This report provides a brief overview and analysis of the specific document signed between the European Commission and the Republic of Bulgaria in regards with the implementation of measures and priorities during the current programming period, namely the Partnership Agreement and its section "Preconditions". A systematic analysis has been carried out on the four strategically inter-related funding priorities outlined in the Agreement, and the relation between these priorities and the respective objectives set through the Partnership Agreement has been examined.In addition to the above, author reviews the nature, scope and significance of the Preconditions section and demonstrates the link between the thematic objectives and the content of the Preconditions. Furthermore, the degree of their implementation is presented with an emphasis on those that have not yet been implemented and conclusions are offered in this regard.

The Regulation (EC) 1907/2006 of the European parliament and the Council known as REACH (Registration, Evaluation, Authorization and restriction of CHemicals), is imposing serious responsibilities on companies that manufacture or import chemicals into the territory of the EC in quantity bigger than 1 t/year. The present study examines the obligations of the importers and the problems in case of some non-standard business schemes and types of substances. Solutions are proposed, some of which are successfully implemented in practice.

The crisis in Greece affected everybody and not only Greek citizens and companies. It affected also the neighboring countries like Bulgaria. The current article aims to analyse what are the consequences of the crisis in Greece for the Bulgarian economy and what are the prospects for further enforcing these effects. It focuses on such issues like trade relations between Bulgaria and Greece, foreign direct investments, the influence of the crisis in Greece to the tourism sector in Bulgaria, the role for the financial markets, the Small and Medium Sized Enterprises, unemployment rate and other factors in the Bulgarian economy.

Политики на количествени ограничения, провеждани от централните банки, теория за хеликоптерните пари като алтернатива и отражението им в България

In the recent years, the central banks in the world initiated Quantitative easing policies as a reply to the economic downturn. The European Central Bank was the last bank to start such a policy in the February 2015. Its aim is the provide stimulus to the economic growth and to raise the inflation expectations. There are even opinions that the quantitative easing increases the wealth inequality among the population. The results are so far dubious. The inflation stays negative by the end of the 3rd quarter. The helicopter money theory emerges as an alternative policy. The paper examines the implications of these policies on the Bulgarian economy and on the government’s activities.

Съвременни инициативи за развитие на интеграцията в областта на фискалната политика на Европейския съюз

The necessity to complement the European Monetary Union with integration in the field of member states’ public finance leads to the taking of initiatives by the Commission aimed at developing fiscal integration in the European Union (EU). The contemporary development of fiscal integration within the EU can be characterized by the initiatives in the period after the adoption of the two Regulations designed to strengthen the euro area budgetary surveillance ("Two-Pack"). The initiatives for development of the fiscal integration within the EU evolve over time. They start by setting ambitious goals and pass to moderate proffers. The suggested stages of fiscal integration include transition from surveillance of the national budgetary policies, to their coordination, subsequently to their correction, combined with relevant centralized authorities and financial funds, to reach fiscal union which at the time does not have fully specified characteristics.

Global supply chains are a contemporary manifestation of international business, which allows different economies to utilize their competitive advantages to a greater level and participate in certain stages of a final product manufacturing process. One of the fundamental powers for their development in Bulgaria is the process of regional integration and in particular the preparation for accession and the subsequent membership of the country in the European Union. The supranational rules that apply to all member states, the free movement of goods, services, workers and capital and the step-by-step implementation of a common currency are the factors that let the Bulgarian economy restructure itself and participate successfully in global supply chains as a supplier of value-added goods and not as an exporter of raw materials.

Държавна политика в областта на здравеопазването и мястото на фондовете на ЕС при нейното провеждане

This report performs a brief overview and analysis of the state policy of Bulgaria in the field of health and the place, role and contribution of the funds of the European Union (EU) in its implementation. For this purpose is prepared synthesized overview of the main problems in this area, short- and long-term measures that institutions take to overcome or minimize the negative manifestation having a direct and immediate impact on the social and health status of the population. In addition are displayed the main areas in health care being financed with EU funds. The report outlines the role of the European Regional Development Fund (ERDF) in Bulgaria in the healthcare sphere as part of the Structural Funds and the Cohesion Fund in the 2007-2013 programming period, as well as the European Structural and Investment Funds 2014-2020 as focus on both operational programs, namely "Regional Development" and "Regions in growth" in the respective programming periods financed by the ERDF.

