In the conditions of a very intensive privatization, when huge changes of social­economic system occur, archives must respond to their obligation and with a lot of profesionnal inspiration and dedication, to save archival material from destruction. Unfortunate­ ly, archives face a task, that should be a routine obligation, without special exaggeration in choosing a method of protection. Even with the regulations, which usually clearly define all the action and beha­ viour of the subjects during the bankruptcy procedure, it is often needed to show unique skill and negotiating ability to make all par­ ticipants of the procedure to compel to the procedures.

The new social circumstances with the ownership transformation of public property into private, creating quite differently and the conditions necessary to the protection of private archives in Montenegro set up a completely new basis. The paper discusses the experience of historical archives of Kotor, which since 1992. from independent archival institutions with well-developed activity protection of private archives are private property of citizens, is becoming a centralized department of the National Archives and formal - legal loses the ability to continue to perform this work, despite the confidence of citizens and their request to relinqinsh their archival material to the archive.

The role of engageing entire archival service for preserving and protecting of registry material produced during the war is very im- portant. Actions regarding this should have priority since the prob- lem is a sensitive one. Control and protection Service of History Archive Sarajevo was giving these questions lately much needed attention, but it is not enough to make sure that war production of registry material would be steadier. Therefore it is necessary, on the level of archival ser­ vice of Bosnia and Herzegovina develop the best possible solutions that will give much needed results regarding the protection of the registry material produced during the war.

ARHIVSKO ZAKONODAVSTVO KAO PPREDUSLOV ZAŠTITE ARHIVSKE GRAĐE

Culture and its assets create one of the most important segments of every state and its citizens. Archival material is a cultural asset, thus its preservation becomes the precondition for a continuing process of enrichment of people. A human being, without its culture and history, its past and heritage becomes alienated, lost and subject to every kind of abu­ se. Archival material represents an everlasting source for history research. That's why it has to be protected, first and foremost by the experts employed in archival institutions and by those working in the archives creating organizations. Each state regulates this area by adopting archival laws and bylaws. Legislators include in their criminal statutes articles that deal with " destruction or withhold of the archival material" and in their archival laws chapters like " penalty statements" wishing to preserve and protect the archival and documentary material by applying those articles. The archival legislation is the precondition for the protection of the archival and documentary material.

STANJE ARHIVSKE GRAĐE VJERSKIH ZAJEDNICA BOSNE I HERCEGOVINE

This paper discusses the characteristics of the status and general condition of archival material of religious communities of Bosnia and Herzegovina, and about the factors which have impact on that condition. Most attention is devoted to the status of archival material of religious communities at the time of the socialist development of Bosnia and Herzegovina and the changes that occurred after the collapse of socialism and the independence of Bosnia and Herzegovina. During the first phase generally everything was unified (regulations and their enforcement), while in the second phase (from 1992) caused some positive changes in the spirit of European archival practices. However, this process of transition in Bosnia and Herzegovina takes place in very difficult circumstances: over the four-year war cataclysm (1992-1995) to the post-war complex administrative and political realignment.

Knowledge and efficiency of menager TV archive are very impor­ tant for optimal work of TV archive. Unhappy, most of TV archive menagers are amaters, without basic knowledge of management principles. Training Commission of FIAT/IFTA (International Federation of TV Archives) organise activities on professional training TV archive menagers. On base my 30 years successful experience menaging TV archi­ ve of HTV, I sistematised my recommendations and principles of TV archive management.

This paper discusses about some forms of preventive protection of archival material at registry offices and archives. Analyzing a number of agents indicates the moisture as the largest and the most common causes of damage to archival material. Therefore, paper emphasis placed on elimination of moisture as the cause. This, of course, requires touches and other preventive measures. Considerations range from purely theoretical (as it should) to pragmatic solutions that are implemented in the Archives of Tuzla Canton

The deed book fund of Bihac district is presented by the work and begins from the period of introducing the deed registry in BIH, since 1 886 and it has been finally finished and ready for public use in 1908. During the time, these deed books were registered and new inserts of de ed books were added during the period of Kingdom of SHS, and the last change to be noticed dated from 1949. During the work, it has been tried to point out the significance and place of this kind of sources in systematic studying of structure of the real estate relations in general, especially the ZKKB fund, by the functional analysis of the fund creator and its material, but also with the application of objective principles and criteria of evaluation.. By the work it has been pointed out all the specific values of the deed books which have resort from the application of certain criteria of evaluation which contributes to its originality and proved value of this kind of archives' material.

Medical documents and other registry materials which appear during the work of this institution have immeasurable significance in the functioning of medical service and advanced training of medical staff, and also in the development of medicine in treating numerous of diseases. The institution keeps lots of medical and other types of documents, which are placed in 10 offices in central archive and archives in clinics and policlinics. During one year in the work of medical service 5.000-9.000 histories of diseases, and obout 50-100 various of records for medical documentation appear. In the functioning of the complex system of the institution, care and protection of documents which appear, significant role has an archival service.Certainly, a significant role and contribution in the work of archival service has and gives an authorized Archive of Tuzla County over its representatives.Work of archival service would be more efficient if the conditions for placement and protection of documents were better. For the needs of central archive of the institution it is neccessary to have one appropriate space at one place with an appropriate equipment. Documents which appear in the clinics and sectors in the expiration of their operative usage do not have to be kept in the archives, but they could be given to the central archive where they would be placed and arranged according to regulations. In this manner registry materials of the institution could be regularly arranged and other procedures from archival activity that are predicted by archival legacy, which regulates archival and official affairs, can be carried out. Medical documents should be arranged in registers in order to be in function. Only this way all these who submit demand for achieving their rights can be satisfied. Finally, in order that the institution could successfully accomplish its function, and justify the role that has in the society, it is obliged to pay an attention to archival business in the sense of modernization and keeping up with medical and archival contemporary flows. Only thus it is possible to achieve neccessary goal and that is a complete protection of medical and other documents which are neccessary for the needs of science, as well as the society in general.

In the Public-Health Institution «Gradske apoteke» in Tuzla a great attention is turned to the question about office and archival business. It is regularly approached to the arrangement of registry materials, throwing away wothless registry materials and choosing archival materials. There is also keeping of neccessary files and delivering them to Archive. Organisation of office and archival business has effects on the plan of protection of registry materials and it also helps in management of the institution. Great attention is turned to this problem in the relation of employer in giving support to the doer of work, then on the plan of protection of materials, education of people in charge, and cooperation with the authorized Archive. This relation resulted into successful protection of registry materials in this institution.

The icon on wood is part of the four imperial icons painted by Dimitrie Dimitriu zugravul (painter), possible for Saint Nicolae Church from Turnişor (Sibiu), in 1832. The pieces was in advanced state of degradation, the icon couldn’t be exposed. Restoring whole group of imperial icons painted by this painter, important for South Transylvania, will contribute to research in detail his activity and to complete the work of this painter.

A FRAMEWORK FOR THE MEASUREMENT AND PREDICTION OF AN INDIVIDUAL SCIENTIST’S PERFORMANCE

Quantitative bibliometric indicators are widely used to evaluate the performance of scientists. However, traditional indicators do not much rely on the analysis of the processes intended to measure and the practical goals of the measurement. In this study, I propose a simple framework to measure and predict an individual researcher’s scientific performance that attempts to take into account the main regularities of publication and citation processes and the requirements of practical tasks. Statistical properties of the new indicator – a scientist’s personal impact rate – are illustrated by its application to a sample of Estonian researchers.
