Summary/Abstract: Burgas Free University is organising the International Scientific Conference “Blue Economy and Blue Development”. Two years ago Burgas was nominated as the European maritime capital of 2018, with the BFU to host the annual high level forum for the European Maritime Day. The forum is led by the General Directorate “Maritime and Fisheries” to the European Commission and the Bulgarian Ministry of Transport, and is a part of the calendar of the Bulgarian chairmanship of the Council of the European Union. Right after the official forum and as a fist side event, the Burgas Free University (BFU) is honoured to launch the International Scientific Conference “Blue Economy and Blue Development”. It will be held on June 1 and 2, 2018 and in its focus will be the economic, regulatory, technological and societal aspects of the development of the maritime and the water spaces.

  • Summary/Abstract:The article analyzes the key theories and models of economic growth, namely: neoclassical and Keynesian directions. The authors conclude that a solid theoretical foundation for the theory of economic growth was laid in the 1930-1950s, when the world economy faced many challenges, while it is important to note that the modern economy is developing rapidly, forcing us to reconsider existing paradigms. For example, the modern economic system has brought in the latest theories of endogenous growth, including the study of the role of increasing returns, research and development, human capital, and technology diffusion.

  • Summary/Abstract:In this work SAR/ISAR (Inverse Synthetic Aperture Radar/Inverse Synthetic Aperture Radar) parametric image reconstruction concepts are discussed. First, an image reconstruction procedure based on l0 norm optimization is developed and applied over reduced number of measurements defined by randomly generated azimuth and range sensing matrices. Second, Kalman algorithm is applied for ISAR image extraction. Vector measurement and state equations are derived. Approximation functions based on LFM signal are defined. Results of numerical experiments are presented.

  • Summary/Abstract:The Bulgarian Black Sea coast is one of the most important and beautiful geographical areas in Bulgaria. Since ancient times, it has focused on diverse functions that are intensively developing in our time – transport, economic, settlement-forming. Tourism as one of the main industries in our national economy is also closely connected with the Black Sea. The Bulgarian Black Sea coast, which represents the eastern border of the Republic of Bulgaria, begins from Cape Kartal at the state border with Romania and ends at the mouth of the Rezovska River at the border with Turkey. Its length is 354 km, of which 200 km are a beach strip covered with sand. The Stara Planina mountain range at Cape Emine conditionally divides the coastline into northern and southern.

  • Summary/Abstract:The New Silk Road Initiative was first presented in 2013 by the Prime Minister of the People's Republic of China, Xi Jinping. The concept is based on the creation of infrastructure to connect Asia with Europe and Africa. The possible routes of the Road go around the Caspian Sea basin. The emergence of new states after 1991 has changed the nature of the established international agreements on the status of the sea-lake. For more than 20 years, the coastal states have not been able to agree, but: Let us be optimistic that the Caspian countries: Russia, Kazakhstan, Turkmenistan, Azerbaijan and Iran have approached wisely and invested in a productive idea - reaching a decision in the spring of 2018, in the city of Astana to sign a Convention on the International Legal Status of the Caspian Sea.

  • Summary/Abstract:The scientocentrism that has developed in our consciousness, as a result of the predominant use of conventional scientific methods, techniques and tools in the cognition of truth, when the “scientific” form of cognition – experimental – invariably leads to materialism and rationalism, has predetermined the monopoly of science on true knowledge, separating from it by an insurmountable wall other approaches to the comprehension of truth, other worldviews, world perceptions, from certain – biased “scientific” positions, thereby squeezing our consciousness into the Procrustean bed of the dominant materialism. There are many examples of this. In my speech at the conference, as an illustration of the concept put forward, I will cite some of them.

