Summary/Abstract: The Jubilee International Scientific Conference on the "Economic Science, Education and the Real Economy: Development and Interactions in the Digital Age", held on 11 – 12 May 2020, is dedicated to the 100th anniversary оf the University of Economics-Varna. Against the background of the cultural and economic rise from the end of the XIX and the beginning of the XX century, on May 14, 1920 the Chamber of Commerce and Industry of Varna decides to open a Higher School of Commerce in the city. This marks the beginning of higher economics education in the country. For the period of its existence the university has trained over 155,000 specialists with successful self-realization in the country and abroad. Today, more than 8,000 Bachelors, Masters and Doctorates from 52 countries study in 27 Bachelor's, 29 Master's and 16 Doctor‟s programs. One hundred years for a Bulgarian university is a remarkable anniversary. Some European universities have a much longer history, but when we give assessments, we must always consider the historical context. From this point of view and within the post-liberation period, 100 years of existence, for a Bulgarian university, is a remarkable achievement. The University of Economics – Varna is one of the oldest universities in Bulgaria and the university is rightly proud of its history. The Jubilee International Scientific Conference is focused on digitalization and all those profound transformations it causes in the economy and society. The theme of the conference has been chosen in the period preceding the outbreak of the global coronary virus pandemic. This is important to note because the current economic situation has changed dramatically. As a result of the state of emergency and the imposed social isolation, the economies all over the world have entered a recession. The business, our social and cultural lives have come to a standstill. The economic crisis that has begun is unprecedented both in its cause and most likely in its scale and scope, and it is currently confronting us with specific economic problems. But we believe in science and medicine, in the human mind and intelligence, and we have no doubt that the epidemic will be brought under control and sooner or later the world will return to normal. Then the fundamental determinants of economic activity shall start to operate, one of which is the ongoing process of digitalization. The present economic situation has confronted us with specific economic problems, but it has also shown in a clear and unequivocal way how important new technologies are in modern life, in particular in the conditions of emergency and social distance. It is in these conditions that all our communication, the opportunity for public institutions to continue with their work, online university and school education, etc. rest on digital technologies today. This conference has also been made possible by modern technology. The crisis, from a certain point of view, has given a new impetus to the digitalization of society. In the context of current events and the explanations given above, the topic of the conference is focused on the long term development of the economy and society as a whole. The scientific event aroused considerable interest. The conference was attended by 340 scientists, researchers, lecturers, PhD students and students from 23 Bulgarian and 15 foreign universities and research organizations from Germany, Lebanon, Lithuania, Poland, Portugal, Romania, Russia, Slovakia, Serbia, Croatia and Ukraine, as well as representatives of business and various institutions. Plenary reports of the conference have been presented by: Prof. Evgeni Stanimirov PhD - Rector of the University of Economics – Varna, "Quo vadis, education?", Prof. Daniela Bobeva PhD, Institute for Economic Research at BAS, "Costs and Benfits of Euro Adoption in Bulgaria: lessons Learned from the Long Path of Bulgaria to the Euro' Mr. Plamen Rusev PhD, one of the successful alumni of the University of Economics-Varna, Executive Chairman of the Webit Foundation and a member of the Board of Directors of Endeavor Bulgaria, addressed the plenary session with a speech on "Bulgaria – a platform for creating global initiatives." The proceedings covers 263 reports, in 4 volumes. The range of prob lems in the reports is wide, in line with the idea of the scientific forum: to analyze the manifestation of digitalization not only in business and econo my, but its social, institutional and legal aspects, as well. A very important part of the conference is the reports that examine the impact of digitalization on education and science.

