Lessons Learned on Effective Public Administration in Macedonia

For many countries in the world improving Public Administration System (PAS) has been on top of their agenda. Improving effectiveness of the public service has been seen as clear indicator for increasing the capacity for economic development as well as increasing the capacity for providing better service to all citizens. The way that the effectiveness is measured is through the commitment and quality of public services offered to the citizens. The citizens of Macedonia view the PAS as failure to meet and create efficient living standards for its citizens; these living standards are the basic economic and social welfare needs. The main reason is that Macedonia is lacking capacity to provide the PA system with functional policies. Moreover, a problem tends to occur in the implementation of these policies. Correspondingly, the 2008 Euro Barometer report on Macedonia contains a survey about the trust of Macedonian citizens towards national and EU institutions. Compared to national institutions, the citizens’ trust towards EU institutions is evidently higher.

Wastewater Issue: High Time for Better Management – The Case of Macedonia

Globally increased industrial production, intense agriculture activities and household consumption in the last century have led to increased use of water resources. This in turn has increased the rate of production of wastewater, polluting the nearby recipients (surface waters and groundwaters). The well‐being of Earth’s natural water resources has been seriously threatened. Sustainable use of water resources and their protection, water quality and targets for achieving safe drinking water supply and basic sanitation have become more promptly addressed in the international and regional legal instruments. Reactions on the diminishing of future water resources quantity and quality are emerging on European Union (EU) level too, calling out for “water to be one of the main issues on the political agenda and integrated into all policies.”

Háttal Európának. A kultúra, az oktatás, a tudomány és a média leépítése Magyarországon 2010-2019

This report has been prepared by independent Hungarian intellectuals who wish to inform the Hungarian and international public as well as European institutions about the severe harm that the Orbán regime governing Hungary since 2010 has caused in the fields of education, science, culture, and the media. The reason for preparing the present report is that the acts of the successive Orbán governments consistently run counter to and consciously violate the fundamental principles, values, and norms of the European Union, not only as regards the rule of law and political and social rights, but also in the case of the cultural areas discussed here. In Hungary, important European values are being jeopardised, including cultural diversity, scientific and artistic autonomy, the respect for human dignity, access to education and culture, conditions for social mobility, the integration of disadvantaged social groups, the protection of cultural heritage, and the right to balanced information, as well as democratic norms like ensuring social dialogue, transparency and subsidiarity. By presenting the activities of the Orbán regime in the fields of culture, education, research, and the media, we provide information about areas little known to the international public. With our report, we wish to draw attention to the fact that an autocratic system has been constructed and consolidated in Hungary with the money of EU taxpayers and with the financial and political support of EU institutions. This system creates a worrying democratic deficit and severe social problems, while it also causes irreparable harm in the fields of education, science, and culture. The authors of the report are leading researchers, lecturers, and acknowledged experts, including several academicians, professors, heads of departments, and a former Minister of Culture. Coronavirus Pandemic: Consequences for NATO

For several decades, NATO has been developing crisis-management mechanisms to cope with natural disasters, humanitarian crises, and pandemics. However, during the first weeks of the coronavirus pandemic, the Alliance decided to focus on maintaining its capacity to defend territory and deter adversaries. Although this is NATO’s primary task, the lack of a visible response to the crisis may reduce public support for the Alliance, diminish its significance, and ultimately weaken its ability to conduct its collective defence mission.

NATO od kilku dekad rozwija mechanizmy zarządzania kryzysowego, w tym także na wypadek katastrof naturalnych, kryzysów humanitarnych czy pandemii. W pierwszych tygodniach pandemii COVID-19 za priorytet uznało jednak utrzymanie zdolności do odstraszania i obrony. Chociaż jest to głównym zadaniem NATO, brak widocznej reakcji na obecny kryzys może zmniejszyć społeczne poparcie dla Sojuszu, spowodować spadek jego znaczenia i w efekcie osłabić zdolność do prowadzenia wspólnych misji.

The proximity of state-owned companies to political factors and economic interest in public assets create a favourable environment for corruption, which justifies a rigorous and uniform approach to everything related to state-owned companies. The State may participate directly in the economic life by means of two legal forms of organisation – state-owned enterprise and joint stock company (hereinafter, the state-owned enterprises and majority state-owned or wholly state-owned joint stock companies will be referred to as state-owned companies, except when a particular legal form is referred to). Although the activity of state-owned enterprises and joint stock companies is governed by separated laws, the management bodies of these companies are largely structured similarly and share the following elements: board of directors, manager/executive body, audit committee.
