Summary/Abstract: The publication contains papers from the scientific forum of the Third Scientific and Business Conference on Logistics and Supply Chain Management, organized by the Department of Logistics and Supply Chains at the University of National and World Economy (UNWE) with the assistance of the Bulgarian Logistics Association. The conference was held at UNWE on November 7 and 8, 2023. Its main objective is to provide a forum for discussing the opportunities, challenges and trends in the development of logistics and supply chain management in business, science and education. The conference aims to stimulate cooperation between business representatives, scientists, teachers, researchers, consultants, doctoral students and students‚ specializing in or showing interest in logistics and supply chain management. Nineteen scientific reports are included in the conference proceedings, eight of which were developed independently and one in co-authorship by students and doctoral students. The reports are divided into the following three sections: I. Innovation in logistics and supply chains; II. Trends in the development of logistics and supply chains; III. Contemporary challenges and decisions in logistics and supply chains.

- Summary/Abstract:The purpose of the report is to evaluate the possibilities of applying basic simulation models and the digital twin technology in supply chain design and to illustrate them with examples from the practice of a company from the food and beverage industry. The report briefly presents the place of supply chain design in the scope of decisions related to supply chain management, then considers simulation modeling and the digital twin technology as important tools for digitalization and optimization of the supply chain and illustrates their application in practice. Three simulation modeling and analysis methods are evaluated for their suitability to support decision making in various supply chain management problems and scenarios.

- Summary/Abstract:The digital and green transformation, which is developing on global level at different speeds in the first half of 21st century, puts pressure on the Bulgarian port operators to change their innovation policies. This process is also influencing the competitiveness of ports in the context of the Bulgarian economy, which is still catching up with the average EU levels of GDP per capita, which are not members of the Eurozone. The purpose of the present study is to discuss the issue if the digital and green transformation, which is developing both on European and global level, is an accelerator or a limiter of the competitiveness of ports in countries with transition economies.

The research was carried out on the basis of a literature review on the given topic. The report focuses on the transformative effect of digitization in supply chain management in the non-ferrous metallurgy sector. The example of Aurubis AG for the implementation of innovative technological solutions is examined. The main benefits of digitization in supply chain management are identified – increased awareness, improved visualization, optimization of supply chain performance and reduction of decision-making time. - Summary/Abstract:The electronic waybill (E-CMR) is an electronic version of the traditional paper waybill that is used when transporting goods in the European Union. Although E-CMR has many advantages, there are also some difficulties associated with its implementation. These difficulties include a lack of uniform standardization, technical difficulties, lack of trust, lack of training and information, legal issues, and data security. The implementation of E-CMR requires well-developed technical solutions and data storage infrastructure, which can be difficult for small and medium-sized enterprises. In addition, a lack of trust on the part of transport companies and their customers, as well as a lack of training and information, can be problems. Some EU countries do not yet recognize E-CMR, which can lead to legal problems when transporting goods across borders. Data security is also an important aspect of E-CMR implementation.

- Summary/Abstract:International law regulations for road transport began to be drafted and signed by various countries in the middle of the last century. They are intended to establish uniform rules for international transport. The Customs Convention on the International Carriage of Goods under Cover of a TIR Carnet is key to facilitating the transit of goods across the borders of signatory countries. Nowadays, this transit is made possible through the use of a unified customs document called 'TIR carnet'. With the development of technology and the necessity to transport goods faster, the idea of implementing the eTIR system has emerged. It is intended to make the work of both carriers and customs authorities easier by ensuring faster and smoother passing through border controls. The purpose of this report is to look at how the system works and what its benefits are.

- Summary/Abstract:Higher cost of energy, climate change and the switch to green and circular economy makes the current topic for increasing the efficiency of the supply chains of thermal mineral waters and actual one. The goal of the current paper is to demonstrate a model, that shows the advantages of the efficient and flexible (clever) management of the whole supply chain of thermal mineral waters. The used methodology is basic and gives a lot of opportunities to be developed. The main results are the revelation of additional economic resources through more effective usage of thermal and water resources. Limits of the paper are that the legal and stakeholders view about the implementation of this or such methods are not researched.

- Summary/Abstract:The present report aims to reveal the mid-term trends in cargo thefts in supply chains worldwide from 2018 to 2022. Based on this, it offers some up-to-date recommendations to logistics managers to reduce the risk of this type of crime. The analysis shows that thefts from vehicles decreased during the study period, while cargo thefts from warehouses increased. Encroachments are most often committed to goods with rising prices and supply difficulties. The report also offers some basic guidelines to mitigate the risk of cargo thefts from warehouses, as well as during transportation and parking.

- Summary/Abstract:Companies in the IT industry which manufacture, sell and provide services and spare parts support for their finished goods, Supply Chain is complex and is usually divided by two separate chains – one focused on building the finished goods and the other one – on spare parts management, required for the aftersales support of the finished good. The main difference between product supply chains and spare parts supply chains lies in the nature of the items being managed and the associated logistics. While product supply chains deal with the production, distribution, and delivery of finished goods or products, spare parts supply chains, on the other hand, handle replacement components or parts used for repairing and maintaining existing products. Spare parts are often diverse, specialized, and used for servicing equipment and machinery. Demand for products can be more predictable, allowing for production planning and inventory management based on historical data and sales forecasts, however demand for spare parts can be intermittent and less predictable, making inventory management and demand forecasting more challenging due to sudden breakdowns and maintenance needs. For product supply chain inventory levels can be managed with more traditional methods such as Economic Order Quantity (EOQ) due to more predictable demand patterns (sales forecast). Inventory management for spare parts often requires more sophisticated techniques to handle intermittent demand and ensure that critical components are readily available when needed. Lead times in product supply chains can be relatively stable and known, making it easier to plan for replenishments and production but when it comes to spare parts supply chain they can vary widely, and there's often a need for faster response times to minimize downtime when spare parts are required urgently. Customer service in product supply chains often focuses on factors like product quality, on-time delivery, and pricing while in spare parts supply chains places a high emphasis on service level agreements, availability, and rapid response to minimize equipment downtime. Logistics and distribution for product supply chain are geared toward efficiently moving large quantities of standardized finished products to various locations, often through established retail channels, nut the logistics in spare parts supply chain are designed to quickly and flexibly distribute a wide range of spare parts to various service locations or customers, sometimes via specialized service networks.