- Summary/Abstract:Bulgaria has made a lot of efforts to start the euro adoption process for fifteen years. Despite the stability of the national currency provided by the successfully functioning currency board regime for more than twenty years the BGN is still not allowed in the ERM II.The purpose of this article is to explore the experience of Bulgaria with the adoption of the euro. A dynamic approach is applied by analysing the effects of the process at each stage at three levels: macroeconomic framework, non-financial sector and households. Capitalising on the experience of countries with similar monetary regime the article concludes that nominal convergence is not sufficient to achieve real convergence, and the postponement of the euro adoption ensures a smoother transition of the economy, but deprives it of further incentives for growth and convergence.

- Summary/Abstract:CBDC (central bank digital currency) is a currency issued or approved by central banks or institutions authorized by the country concerned. At the time of writing, no such currency has been issued, but there is an active professional worldwide discussion of the possibilities, advantages, disadvantages, prospects of creating such money. The purpose of the report is to give a basic description of the potential CBDCs in the context of issuance and circulation of money, including among others accounting treatment. Comparison with cryptocurrencies is a focus too. As CBDC is still at project level, the opportunities presented are hypothetical and based on literature research. However, the importance of the problem requires informing the public and involvement of the academic community in the discussion.

- Summary/Abstract:Creditworthiness assessment is an important element of financial management not only for credit institutions but also for many other “players” in the financial and the real sector of economy. Digitalization has the potential to increase the efficiency of this process by improving the collection, processing and analysis of information about borrowers. In this respect, big data, artificial intelligence and cloud services make possible to work with unstructured data and take into account non-financial parameters, including related to digital "life" and the psychological characteristics of credit seekers. Since the use of new financial technologies has some drawbacks, digitalization does not completely eliminate the need for human intervention in assessing the borrowers‟ creditworthiness.

Introduction of platform solutions, emergence of virtual networks for peer-to peer lending and crowdfunding, neobanks and online payment systems are examples for the need of rapid adaptation by financial regulators. A number of initiatives in this regard have already been observed. Constantly growing are different high-tech initiatives undertaken by supervisory agencies. The report highlights some current trends related to the digitalisation of financial industry and corresponding regulatory activities. Subject of the analysis is the concept for decentralization of regulatory related activities by their "sharing" between supervisory agencies and regulated entities. The focus is on the potential of blockchain technology, artificial intelligence and the processing of big data, and their integration in different compliance related activities.

Special attention is paid to its potential to increase the competitiveness of insurers by making their operations more transparent and effective. The Blockchain will have a long-term effect on the insurance business, as it automates the processing of risk data on a consensus-based algorithm, supports the detectability of insurance fraud and speeds up the payments of insurance indemnities through encrypted transfers. - Summary/Abstract:The initial and final preparation of the budgets for the Municipalities are not at all new or unexplored processes. However, a routine and comparative approach for their design is usualy observed as a whole. Once finally and officially accepted, the budget becomes a financial framework for the main municipality activities. In this presentation are shown number of "simulators" designed to determine as accurately as possible the individual budget topics and subjects. "Simulators", based on different methods, give values and justify which of them, in which topics and subjects are applicable. The preparation of the budgeting is a major step in the overall budgeting process. So if it is prepared by "simulating" of the well known and “proved”methods, than the budget will be ready to balance all the opportunities and needs of the Municipalities.

- Summary/Abstract:The purpose of the present paper is to outline the prerequisites for a successful digital transformation of Bulgarian enterprises. Several related evaluation methodologies are examined in an analytical perspective and via a comparative approach. Thus, it appears that Bulgaria is lagging behind in terms of infrastructure that enables digitalization, as is the case with the relevantly low levels of digital skills and training, or institutional capacity. However, the potential economic benefits of a broad integration of digital technologies might be substantial, providing a driver as well for sustained growth. A targeted approach towards the implementation of appropriate measures at different levels (macro- and micro-) might be instrumental in this respect.

The new media era marks the rise of the media business, relying on the data and analysis in the broad space. This provokes interest in studying the role of national media in the economic policy uncertainty in two European countries – Greece and Italy. Based on the conducted dynamic and comparative analysis of the Economic Policy Uncertainty Index (EPU), the role of national media on the uncertainty of economic policies of the two countries is examined. Key economic events have been derived and an estimate of the index development over the next three years – 2020-2022 has been made.