  • Summary/Abstract:European Union’s Integrated Maritime Policy is an attempt to coordinate complex and interdependent policies related to maritime affairs, and to tackle the issues concerning the allocation of ecological economic resources in a holistic, integrated manner. Since it is better in organisational terms to deal with local information locally, this new approach aims at reducing organisational centralisation, devolution in decision- making from hierarchies into networks of EU member states in accordance with the fundamental EU principle of subsidiarity, with the coordinating role of the EU Commission. The new policy approach also aims at increasing horizontal and vertical coordination of maritime policies at the EU level.

  • Summary/Abstract:Cruise tourism is a modern alternative type of tourism, which is developing the quality of its services at an extremely fast pace, along with the improvement of the economies of the passive participants in the service, namely the host countries of the trips. The importance of cruise tourism considered in a broader sense is a symbiosis of numerous consumers, whose interests must be satisfied for the purpose of sustainable development of destinations and innovative solutions for the development of the tourist product. The Burgas Black Sea region is a highly developed tourist destination with a major contribution to the “Blue Economy” of Bulgaria. The cruise business here has a rather exotic character, and although rare, it undoubtedly arouses interest in a strategy for the development of such a type of business. The cruise industry is the fastest growing sector in the tourist services market. Despite the global economic crisis, the business has grown by 800% /according to data from the International Cruise Company in the last 40 years.

  • Summary/Abstract:The Growth of the Blue Economy requires a strategic communication based on specific communication constants from the practice and theoretical concepts. The proposed paper considers the communication for Blue Growth as complex process based on the European Commission concept of long term strategy for smart, sustainable and inclusive development of sectors, and focuses on the narrative aspect of the communication in the tourism sector. As the communication codes are fundamental of the proposed model, the updating and optimizing of the codes with proper signs and already settled codes is crucial for the diversity of the narrative communication. The research of codes in case of destination brand narrative Pomorie is exemplification of the concept of strategic communication paradigm based on narrative approach for Blue Growth in the field of tourism and destination brand.

  • Summary/Abstract:This article present, an Internet of Things Platform for Effective Management of Electricity Consumes. The main hardware components are the ESP8266 microcontroller from Espressif and HLW8012 specialized integrated chip from HLW Technology for measuring electrical power consumption. The software works on the TCP / IP stack and uses the MQTT protocol to communicate between devices. The minimum configuration includes a control device called „Gateway“ and two or more controllable devices called„Hosts“. A web based user interface provides access to the platform's functionality, which is with open architectures.

  • Summary/Abstract:Private international maritime law (PIML) is closely related to the private international law of the Republic of Bulgaria as a whole and represents a set of legal norms governing private legal relations with an international element, in the regulation of which more than one state is interested. The subjects of these legal relations are private individuals – natural or legal persons, and not states, state-like entities, international organizations. In this respect, they differ from the subjects of public international maritime law (PIML). Examples of such subjects are shipowners, shippers, consignors, document consignors, charterers, sea carriers, sellers and buyers under “maritime sales” (distance sales, in connection with which contracts for international carriage of goods by sea “FOB”, “CIF”, etc. are concluded), forwarders, agents, maritime brokers – at freight exchanges (brokers), stevedores, etc.

According to data from the Ministry of Finance, public finances are stable, the economy is growing, and a positive environment has been created for international investors. The forecasts for the next two years, coming from the Ministry of Finance, the European Commission, and the IMF, are for smooth and sustainable growth, supported by domestic demand, increased exports, and a decline in unemployment. One of the opportunities for sustainable business development is provided by Facility Management.

This facility is for economically efficient and sustainable growing of hydrobionts, with the optimal using of waste water in the process of cultivation of plant species. The mobile installation provides local needs for fresh products for tourist complexes, mountain resorts and other similar places.

  • Summary/Abstract:The multitrophic system for aquaculture production in floating and submersible cages is a highly efficient, innovative biotechnology for the cultivation of different hydrobionts. The integrated production operates in a closed cycle with the aim to increase the economic efficiency of the aquafarm. The effective use of waste organic and dissolved inorganic substances from the feeding of fish, cultivated in rigid wall and net cages - floating and submerged, is accomplished. Cultivated mussels near the cages use waste organic matters. The algae cultivation system is installed after the shellfish cultivation system and they use the dissolved inorganic substances. This cultivation technology ensures sustainable and environmentally friendly aquaculture, while preserving the equilibrium in the aquatic ecosystem.