The banking assets in the European Union are subject to research, which traces the development of the aggregate balance sheet indicators since the deployment of the global financial crisis in Europe. The different trends in the banking systems are driven by the banking and debt problems incurred in certain countries, but are also related to the financial recovery measures that have been taken. These factors give reason to examine the processes, both individually and depending on whether they are in countries of the euro area or not, whether the banking systems belong to the developed or the developing economies. The state of the banking assets – in quantitative and qualitative terms – is essential for achieving a Banking Union, the creation of which aims at achieving more sustainable and integrated financial sector.

This article attempts to demonstrate the stages of development of the EU energy policy. The article also examines the common political goals of EU member countries in the sphere of energy development used as a base for the Strategy "Europe 2020". Emphasis is placed on the Action Plan for Energy Security and Solidarity of the European Commission, which covers five areas of action. The article analyses different policies and instruments such as the European Union – the Trans-European Energy Networks (TEN-E programme) of the European Commission, the scheme for the construction of offshore grid in the North Sea (Blueprint for a North Sea offshore grid) and others.

Сравнителен анализ на усвояването на средствата от Структурните фондове в страните-членки на Европейския съюз през програмен период 2007-2013 г.

The publication is devoted to the absorption rate of the Structural Funds resources in the EU member states during the programming period 2007-2013. A comparative analysis has been made of the uptake of the Structural Funds appropriations in the member states in the programming period 2007-2013. A comparison has been undertaken with the Structural Funds absorption in the programming period 2000-2006. The absorption by states is being analyzed of the funds under the CF, ERDF and ESF in the period 2007-2013. The main reasons for the absorption level and the problems by states have been enumerated. The measures have been outlined which have to be taken to limit the arisen problems. Special attention is given to the absorption rate of the Structural Funds resources and the problems accompanying it in Bulgaria.

Кохезионната политика на ЕС в България – основните поуки от първия период на българското участие в провеждането ѝ

In this paper, the attention is oriented on the reasons of low effectiveness of one of the most expensive policy of the European Union. Based on an examination of the Bulgarian practice in pursuing European cohesion policy – as an approach of decision making and determining national players in this process, in each of the six stages of the political cycle – weaknesses of the model, which has been established in Bulgarian during the first period of its participation, are identified. In addition, to identify adequate ways to remove these weaknesses the correct base is specified. It is worthy to underline, that evaluations are made in the light of the conditions of the useful exploitation of the financial support from the community to cohesion – which are deduced by economic science and presented in the rules and norms of the European Union.

Роля на Кохезионния фонд във връзка със задълженията на България в областта на околната среда, произтичащи от Договора за присъединяване към ЕС

This report provides a brief overview and analysis of the role of the Cohesion Fund in light of the country's obligations under both the EU Accession Treaty (following the agreed adjournments in the negotiation process) and the EU law. A summary review of the progress towards the implementation of the set performance indicators, the financial contribution of the EU through the Cohesion Fund, as well as the problems, prospects and consequences of the established low rates of implementation of infrastructure projects in the field of environment is conducted. The process of implementation and meeting the country's commitments under the Accession Treaty, as well as other applicable EU legislation, is characterized by its length and the necessity to utilize significant financial, technical and administrative resources. In view of the above, as well as the lack of significant experience in the implementation of such type (in terms of volume and scope) investment intentions puts Bulgaria in a situation where it is potentially impossible (partially or completely) to achieve the goals in the field of environmental protection and resulting consequences such as sanctions for non-compliance foreseen in the fundamental documents.

Международният трансфер на технологии в България след присъединяването към Европейския съюз

The international flow of technological information and its successful integration into domestic production and management processes are essential for the ability of catching-up economies to compete on the global marketplace and to narrow the technological gaps they face compared to developed countries. Among the most important dynamic effects of regional economic integration is the enhanced possibility of technological transfer among participating countries. The European integration provides such an opportunity for the technological laggard Bulgaria. The objective of the paper is to provide an analysis of market-mediated international transfer of technology in Bulgaria following its EU accession through the following channels: foreign trade, foreign direct investment, licensing. The results show that the process of technological catching-up is not an automatic process and in the case of Bulgaria does not occur as expected given its EU membership.