- Summary/Abstract:In emergency situations, such as the COVID-19 crisis of 2020, we all recognize the benefits of workflow flexibility and the ability to remotely access services from the public and private sectors. A large percentage of the world's population is placed in a situation of inability to physically access public institutions, in complete lockdown of the state. In such crises, issues related to access to online services for people with disabilities, including web accessibility, are often brought to the fore. On the other hand, the process of digitizing the day-to-day activities of the public and private sectors also influences the provision of quality accessible online services. The aim of current paper is to examine and identify design factors that affect user experience (UX) with several representative e-government websites in the Republic of Bulgaria and the Russian Federation. To achieve this, the authors use 8 quantitative metrics provided by web user interfaces (WUI) visual analysis service. The UX evaluations for 10 Bulgarian and Russian e-government websites were provided by 30 users of different age groups, according to the System Usability Scale (SUS) Plus. We found that UX for the elder users (age 60+) is influenced by more factors than for the younger ones, but the renowned Whitespace metric was universally important for the users of both age groups. The absolute UX ratings obtained in our study were higher for the younger users, which supports the need for further research of usability and accessibility needs of the elderly.

- Summary/Abstract:There are thousands of tourist destinations around the world and the most important quality of each one to all stakeholders is whether it is successful or not, whether it accumulates more economic benefits then economic costs. It is a fact that successful destinations are the ones that are not only marketed in a modern, innovative and creative way, but also managed in the same manner. Therefore this work aims at critical analysis of the use, benefits and costs of mobile applications in the marketing and management of small cities and remote destinations. The research is based on secondary data collected through purposive sampling giving an insight on the various types of applications used in tourism, together with their advantages and disadvantages, as well as examples of best practices around the world. The data is then matched to the needs and capabilities of small cities and remote destinations. Thus, the results enable the provision of gaps in terms of digital skills for the sector and recommendations for innovation in the marketing and management of small cities and remote areas as tourism destinations.

The aim of the following research paper is to examine how the Lockdown protocol influences the restaurant business. The analysis contrasts the differences in response to the economic crises of restaurants with expanded home delivery channels and classic restaurants. The exposition provides practical tools for maintaining a work process in a context of social exclusion and outlines the limitations that will be overcome in the future. In this regard, the positive aspects of the forced digitalization of the locked-in consumer at home are also considered. - Summary/Abstract:Computer systems and networks are one of the highest technological products of humanity. Apart from all the advantages they offer, they also have a number of disadvantages. The problem of information security (IS) is extremely important for the security agencies in the Republic of Bulgaria. The widespread entry of information and communication technologies into the daily activities of people, economic operators and society at large, combined with the use of a wide range of high-tech innovations, is also changing the way society as a whole functions, as a particularly important aspect in the functioning of this new digital Economy plays the security of information as its basis and key component. Security issues have accompanied mankind since the beginning of its existence. The problem of economic security has never existed on its own account; it has always been one of the main tasks of the state. Economic security has a direct impact on the position of the state and its role in global economic and political processes. National economic inter-ests provide the basis of any strategy for economic security. Formulating an exemplary model of a strategy for economic security of the Republic of Bulgaria gives grounds to define the goals, objectives and structure of the economy. Its devel-opment will contribute to the establishment and maintenance of a high level of economic security of the Bulgarian state in the context of globalization and its implementation will reflect and generate a purposeful foreign and domestic policy in various sectors of the economy as a whole. The article examines two main strategies for the economic security of the state, as well as basic principles of an exemplary model of a strategy for economic security of the Republic of Bulgaria.