  • Summary/Abstract:The integrated installation for the cultivation of hydrobionts and plants is in the field of ecological cultivation of freshwater and saltwater fish, crustaceans, mollusks, aquatic plants, herbs, vegetables and other plants. The treatment of the wastewater from the aquafarm, with the efficient use of the nutrients in the water from the plant species, where integration and closure of the production eco cycle are achieved. The advantage of this biotechnology is the efficient wastewater treatment - treatment of the waters wasted by the hydrobionts and their purification from aquaponic raised crops. The installation is built/part of near recirculation systems for the cultivation of hydrobiotns - freshwater and saltwater, but can also be constructed as a floating type, located in different water basins, near the fish production cages. The installation provides safe and environmentally friendly aquaculture, which ensures the protection of aquatic ecosystems.

But, worst of all, after that difficult experience, you will have learned very little about the reasons why you were motivated. This is what usually happens in the professional context, however, in the pedagogical context of business studies, this phenomenon is even more critical due to the lack of experience of the students and, sometimes, of the teachers. Nobody doubts that nowadays that the environment in which the students of Business Administration and similar courses are, more unpredictable than in the past. The so-called fourth industrial revolution, the unstoppable globalization and artificial intelligence, makes future approaches different from those of a few years ago. In the studies of Business Administration there are academic subjects that contain the concepts of 'innovation' and / or 'creation' of new products and our work and that is why the paper will analyze appropriate methodologies for its study and teaching. The study methodology can not stop considering the new reality, so the subject „Management and product management“, which among other aspects is the concept of „innovation“ must include the analysis of an environment in continuous transformation.

  • Summary/Abstract:Recent increase of educational attainment of the population in the developed world entails both positive and negative effects on the economic development of today’s economies. One of the most serious consequences is the growing skill mismatch among tertiary education graduates. Generally speaking, the vertical qualification mismatch is defined as employment below the theoretical skill level acquired. With regard to higher education, it comprises university graduates with any occupation different from Managers, Professionals, Technicians and Associate professionals since according to the International Standard Classification of Occupations (ISCO-08) they require an academic degree. As the competition among graduates at the labor market tightens, the most qualified ones are expected to be hired at job positions corresponding most closely to the educational degree acquired. Therefore, it is reasonable to accept that the rate of qualification mismatch is an indicator of the quality of nation’s human capital. Table 1 presents data on the labor force with tertiary education (ISCED 5-8) in the 11th new EU member states from Central and Eastern Europe. The percentage has been continuously increasing, thus reaching on average 30% in 2016 compared to only 18% in 2000. In five countries – Czech Republic, Poland, Romania, Slovenia and Slovakia – the cumulative rise is around or above 100%. It is clearly visible that the rate of job mismatch was growing up parallel to the broadening share of graduates in the active population. At least a double-digit increase is observed in all countries except Estonia and Lithuania. This tendency is more clearly expressed in countries with a lower starting level of the most educated human resources such as Poland, Slovakia, Czech Republic, and Romania.

  • Summary/Abstract:The Digital era has set new standards in our everyday life and work. To match the standards, the people of the Information society have to develop completely new skills and knowledge quickly. The rapid change of technology does not offer time to waste and everyone is required to race with it in order to keep their jobs and position and moreover to achieve successful carrier development [1] Alongside e-learning and open educational resources, massive open online courses (MOOCs) recently emerged in the higher education (HE) landscape providing additional learning opportunities for individuals, education institutions and academic staff. MOOCs are a paradigm that revolutionized corporate training and vocational education, providing opportunities for free education without preconditions or/and special conditions for learners. In this paper are discussed the problems associated with the development of such courses reflecting the specifics of the subject area, its dimensions and peculiarities in Bulgaria. The article presents some results obtained in the framework of a large-scale study conducted by the BizMOOC project [2], covering 106 qualitative interviews with experts from European organizations and Higher Education Institutions and 1193 survey responses from society/learners. Special attention is paid to the MOOC's potential for providing relevant, cost-effective, and flexible solutions for university training. The main results of the needs and gaps analysis are briefly presented in the context of the MOOCs related opportunities and challenges faced by the higher education institutions.

