The difficultes of our social situation with respect to unemployment are conditioned by the accumulation of several factors: 1. In spite of a considerable transfer of labour from agricultural into non-agnculturaj activites there is still a great amount of hidden unemployment of labour in agriculture. 2. The degree of registered city unemployment is high and considerably exceeds the tolerable level. Since 1957 the number of unemployd has not dropped below 100.000, and since 1960 it has risen above 200.000. Now is above 800.000. 3. A tendency towars reconstruction and technological improvements in the existing sources of emplyment, which means new cuts in already employd labour. 4. A massive introduction of modem technology and mechanisation in agriculture will bring about new liberation of manpower and transfer of labour out of this branch of the economy.