- Summary/Abstract:In the last four year the circular economy impact went well beyond the theory and policy issues of the European Union. Now it‟s a phenomenon to which a class of financial instruments is fine-tuned and many of the companies and public entities operating under its principles prove to be profitable also. The blue growth initiative that appeared in a timely parallel with the circular economy seems reasonable in line with it. Though less research was performed on identifying the certain features of the circular economy in the domains of the blue growth. In this paper, the determinants of the circular economy influencing or achievable in the glue growth initiative domains will be identified. Some analytical data at an EU level and some indications from those domains will be scrutinized especially towards the established traditional maritime industries such as fisheries, tourism, and maritime transport, but also new and emerging activities, such as offshore renewable energy, aquaculture, seabed extractive activities, and marine biotechnology and bioprospecting. The catalytical effects to restore and protect coasts, generate sizeable business activity and jobs when job creation activities will be identified also.

For this purpose, a sample of the best performing stock exchange public industrial companies has been drawn up. The relationship between total factor productivity and intangible assets as a growth promoter has been investigated. Dynamics and structure are analyzed by evaluating the spillover effect. - Summary/Abstract:In the context of achieving the objective of this research, a theoretical summary has been made regarding the development of shared mobility as a transport solution based on modern technologies and approaches for the organization of movement of people in urban and suburban environments. Shared mobility options are considered for users to choose from and which are reduced to shared bicycle and scooter travel (for short distances up to 5 km), shared Ride hailing services for average distances of 5 to 15 km and car sharing and car rental over 15 km. Trends in the development of shared transportation services are tracked on the basis of estimated revenue data accumulated by Ride hailing services and rental cars in the period 2018 - 2023.

- Summary/Abstract:Looking for opportunities to diversify the tourism product is one of the surefire ways to increase the efficiency of Bulgarian tourism. We live in a world of technology and technological thinking. In the context of dynamic market development and existing great competition, it also successfully serves as a risk management tool, avoiding concentrating on the production of a single product, service and / or offering it in only a limited market, such as tourism. With its clever implementation, diversification helps maintain the firm's stability even in times of crisis, since usually the economic downturn does not occur simultaneously in all sectors and in all markets. The tourism industry in Bulgaria is strongly linked to seasonality, which exacerbates one of the major problems facing the sector, namely the provision of year-round jobs. Diversifying the business can be one way to solve the problem of seasonally employed staff. Business diversification provides businesses with competitive advantages by creating conditions for reducing business risk. Therefore, it is an appropriate business development tool. However, in order to be successful it requires thorough knowledge and a serious preliminary analysis of the environment and the company itself.

- Summary/Abstract:This paper estimates the average returns, earned by the Bulgarian investment funds from December 31, 2014 to December 31, 2019, i.e., a total of 5 years. The period is divided to 2 sub periods – the first, consisting of 2 years (2015, 2016) and the second, consisting of 3 years (2017, 2018 and 2019). Then it contrasts and compares the returns of the Bulgarian Investment funds based on their investment philosophy, asset manager, fund‟s size and management fees. In addition, realized fund returns are compared to the returns of SOFIX (The Bulgarian Stock Exchange Index) and interest rates of bank de posits.

The article looks at interesting innovative solutions in the global courier services market, including artificial intelligence, autonomous vehicles, warehouse robotics, drone transportation, 3D printing and more. - Summary/Abstract:Interest rates with a value of zero or around zero do not automatically lead to improvement of financial conditions in Bulgaria. Low interest rates on loans are delayed by years compared to Europe and the United States, further reducing competitiveness. The high uncertainty stemming from zero interest rates keeps savings in cash and far from the much needed investment by the economy. Risk-free return is de facto negative and undermines the return realized by financial intermediaries. The capital market in Bulgaria remains far from pre-crisis levels and its unattractiveness is a factor limiting investment activity by both savers and companies

- Summary/Abstract:This paper looks at the investment factors determining the real GDP dynamics in selected CEE countries. The dynamics of investments, their relative share in the GDP and their contribution to the economic growth are analyzed. In addition, an assessment of the degree of convergence of the relative weights of investment in GDP of the studied countries with respect to the Eurozone is made. The obtained empirical results demonstrate that, for the period up to 2008, stimulating effects of investment on the economic growth rates in the selected countries are typically observed, but also significant differences in its relative weight in GDP in relation to the Monetary Union of the EU. The post-2008 period is characterized by a decrease in deviations from the Eurozone, but this is at the expense of lower investment activity and a less stimulating role of the investment in real GDP growth.