  • Summary/Abstract:The Black Sea Basin is a territory that is distributed between countries with different status and level of economic and social development, in which various historical, cultural and social transformations have been and continue to be realized, in which challenges and risks of a different nature are encountered. Today, although formally, the territory around the Black Sea is identified as the “Black Sea Region”. It is important for it to share the principles of sustainable development and to create models through which various risks are overcome – economic, social, natural, technological. The research is aimed at preventing natural and technological risks in coastal zones and the water area, as a prerequisite for sustainable development, associated with the constantly complicating technical and technological processes. The development proposes the use of specialized software for risk assessment and analysis and prevention management, the application of which creates a prospect for more secure social and economic development and sustainable growth.

Through the assessment of human capital, measures and activities will be proposed to improve the economic environment through the development of small and medium-sized enterprises and the improvement of the regional development of the municipality. An important element of the report is an assessment of the potential of the Cherven Bryag municipality, as well as the identification of factors that can have a strong influence on overcoming the negative impacts of the crisis, which has brought about an economic decline, something typical of most municipalities in Bulgaria.

  • Summary/Abstract:Oil pollution is one of the serious global environmental problems. Although the results of this process are still assessed as small, this is a continuous disruption of aquatic ecosystems, which gradually leads to local degradation of individual areas of the World Ocean. The amount of oil discharged is of the order of 3-6 million tons per year. The ecological impact of oil spills consists of physical and chemical changes in the development and growth of marine inhabitants, increased toxicity and, as a result, increased mortality of various species of marine animals. Over the past 50 years, several huge and dozens of smaller oil spills have been observed in the oceans and seas.   • Summary/Abstract:The scientific paper discusses some modern aspects of leadership in research related to the construction of a „blue economy“. The first research of the Club of Rome, the production of Gunter Pauli, is mentioned. The ocean strategy of W. Chan Kim and Renee Mauborgne commented. The priorities of the World Bank Group, the Blue Economy Center at Middelebury Institute of International Stuties at Monterey and the European Union's Blue Growth Strategy are highlighted. The idea of setting up an international network of innovators shaping the „blue economic alliance“ and the new market economy is highlighted.

  • Summary/Abstract:Summing up the experience of building Virtual Education Space, this paper presents a reference architecture known as Virtual Physical Space (ViPS). ViPS is being developed as a Cyber-Physical-Social-Space. Our goal is for the reference architecture to be adaptable for a variety of Internet of Things ecosystems in different domains such as smart cities, smart environment and agriculture, and intelligent medicine. This paper presents the first version of ViPS's general reference architecture and its core components.

  • Summary/Abstract:Until recently, in the current criminal law, piracy was recognized as a crime only in relation to an aircraft, but not in relation to a ship. With the AMLCA, the word “ship” was added to Art. 341b of the Criminal Code, and with this amendment, Bulgaria implemented the recommendation of the Committee of Experts on the Evaluation of Measures against Money Laundering and the Financing of Terrorism (MONEYVAL) to the Council of Europe regarding the introduction of all forms of piracy – in this case, the recommendation concerns the introduction of “maritime piracy” as a predicate crime to money laundering in connection with the financing of terrorism.

Ambient-oriented modeling allows for the tracking of processes in the area under consideration, taking into account dynamic environmental changes. The main concepts and characteristics of the approach are considered. Described is the formal System of Context- aware Ambients (CCA) supporting the approach. The application of CCA modeling in a Virtual Physical Space (ViPS) is demonstrated.
