Summary/Abstract: This book collects scientific papers and reports presented on the conference ‘The Membership of Bulgaria in the EU: Ten Years Later’ organized by the International Economic Relations and Business Department at University of National and World Economy (UNWE), Sofia, Bulgaria. The conference, held on 20 October 2017 was dedicated to the upcoming Bulgarian Presidency of the Council of the EU. The book begins with a welcoming speech by Ivelina Vasileva, Member of the National Assembly of the Republic of Bulgaria as well as chair of the Environment and Water Committee and deputy chairperson of the Committee on European Affairs and Oversight of the European Funds to the National Assembly. She highlighted the benefits for Bulgaria from its membership in the European Union supported by most recent empirical data. Stimulating effect to the Bulgarian economy was provided by the European budget through the European Structural and Investment Funds. There was a progress noted in terms of infrastructure, regional development, Cohesion, competitiveness, employment effects, healthcare and environmental actions. The contributors to the present edition of the book explore topics such as European integration and Cohesion, trade effects to the Bulgarian economy, European Union budget, EU financial tendencies, fiscal stability and level of indebtedness, capital markets. Researchers dedicate attention to contemporary issues such as EU strategic goals, EU energy union and environmental policies. The overall progress and stage of development of the EU and its institutional system are being discussed as well as democracy. Authors review aspects related to the project management, international business environment and marketing. ‘The Membership of Bulgaria in the EU: Ten Years Later’ is an annually organized academic event with the vision to foster open dialogue, offer contemporary research and exchange of ideas between fellow academics, policy makers, businesses, stakeholders and the public.

- Summary/Abstract:After Britain’s decision to leave the European Union, a new situation has emerged, where smaller European financial centers are struggling to attract, in practice to deprive London at least of a part of its financial business. The main competitors in this respect are Frankfurt, Paris, Luxembourg, Dublin and Amsterdam. The short-term perspectives for London include hardships and partial loss of its financial business. No doubt a part of London City’s business will relocate to smaller European financial centers and that will lead to fragmentation of the financial services industry in EU. Europe has one global financial center – London and this cannot be expected to change in the foreseeable future.

- Summary/Abstract:In this paper I review the economic, social and territorial inequalities between rural and urban regions in Bulgaria. The depopulation and risk of poverty continue to be a challenge of regional development. Demographic change, investment level, migration, business and agricultural development are determinants of the regional divergence which are examined in the light of governance and financial resources by European Structural and Investment funds. The effects of the European Cohesion funds and Common Agricultural Policy on convergence of the urban and rural areas are subject of analysis as well. The conclusions aims to identify the main lessons of cohesion in the light of territorial convergence and local and regional perspective development.

- Summary/Abstract:This paper reviews the Bulgarian external trade dynamics in the context of the Bulgarian membership in the EU. The author reviews empirical data confirming that the Bulgarian economy becomes more open after the country’s accession to the EU. For the period between 2007-2016 there is stable growth in the export volume – if export-to-GDP ratio was 40% for the year of 2006, few years later moves up to 50-53% (2012-2016). This leads us to the conclusion that the national economy is rather open and dependent on the international markets where more than half of the national product is being exported.

- Summary/Abstract:The problem is positioned within the context of the huge social and economic inequality on EU level as well as to a greater extent in Bulgaria at the beginning of XXI century. The process of oligarchization of the liberal democracy is explained simultaneously in the EU and Bulgaria (giving examples of institutions and practices), highlighting the following mechanisms of transformation: a) from parties to lobbies; b) from separated powers (institutions) to their corporate capture; c) from formal liberal rights of the majority to the right of wealth for the few. In conclusion, a need of taking an anti-oligarchic political action course is outlined – a course of democratic dispersion of public goods and economic prosperity for the majority of the citizens.

- Summary/Abstract:This paper examines the impact of reward systems on motivation and job satisfaction of employees in outsourcing organizations, firstly by considering the term reward management, the elements constituting the reward system and the factors that affect it, then through the various theories and strategies of motivation as well as the effects caused by job satisfaction. This paper also considers the term outsourcing, the current and future trends of this concept. Based on the empirical research, this paper offers recommendations and guidelines for creating an appropriate reward system that promotes increased motivation and satisfaction among employees in order to facilitate the successful achievement of the organizational goals.

- Summary/Abstract:In this research paper we will try to present the situation in marketing and in economy in general through research and analyses of the current trends in society in order to assist the companies which nowadays face numerous challenges. We live in an era where people’s lives take place in the social media, on one hand, and on the other hand the companies and brands, which are in focus in this research paper, are facing huge competition pressure. From these reasons, we reckon it is inevitable to use contemporary, marketing methods, i.e. one to have thorough data on the product and the brand as the most important elements through which one makes the marketing strategy. Taking into consideration the fact that products and brands do not exist in isolation, but in an environment with various types of influence, it is clear that they have to adapt to the environment itself, and in today’s terms that certainly means development of an online component. An online component might be developed through numerous marketing and other tools, from which we believe the most important ones are the social media regarding their social significance. In this research paper they will be analyzed in order to emphasise the possibilities they offer and the risks they entail, and the very fact that they can turn into a key for success as long as they are given strategic importance and use.