- Summary/Abstract:The research presents the determinants and applicable mechanisms for limitation of the local government debt. In particular, the practice in Bulgaria, applicable after the democratic changes since 1990 is considered. The main economic and financial variables influencing the debt change in the period 2007-2018 are analyzed and evaluated. The impact of the financial crisis on the level of municipal debt is investigated. The impact of individual macroeconomic factors on debt has been estimated on the basis of a regression model. The practice related to the introduction of debt limitation mechanisms by local authorities of some countries in the European Union is reviewed.

- Summary/Abstract:The focus of this statement is one of the main challenges facing the modern economy, namely the development of regional competitiveness. A key focus in addition to the business incubator is regional development, where appropriate resources are sought to improve social and economic performance, and are constantly seeking new, modern approaches and forms to improve the economic blogging. The author of the report focuses on analyzing a number of complex issues related to the competitiveness of the regions and the role of business incubators in raising it. This requires the pursuit of active state policies to promote economic growth. Business incubators are a tool for building knowledge transfer networks, through which experience and good practices are exchanged to form a new generation of businesses. Business incubator models and other forms of collaboration, such as the quadruple helix model, which includes business, administration, academia and NGOs, can be attributed to these contemporary forms of regional development and their economies.

In 2010 European commission proposed the strategy Europe 2020 for smart, sustainable and inclusive growth and innovation plays the major role for its achievement. To track member states‟ performance European Innovation Scoreboards (EIS) project is launched in 2011, which shows considerable differences in their innovation levels. Those differences are stable and cannot be explained within the framework of old-new members states, which gives us a reason to explore alternative paths. This paper suggests the thesis that culture could be viewed as a determinant of successful national-level innovation performance. - Summary/Abstract:Achieving effective cooperation between science, education and business is one of the EU's top priorities. This is reflected in the policies of the Member States aimed at developing research and creating an environment to stimulate and strengthen collaboration in the so-called "Knowledge triangle". This publication focuses on R&D in our country. - Summary/Abstract:One of the major problems in the development of the Bulgarian regions is the de velopment of the socio-economic status. That is the focus in the conducted field study - detailing by municipalities information, in order to analyze the regional aspects of the Down Danube region. Regional strategies link the state, region, district and municipality to the environment, linking external opportunities and risks with internal resources and potential. The main aim of the report is to present the problems and challenges, which follows the municipalities from the Down Danube Region. The object of the research are 22 municipalities from seven regions in Bulgaria. It has used fundamental methods such as deduction, induction, analysis and synthesis, data analysis. Resultants of the research show that investments should directed to industry sector and the leading problems are demographic, high unemployment, age structure etc.

- Summary/Abstract:This study aims to provide evidence for the essential need of an academic approach and systematized strategy for the international innovation and technology transfer (IITT), by showcasing the positive impact of the collaboration of academia and the real sector in the contrary to the regions with fragmented or transient course of IITT. All the arguments and reasoning in the study are based on the assumption that the IITT is the core of the economic transformation of the 21st century and it is the only opportunity for cohesive globalization of sustainability, though the assumption is also justified in the text. Although many would not argue nor even question the conclusion, a substantial number and a critical mass are the examples that prove the broken ties between academia and the real sector. The paper is advocating the conclusion that economic growth and sustainable development are only achievable in measurable results by practicing IITT under complex regional strategies, which deploy long-term synergies between academia and industries.

