the monetary union, Bulgaria is a part of these processes and the attention should be turned to every detail in the process of realizing the strategic goals.

- Summary/Abstract:This article reviews the source of the recent global financial crisis which began in September 2008, it discusses the reasons and implications of the crisis for the European Union in particular. Author highlights the debt crisis across number of EU and Euro area member states and discusses empirical data to measure and analyse the consequences of the crisis on those countries. The lack of fiscal discipline and disparities in the economic development contributed to the financial crisis contagion among the EU, author concludes.

- Summary/Abstract:In 2011, as a response to the Euroarea sovereign debt crisis, a package of six legislative acts was adopted, whose aim was to improve the economic governance and enhance the economic policy coordination in the European Union and the Euroarea. Two of those legislative acts introduce a completely new procedure for the prevention and correction of macroeconomic imbalances. In 2012 this procedure was implemented for a first time. In the annual Alert Mechanism Report under this procedure, twelve EU member states are identified, Bulgaria being one of them, for which in-depth reviews are warranted in order to ascertain the nature and the seriousness of the existing macroeconomic imbalances. This report aims at presenting the results from the first implementation of the new procedure, as the emphasis is places on the results of the in-depth analysis for Bulgaria and the policy recommendations.

- Summary/Abstract:This paper reviews the bank supervision in the EU and the reflection of those mechanisms on the national financial systems and banks. Author outlines the importance of the banking sector for the EU’s financial system with having more than 8000 banking institutions registered. This has significance for the single market, the integration process within the economic and monetary union and non-performing financial institutions might pose a threat to the stability of the entire EU. The research discusses the European financial supervisory framework dating back in 2010 with the evolution of the European Banking Authority, European Securities and Markets Authority, European Insurance and Occupational Pensions Authority as well as the establishment of the European Systemic Risk Board.

- Summary/Abstract:Six years after Bulgaria's accession to the EU, the competitiveness of the Bulgarian economy cannot make significant progress in terms of improving its position in comparison with other economies in the world. This has been going in parallel with the implementation of the largest program for stimulating Bulgarian competitiveness, which aims at government policies and priorities to be practically implemented in specific programs and projects. The question of why this is happening has many possible answers: from the late start of programs - to the inability to find the right companies and sectors. This report attempts to offer a new reading of the Bulgarian government's approach by outlining its main features that lead to a lack of sustainability and to the transmission of the positive effects of encouraging enterprises on the protection of their environment, which would lead to gradual clustering. The latter has acquired axiomatic power to achieve modern competitiveness.

There is a strong relation between culture and application of the Balanced Scorecard methodology. - Summary/Abstract:This report examines the prospects discussed for the future development of the European Union in the context of two theoretical concepts of international economic integration - the federalist approach and intergovernmental cooperation. The advantages and disadvantages of the two models are identified, intersections are sought and the extent to which the EU has reached in practice in their application is analyzed. Considering the deepening of the EU integration in a direction towards the establishment of supranational bodies to overcome the effects of the economic crisis and to achieve a new impetus in the struggle for world leadership and competitiveness, the ideas (respectively projects) for the implementation of Banking and Fiscal Union on EU level are analyzed.

- Summary/Abstract:This paper discusses the importance of the climate change mitigation measures in the context of the business entities. The author reviews the significance of the climate change and the consequences it poses to the socio-economic systems, outlines the growing importance of the green economy, its low-carbon characteristics, efficient and sustainable growth requirements. - Summary/Abstract:This article presents the main concepts set out in the EU’s 2050 low-carbon economy roadmap. The ways and measures by which the Union can build a secure and competitive low-carbon energy sector are outlined. The necessity for an integrated European energy policy and for the preparation of a long-term EU strategy for the implementation of the recommendations as defined in the Roadmap is highlighted. A specific project has been identified that will make a significant contribution to the EU's idea of a low-carbon economy - the DESERTEC solar park in the Sahara Desert. The benefits not only for the EU but also for the EUMENA region of implementing this large energy project are summarized.

- Summary/Abstract:Probably the main reasons why product placement has become more widespread in marketing practice lately are quite prosaic - the growing negativity towards commercial messages and the need to control the ever-slipping consumer attention to the screen. To achieve this goal, many companies decide to go beyond the standard 30-second format of television advertising and enter directly into the content of movies and shows. Researchers and practitioners are increasingly arguing that the TV spot and its time variants could not meet the new challenges in terms of engagement, interactivity and integration between television, digital television, and the computer. This is what requires television and radio operators to develop the necessary platform for the integration of advertising within television content that could be beneficial for the companies.

- Summary/Abstract:In the paper are examined the dynamics of the production, the consumption and the export/import turnover of wine in Bulgaria in the years after its accession to the EU. On the basis of the statistical data for the respective period are marked out the development tendencies of the wine-producing sector. Competitiveness analysis is made, using different assessment indicators and taking into account the factors, which influence the competitiveness potential of the Bulgarian wine industry.

- Summary/Abstract:This paper reviews the quasi-fiscal operations and the quasi-fiscal agencies in the context of the contemporary economic reality of predominant neoliberalism. Authors outline certain financial operations which could be attributed to quasi-fiscal practices – crediting of a business entity by a state bank with lower interest rates than the market benchmark; approval for derogation of reserve requirements for certain banks which could use this free financial resource for expansion and profit; bank credit ceilings; varying exchange rate offered by the central bank to different companies one of which could receive more favourable offer, to name a few. The research shares experience in Italy and Germany in this regard and concludes with certain advantages and disadvantages of the government intervention.

- Summary/Abstract:In the flagship initiative ‘Industrial Policy for the Globalization Era’ of the EU's strategy for growth in the current decade Europe 2020, the European Commission ensures that "all policy proposals with a significant impact on industry are subject to an in-depth analysis of their impact on competitiveness". As the tobacco industry is traditionally among the leading export-oriented industries in Bulgaria, the policy needs to be complemented by an impact assessment on international competitiveness. To achieve this, the foreign trade performance of this industry field is reviewed through indicators such as the size and dynamics of exports and imports, share in total exports and imports, foreign trade balance and relative trade balance index.

- Summary/Abstract:This research reviews the excise duties on tobacco as a tool for generating revenue in the government budget. There is a twist in their visible purpose in the last decade, however. They have an increasingly important role in measures aimed at reducing smoking. The impact of the price on consumption is measured by the price elasticity of demand, with elasticity being defined as the percentage change in the quantity consumed by one percent price increase. Author estimates the fiscal effects as a result of excise duties on the tobacco products and summarized them according to a pessimistic and an optimistic scenario.
