Nowadays, not only the way fights are taken changed significantly, but also education and decision making system changed dramatically. On the one hand, there are attempts to assist decision making using various tools, including computerized, in order to limit the errors and the time needed to take them, but on the other hand, the popularization of these instruments creates another type of asymmetry, the enemy having detailed knowledge of these and being able to use them for their own benefit.The paper aims to make a review of what military decision-making act represents and the influences that the commander’ education and experience can have in limiting or, on the contrary, increasing the asymmetry of conflicts.

Nowadays we witness radical changes in both the conduct of operations and the educational and decisional systems. On one hand, there is an attempt to assist the decision making process with different instruments, including the computerized ones, in order to reduce the likelihood of committing errors and the time necessary for decision-making. On the other hand, it is exactly the fact that these instruments have been so much publicized that creates another type of asymmetry, the enemy having detailed knowledge about them and being able to use them for their own purposes. The article presents the main aspects of military decision-making and the influences that the commanders’ education and experience may have in limiting or, on the contrary, raising the asymmetry of conflicts.

The activity of the military physical education specialist (officer/non-commissioner with physical education, teacher/instructor, sports instructor, coach) is particularly complex. The specialist develops training programs in line with the level of motor development of the group and the missions it is about to accomplish. Probably the most important task of the military physical education specialist is the knowledge of the state of individual status of the military. Together with the doctor, they recommend the most effective programs and means to prevent and combat the deficiencies. An optimal physical training provides the physical and psychological support necessary for the other types of training and the most important role in this direction is the specialist in physical education.

The pharmaceutical products market possess tow main characteristics – is one of the oldest market in the world and the one of the most government restricted mass market of all the time. The logistic processes associated with this market are particular and specialized in terms of flows, actors and production means and equipments. The management of all processes involved by the way of a pharmaceutical product from the dispatch of a medicine product to the patient tends to become a very specialized sub-branch of management with rules, functions and theory that differs it from the rest of supply chain management general rules. Continuous improvement of the processes conducts to better performance of the management and knowledge based theory deployment. Present paper main purpose is to identify the similarities and most differences of the pharmaceutical products’ logistic processes, compare to the general supply management processes and also to emphasis the management particularities of the pharmaceutical products’ logistic processes.

The topic related to behavior of Soviet soldiers in Bessarabia in 1944- 1945 have not been yet an object of an extensive research. In this article, I try to sketch several thematic lines regarding this subject. The article is based on documents from two former Soviet archives located in Chișinău: The Archive of the Social-Political Organizations of the Republic of Moldova (AOSPRM) and the Archive of the Ministry of Internal Affairs of the Republic of Moldova, former MVD of MSSR (AMAIRM-MVD).

The Romanians were not a warlike nation self-differentiating and being characterized by others as welcoming in peacetime and tolerant in war. When the circumstances forced it, Romania fought for its interests. Result of popular humanism and the reception of the humanitarian conventions into the national law, followed by a thorough training of the army on their provisions, Romanians' behavior in times of armed conflict was based on compliance with the laws and customs of war. Even if there were certain circumstances and some excesses, like that of the reprisals from Odessa in October 1941 or the unresolved until today „terrorists” in December 1989 and all the vicissitudes of the dictatorships experienced by the country, the historical elements of the wars waged by Romania demonstrate the effectiveness of the implementation of the international humanitarian law in our country.

In 1935 general Pârăianu Barbu, the general inspector of the GeneralInspectorate of the Gendarmerie considered necessary an activity of guiding and training ofthe gendarmes in times of war, in paralel with the military training for fullfiling missions intimes of peace. Regarding this, he decided that the military training, which was being held inthe Gendarmerie's Military Training Centers, to go along with the military training of thearmy units and the military training to not be held only in groups or plutons like they wereuntil then, but to be extended to the police force companies. Also, in the Gendarmerie'sschools, the curriculum had to be adapted to the Gendarmerie's needs. This training impliedthe thorough assimilation of the general knowledge and the technical and tactical knowledgeabout the Gendarmerie's activity while in campaign, which was needed for the position ofpraetor at a Large Military Unit.