- Summary/Abstract:The subject of study in this report is the inward foreign direct investment (FDI) in Bulgaria after the global economic crisis. The methodological plan presents a comparative analysis on their sectoral and regional distribution, degree of investment interest by country of origin, as well as forms of penetration. It is tasked to track the emerging trends in inward FDI inflow and stock, with the base year being the year of the onset of the global economic crisis, 2008. The purpose of this report is to focus on the qualitative aspects of inward FDI and to outline conclusions about their impact on the national economy in the post-crisis recovery period.

- Summary/Abstract:According to UN statistics, by 2050 more than two-thirds of global population will live in cities. The increased urbanization ratio will cause different problems and pose new challenges as well. In order to solve these problems, an urban transformation is needed. One of the possible solutions is oriented towards application of modern ICT in the city‟s wide infrastructure. In the conditions of this innovative and digital work environment firms often face difficulties connected to managing their data. The main reason for that is that there is a tendency to constantly increase the volume of the stored data and to use more data from a variety of new sources. The process of digitization creates prerequisites for changing the current strategies for collecting and storing data so that afterwards they can easily be used as a source of useful knowledge. Understanding the changes that have happened and the correct use of the data is the base of quality business analyses and ensures productivity and efficiency across all economic sectors. The aim of this paper is to outline the theoretical back ground and the classification of the e-marketplace platforms and thus showing not only the advantages, but challenges as well faced by e-commerce businesses using these plat forms. Based on this then the article briefly reviews the companies using these platforms to sell their goods in Bulgaria and EU-28.

- Summary/Abstract:Nature of the systems and the need for their development. A long-standing and ongoing problem in the shipping industry is the communica tion of pre-shore information required to exchange during vessels calls. This exchange, involving documentation, operational, navigation and other data, is carried out using technology that is commonly distinguished in different ports, has evolved over the years (and centuries), but is always associated with the depletion of quantities of the most valuable marine resource business - time. While it is clear that the time spent in this process will never be zero, the financial and other indirect results of its savings have always been positive and the search for optimization of these processes accompanies the entire foreseeable history of shipping. Nowadays, when the volumes and nomenclature of the goods carried, as well as the ships and auxiliaries themselves, are gaining enormous proportions, it is especially important to seek maximum acceleration of the information exchange processes. It is customs, immigration, technical (safety and environmental protection), logistical (con cerning port activities and connections with other modes of transport) and any other, and its volume on visit to each individual ship has also grown to almost monstrous size. Much of this information is the basis for permitting and green light for merchant han dling of ships in ports and its rapid flow is in the interest of both carriers and ports and is leading to an improvement in the economic efficiency of the industry as a whole. The searches in this area can be broadly divided into organizational and technolog ical, the first being related to the unification of information communication processes worldwide due to the very nature of the maritime industry, while striving to absorb and apply the latest scientific and technological advances in this process. Within the EU, these searches materialize in legislative measures and technical regu lations leading to the development and implementation of organizational and technical measures to unify and technologically facilitate these processes, notably in the implementa-651 tion of the work of ports and interested electronic services for the civil navigation infor mation systems.In the Republic of Bulgaria, the task of developing and providing such an information environment lies with the State Enterprise "Port Infrastructure". The systems implemented and currently operating, the development prospects and their economic impact are discussed below.

- Summary/Abstract:With the ever evolving lifelike simulation capabilities and more personalized and driven by the player narrative, video games are becoming more influential source of entertainment. Also via video games and immersive 3D technologies like virtual reality sets, players can interact with all sorts of in-game assets. Because of those reasons, these assets can be based or even created to look like real products. Those technological capabilities give the brands and their digital marketers the opportunity to interact with customers through a new channel. This paper analyses the photogrammetry as a potential source of ready to use 3D models of real products and their subsequent use in brand positioning strategies. The author suggests this technology because its input are photos of different angles and they can be obtained easily, because before the launch of every product a product photography session is conducted.

However, a number of researchers in the field have long warned of the potential risks involved. Some even consider these risks to be existential!Should this new technology be institutionally regulated, or should it be ruled by "the invisible hand of the market"?