- Summary/Abstract:The relations between the outsourcing and the innovation are complex and multidimensional. Some research papers in the information systems and technologies field suggest that the outsourcing is a mean employed by the companies to boost their innovation potential as, in a model of an open economy, the company has access to the knowledge of all participants in the value chain. Other researches, mostly regarding the outsourcing in the IT, present theoretical concepts and empirical data leading us to contrasting conclusions – the outsourcing is decreasing the innovation potential as a company loses its knowledge and competencies. In order to explain the relation between the outsourcing and the innovations, we shall first have better understanding of innovations of all kind and have this knowledge combined with the already existent discoveries in the outsourcing and innovation literature. This way we would be able to evaluate whether the outsourcing serves as a factor impacting company’s innovation potential.

- Summary/Abstract:During the recent years, processing industries are a major driver of the industrial production in Bulgaria. It has a high added value and creates jobs, and the remunerations of employees are higher than the average for the country. Textile industry is among the sectors that have the highest increase of net revenue from sales of goods. Production of clothes and fabrics is an important sector of the textile industry. This sector has a significant share in the export of processing industry goods, including to the European Union member states. The issue of the efficiency of use of the production capital of leading enterprises in the Clothes and Fabrics sector is topical at all stages of their development. This study highlights the profitability of production capital, and it subject matter covers the models for analysis of this key indicator for the business efficiency. This study is aimed at outlining guidelines for business efficiency improvement under the conditions of our country’s membership in the European Union, based on the current position of the Clothes and Fabrics sector.

- Summary/Abstract:This paper examines the characteristics of the leveraged buyouts (LBOs) and how private equity funds use these deals to achieve relatively higher rates of return. The study also presents recent trends in the LBO deals in the countries from Central and Eastern Europe (CEE), and Bulgaria in particular, underlining their increasing role in the private equity activity in the region. The relatively low level of development of the leveraged buyout market in CEE highlights significant growth potential stemming from the ongoing process of economic convergence with Western Europe, the development of local capital and debt markets, and the growing interest of foreign strategic and financial investors in the region.

- Summary/Abstract:The global crisis from 2007-2008, as well as the sovereign debt crisis due to deep contradictions in the European Union become the main reason for an active policy to change the European framework for financial stability and economic governance. The purpose of this paper is to offer a broad overview and an analysis of those institutional transformations not only in statics but also in dynamics. - Summary/Abstract:This paper is devoted to the change of the gross external debt in several Member states of the European Union and the euro area – Belgium, Germany, Italy, Luxembourg, the Netherlands and France during the period 2007 – 2016. - Summary/Abstract:This paper explores the democratic accountability in the EU after the ratification of the Lisbon Treaty. Research claims that democratic deficiencies are being observed and they trigger a discussion among academics and policymakers. Author refers to the theoretical concept about the social relation of accountability between actor – forum (Bovens, 2007) in which the actor has an obligation to explain and to justify their actions while the forum is empowered to challenge the actor and ask questions for justifications of the actions taken. Author presents main institutional and leadership functions of the EU and challenges as they conduct their assigned duties especially related to the Council, interaction with the European Parliament and the Rotating Presidency of the Council of the EU. In conclusion it is observed better information and transparency between the involved parties post-Lisbon Treaty. The author suggests, however, more dynamic and result-oriented forums for accountability on both EU and member states level.

- Summary/Abstract:The European Union pursues common policies through its institutions in order to attain the Union's objectives. The main financial instrument that provides the conduction of the common policies is the European Union budget. The use of this instrument is subjected to the fulfillment of various conditions. The basic factors determining the European Union budget expenditure could be grouped into as law factors, financial and economic factors, political factors. Many of the factors are aimed at ensuring financial stability and proper use of the European Union budget but their multitude makes them practically difficult to apply. The diversity of the (non-exhaustively) presented factors could be considered also as source of problems emerging in the practice of the European Union budgetary process.

- Summary/Abstract:The aim of this paper is to present a novel project by the European Commission knows as Energy Union. Author explains the main purpose and priorities of the Energy Union as defined in The Energy Union Strategy. The research answers various questions pertaining to the necessity behind the establishment of the European Energy Union. The practice makes us considering whether the term ‘energy union’ shall be viewed as a political appeal or prospective reality? And whether it is indeed necessary to experience energy crisis first, so that we move on to the establishment of a real energy union?