Dans la lutte pour la conquête de l'indépendance d'Etat de la Roumanie le dép. de Dimbovitza a apporté sa contribution par la participation du Bataillon 1 Dimbovitza du Régiment Sept des soldats d'infanterie, par le régiment Trois ligne de bataille et des soldats des autres régiments du pays. Nous avons suivi les changements de structure arrivés dans l'armée dés le commencement de la guerre et dans les deux régiments intégrés dans de divers formations militaires. Les soldats de Dimbovitza se sont distingué à Grivitza 1, Grlvitza 2 par les batailles gui ont été menées pour l'occupation des villages Gorni-Dubnic, Dolni-Dubnic, Plevna. Nous avons montré l'héroïsme de la brigade 1 commandée par le colonel Matei Vlădescu de Tîrgovişte, commandant aussi du régiment Trois ligne de bataille. Nous avons montré aussi la visite du colonel Matei Vlădescu et du colonel Mthat Cerchez faite chez Osman Paşa. Les deux régiments et nombreux soldats du département ont reçu des distinctions honorifiques. A la mémoire des soldats de Dimbovitza ont été érigés des monuments des héros qui se sont sacrifiés pour la conquête de l'indépendance d'Etat de la Roumanie.

Par l'étude de documents d'archives moins connus, certains inédits, l'auteur tache de présenter quelques aspects concernant la contribution des masses populaires de Bucarest à l'appui de la guerre d'indépendance. Dès le printemps de l'an 1877 on atteste la création des Commissions chargées de collecter et de procurer le nécessaire au ravitaillement de l'armée, cherchant à se faire connaître et à entraîner, dans cette action, le plus de patriotes possible. La mission de ces commissions, comités ou de divers autres organes, constitués à la sollicitation des citoyens, a réussi à expliquer aux masses populaires non seulement leurs droits, mais aussi les obligations patriotiques qu'ils devaient assumer envers la patrie, dans une telle conjoncture. Ceux-ci leur expliquaient que, pour remporter la victoire, l'armée devait être sontenue non seulement en ce qui concerne l'accroissement du nombre des effectifs humains, mats tout particulièrement dû point de vue moral et matériel. Sans l'aide matérielle des masses populaires, on n'aurait pas pu mener la guerre. Alors se sont largements ouvertes les bourses de bon nombre de gens anonymes, plus désireux que jamais de la faire — parait-il — pendant ces jours ou se réalisait le rêve séculaire de conquérir l'Indépendance nationale. Bien que la plupart de ceux-ci soient restés anonymes, par leur geste ils ont apporté leur contribution au mémorable acte patriotique, de venir en aide à l'armée. Les documents reflètent l'effort général déployé par les habitants de la Capitale en vue d'appuyer la guerre, de même que les mesures prises par les organes centraux et locaux. On a pris des mesures pour assurer les moyens de transport nécessaires à l'approvisionnement de l'armée en matériaux de guerre, équipement et vivres, comme pour pourvoir aux besoins des hôpitaux de compagne. Parmi les signataires des demandes de dépôt de différentes sommes ou de divers matériaux nécessaires à l'armée figurent de nombreux retraités, fonctionnaires, ouvriers de différents ateliers et fabriques, professeurs et élèves. La population de la Capitale a participé activement non seulement à l'action d'amasser de l'argent ou divers matériaux destinés aux besoins de l'armée, mais aussi de préparer l'accueil, de manière solennelle, de l'armée dans la Capitale, revenant du front.

The Habsburg conquests in South-Eastern Europe brought major changes in the lifestyle of the Balkan peoples but also in the local military and civilian architecture. The House of Austria benefited through the Holy League from all the support of Western Christianity (except France), including the Pope of Rome encouraged Italian cities that were in a permanent rivalry to stop the internal wars and send all their economic support and military to stop the extensive Ottoman attacks aimed at conquering Vienna. In this context of the enlistment in the Habsburg army of mercenaries from all over the world of the Holy Roman Empire, a whole series of Italian nobles, with good technical and humanistic knowledge, sought to make military fortune and glory by fighting in the Austrian "Great War". Turkish (1683-1699). Among those who made a career in the imperial army as an engineer and military architect leaving his mark on the Transylvanian cities is Giovanni Morando Visconti, an exceptional figure who became close to General Eugene of Savoy and the architect who enjoyed the highest confidence in the emperor and the courtly council of war. The memory of Visconti and his valuable activity is best preserved in Alba Iulia, the fortress of Vauban, which he designed and where he died of the plague, during its construction. He also left us the first printed map of Transylvania and the neighboring territories, on which are marked a whole series of civil localities and fortifications, but also Roman ruins. His work is extremely valuable and useful even to archaeologists today.
