By modernizing its military organization’ our country aims to build a small army of flexible, high mobility professionalized, equipped with modern equipment, able to carry out its mission as a provider of sovereignty, independence and unity of the State, the territorial integrity of the country and constitutional democracy and participate in the collective defense within NATO general efforts to strengthen and maintain peace and security in Europe and in the world. The civil protection, component of the national security system, evolved from the passive protection to the anti-aerial protection, and then to civil defence and, nowadays, to civil protection. The effects of the emergency situation cannot be avoided but they can be managed and their impact can be reduced. Therefore, preventing the surprise in emergency situations generated by the occurrence of special events is important and necessary, even though the costs occur in the present and the benefits in the future. The National System for the Management of the Emergency Situations (SNMSU) is meant to coordinate the activity of the authorities and institutions involved in preventing and managing the emergency situations with a view to use efficiently the human, material and financial resources necessary for such an activity. Within SNMSU an important role is allocated to the General Inspectorate for Emergency Situations (IGSU), a special body subordinated to the Ministry of Internal Affairs, which has as main tasks: the unitary and permanent coordination of the activity of preventing and managing emergency situations and the activity of the territorial departments for emergency situations, created as separate services. Special roles in the activity of civil protection have the prefect, who is the president of the territorial committee for emergency situations, and the mayor, who is the president of the local committee for emergency situations.

There is concern in many legal systems over the meaning and the implications of the term religion which the law contains. This concern is manifested in those borderline cases in which new religious movements come to the law seeking legal recognition as religious communities or groups. In this article we will deal with the presence of religion through the chaplains in the army, one of the oldest manifestations of religion in the society. We will not deal with the institution in the US legal system which is probably best organized and present with the troops all over the world. We will deal here with the European countries’ situation and laws. One commonality across most liberal democracies today is that their armed forces dispose of military chaplains. Religious freedom for soldiers who have enlisted or are drafted into an organization that as a total institution is not always capable of providing sufficient private sphere for such religious exercise is the main argument made in state-church regimes as different as the French, the German, the Romanian or the Dutch one. In the military, religious freedom is mostly defined as a set of rights to practice one’s religion including the right to access spiritual care. One specificity of the military is that in all these European countries the religious rights of soldiers can be limited if military arises. Second, if there is a right to access spiritual care, this spiritual care is not necessarily denomination-specific even though all of these liberal democracies dispose of at least two different chaplaincies. From this perspective it may not astonish that in France as well as in the Netherlands the Jewish chaplaincy naturally felt obliged to offer spiritual care to Muslim soldiers who accepted this service during times before a Muslimmilitary chaplaincy was set up.

In the article with the title above, the author discusses a problem that has not been approached and treated in a rather superficial way until now, that of the Romanians of Transylvania and Bukovina who have become prisoners in Russia during the first World war and the fulfillment of their desire to register as a volunteer in the Romanian army, thus contributing to the realization of the dream of union of all Romanians in one state. In order to show how real, current and acute this problem is, the author uses, analyzing, the valuable information found in the weekly "România Mare" (Great Romania), subtitled " The sheet of the readily Romanian of Austria-Hungary ", edited by the intellectuals of the Corps of Romanian Volunteers of Russia, under the presidency of Sever Bocu, from July 20, 1917.

Pro Caecina is a speech delivered by M. T. Cicero on behalf of A. Caecina in a civil case concerning the ownership of a farm near Tarquinii. Caecina had inherited this farm from his wife Caesennia, but her former agent, Sextius Aebutius, attempted to claim ownership. This speech was made (usually dated to 69 BC) at the end of a series of actions between Caecina and Aebutius concerning the farm. Cicero explains the history of the situation in the opening of his address in order to demonstrate the reasonableness of Caecina's actions.

The author presents a document from the Romanian Military Archives initially issued by the specialized services of counter-information in 1920. The above-mentioned material contains information about the the sepionnage activity led by Soviet militaiy service at a moment when the Soviet power was strugling to survive and impose its authority over the whole teritory of the former Russia. The Civil War and the war with Poland increased the danger, to Soviet eyes, that Romania could join other countries in their intervention against the Moscow government. This and the endless dispute over Bessarabia transformed the Eastern border of Romania in an area where spies were everywhere.

The Republic of Moldova is one of the former Soviet territories where the communist governing system left the most horrible marks owing to the large number of victims of deportations, hunger, imprisonment, assassinations, etc. There is no complete image of the anti-Soviet and anti-communist resistance in post-war Bessarabia, as it is a known fact that various forms of resistance against the Soviet occupation never really ceased to manifest. This study analyzes the case of the mothers and wives of fighters in the “Black Army,” an anti-Soviet fighting group, active on the territories of regions Chiscareni, Cornești, Bravicea, and Călărași.

The N.I.S.T. agenda describes the activity of the institute’s researchers during the first half of this year. This is a short review of participation in symposiums, round tables, book releases, openings of document exhibitions, where the participants discussed issues related to the access to documents from the communist period and the debunking of certain huge historical mystifications. The exchange of ideas was the great advantage of these encounters and the published works show the true value both of the organizational effort and of this serious scientific approach.