- Summary/Abstract:This report presents a brief overview and analysis on the impact of the EU environmental policy on several major economic indicators in Bulgaria, in particular – GDP and budget balance dynamics. Apart from the direct effects on these parameters, the implementation of the EU environmental policy in the country results in additional effects which practical examination would help us to prove that the positive effects from the environmental policy are not limited to the indicators observed in this report only. The author systematically analysed the impact of the funds provided by the European budget on certain fundamental economic indicators. Apart from the above-mentioned, research expands to systematic comparative analysis on member state budget positions regarding their individual contribution to the EU budget versus the amount of money allocated to them by the budget (i.e., their fiscal position of a net beneficent or net donor to the EU budget).

- Summary/Abstract:The increasing dynamics of usage and distribution of online remittance services by non-bank financial institutions are also gaining popularity in Bulgaria. Regarding this, it is necessary to study in details the Payment Service Directive (PSD) of EU, in particular the forthcoming entry into force of its revised version (PSD2) in 2018, which will open new horizons for the business in Europe. For the purpose of the analysis, the working mechanism of financial technological companies and their cooperation with the banking sector is studied in details. On the basis of the collected information, alternatives for overcoming the consequences and challenges to which the directive will lead are brought.

- Summary/Abstract:This paper presents contemporary trends for the Bulgarian companies participating in global supply chains. Author discusses the structural changes of the Bulgarian economy as a result of the EU membership – growing IT and BPO sectors as well as increasing export potential in the traditional for the country agriculture and military industry. It is noted that the industry and the agricultural sectors are increasing their competitiveness and producing high-value products. Those effects could be particularly explained in regards to the military production growth with the geopolitical conflicts, social unrest and other issues pertaining to the global security. In light with the latter, this research reviews the current global risks which Bulgarian companies, part of the global supply chain, are facing. The author’s goal is to prove that this risk management requires complex and various techniques, flexibility, adaptivity and consistent monitoring. To achieve this, author reviews firstly the export and import of goods by a country and economic sector which helps in defining key trade partners and sectors. Considering the growing share of the outsourcing to the GDP, author pays special attention to the matter. Second, the research identifies and analyses most recent world-wide risks which impact the global economy. In conclusion, author discusses the risks particular to the Bulgarian companies and their mitigation.

- Summary/Abstract:Over the past almost three years, the European Union and Europe as a whole have been faced with the challenge of reaching an agreement on a number of issues regarding the largest migration movement since the Second World War – the so-called "refugee crisis". The set of measures includes actions to address the root causes of the crisis and a significant increase in humanitarian aid both within and outside the Union. One of the key aspects of the EU migration policy management, which is included in the European Migration Program of May 2015, is the hotspot approach. The European Commission has introduced the "hotspot" approach in order to support Greece and Italy as first-line members in coping with the significant increase in the number of irregular migrants arriving at their external borders for the period from 2015 to 2016. The aim of this approach is to provide operational support to Member States to ensure arriving migrants are identified, registered and fingerprinted, and channelled into the relevant follow-up procedures. To a greater extent, the hotspot approach can be seen as positive for improving migration management in both Member States by increasing their migrants reception capacity, enhancing registration procedures and consolidating efforts to coordinate operational assistance. However, setting them up took longer than planned. In Greece, four of the five planned hotspots were operational in March 2016, with the last one coming into operation by June 2016. In Italy, four out of six planned hotspots were operational in March 2016, and two additional hotpots were still in the process of being set up but not yet operational at the end of February 2017. Despite the considerable support from the EU, at the end of 2016 the reception facilities in both countries were not yet adequate to properly receive (Italy) or accommodate (Greece) the number of migrants arriving. There is still a shortage of adequate facilities to accommodate and process unaccompanied minors in line with international standards, both in the hotspots and at the next level of reception.

- Summary/Abstract:The current paper "Development of the European Union and the European Institutions" presents the political system of the EU with its specific nature and differences in comparison with the classic democratic political systems in national states. For this purposes the division in the power competences between the EU institutions and the national institutions of the members’ counties are described and analyzed. As a main element of EU political system are described the specific characteristics of the EU institutions – Council of the European Union, European Council, European Commission, European Parliament, Court of Justice of EU, European Central Bank, European Court of Auditors and others. The special intention is focused on their participation in the EU policies development, the decision making and the legislation development. The relations with the national power bodies/institutions are described. Some conclusions on the future development of the EU and its institutions are made in relation with the pointed out visions by the European Commission with The White Paper On Future of Europe (2017) summarized in 5 scenarios as well as by the Reflection papers (RP) for future of the main policies of EU (RP on European defense, RP on EU finances, RP on social dimensions of Europe, RP on harnessing globalization).
