On April 6, 1941, the Axis powers invaded Yugoslavia. The serious defeat also marked the beginning of a harsher war: the insurgency against the occupying forces. In July, after the German attack on the Soviet Union, the Partisans Resistance started, led by Josip Broz, known as Tito. In 1943 the German General Staff planned a major offensive against Partisans. The operation Weiss began on January 20.

The response to the challenges posed by the new and continuously changing strategic environment requires that all armed forces of NATO - and UE-member states develop credible capabilities in achieving domination over the spectrum of military operations. To this end, designing and building a force that is efficient on short and medium term necessitates intellectual, operational, organizational, doctrinal and technical integration. The logistic support provided to the fighting forces requires swift adaptation, at least insofar as the command and control system is concerned, and identification of innovative methods and procedures of ensuring a minimal logistic footprint whilst not affecting efficiency or prolonging the waiting time.

The establishment of communist regime in Eastern Europe, in accordance with the directions set by Moscow, was a fluctuating process given the freedom of movement that the Soviet Union had in the region, but also a decisive step in structuring the relations between Moscow and popular democracies based of the center-periphery type. The working hypothesis of this research is represented by the existence of an initial plan thought by Stalin in order to create satellite states in Central and Eastern Europe. The Soviet Army was one of the main tools to implement this plan. And even if Stalin had not clearly delineated on a map the geostrategic boundaries of the Soviet model, there are indications that he deliberated triggered the process (forced actions in neighboring countries between 1939-1940) and had several major targets (Baltic, Poland, Romania). The plan existed, the only element of uncertainty regards the limits of Soviet ,,influence”. Moreover, at the inter-Allied negotiations, Stalin opposed any plan of Allied landing in Balkans which would have meant a limitation of action for the Red Army in the region. This minor clue, points out that Stalin‟s targets were not military (swift completion of military operations), but strategically.

The year of celebrating Great Union in 1918 represents and important moment of commemorating the tumultuous events in the aftermath of World War 1, that generated profound changes in European history at the beginning of 20th century and resulted in a major reconfiguration of Central and Eastern-European region within their national boundaries for most of those who had been for centuries oppressed by the two empires, Austro-Hungarian and Tsarist. As for Romanian nation, the major consequences of the dismantling of Austro-Hungarian Empire and of the Bolshevik revolution were the great historical moment of fulfilling our national desiderate of national freedom set by the ’48 generation and the end of a long historic period of oppression and humiliations for the Romanian population.

Dr. Gavrilă Iuga (1880-1940) was a Romanian lawyer from Maramures and an officer in the Austro-Hungarian Army during the First World War. On July 31, 1916 he falls prisoner on the Russian front. Then the Kingdom of Romania was a military ally of the Tsarist Empire and, therefore, it was the question of organizing, on a voluntary basis, former Romanian-born soldiers from the Austro-Hungarian Army who had been killed prisoners in Russia and the establishment of regiments to be integrated into the Romanian Armed Forces. In this context, Dr. Gavrilă Iuga was given the mission to travel to Siberia to identify Romanian prisoners there and, with the consent of the Tsarist authorities, to team up with Romanian Army uniforms and to organize them in detachments to travel and to fight on the Marasesti front. To this end, Dr. Gavrilă Iuga conducted an intense campaign to convince these prisoners to join the Romanian Army, distributing even a propaganda newspaper edited for this purpose.

Major General Brăescu Constantin was one of the officers who were at the heart of events at a historic crossroads. Marele Război, numit și Războiul de Întregire Națională, a fost un uriaș efort militar și civil al Statului român din perioada 1916-1918. De prin toate satele Neamțului au fost mobilizați la oaste mai ales tinerii țărani, care nu erau instruiți și echipați corespunzător pentru operațiunile militare care se aflau în desfășurare. Operațiunea de apărare a trecătorilor din Munții Carpați a fost cea de-a treia, ca importanță strategică, desfășurată de Armata României în campania anului 1916. Armata de Nord, condusă de generalul Constantin Prezan, avea aproximativ 108.000 soldați și misiunea de a forța trecătorile Transilvaniei. Aceasta se afla pe poziție, de la Oituz și până la Broșteni, Divizia a XIV-a având în atenție sectorul de la Bicaz la Broșteni. Armata română a trecut prin valea Bicazului spre Bicazul Ardelean și apoi, prin chei, spre Lacu Roșu și Gheorgheni, iar prin pasul Tulgheș-Prisecani, pe valea Bistricioarei, spre Toplița și zona secuiască. În vara anului 1918, Guvernul i-a propus Regelui Ferdinand I să se retragă cu întreaga familie (Regina Maria, principesele Ileana, Marioara, Elisabeta și principele Nicolae) la Bicaz, pe Valea Bistriței. În lucrarea sa, preotul Constantin Matasă ne prezintă un episod din perioada în care Familia regală avea reședința la Bicaz. De acolo Familia regală a susținut, cu optimism, deciziile politice și militare ale României. La 1 decembrie 1918, între cei 1.228 de delegați din comunele Transilvaniei, s-au aflat și săteni veniți din Bicazul Ardelean.

Nicolae Iorga a consacré toute son activité politique au soutien de la lutte de libération des territoires habités par les Roumains trouvés sous la domination des empires voisins et de l’union avec la Roumanie. L’adhésion de la Roumanie à la Triple Entente aux côtés de la France, l’Angleterre et de la Russie et le soutien, pendant les années de guerre, du gouvernement libéral de Ionel Bratianu, ont empêché Iorga de participer directement à la lutte des Bessarabiens pour la libération et l’union avec la Roumanie. Il a été auprès des dirigeants de la lutte nationale de Bessarabie tout en soutenant et améliorant leurs projets politiques, économiques et culturels. Il a apporté son appui à toutes les démarches du Conseil d’Etat auprès du Gouvernement Roumain pour obtenir l’aide militaire et politique de la part de la Roumanie.

The author critically analyzes the recent repeal of the Order of the Minister of National Defense no. 14/2008 for the approval of the instructions regarding the organization and implementation of the environmental protection activity in the Romanian Army. Given that it was not possible to identify the entry into force of a new normative act regarding the organization and development of the environmental protection activity in the Romanian Army, the main conclusions of the article concern the existence of a moment of legislative vacuum, as well the need to regulate the issue as soon as possible.
