The paper presents the theoretical and methodological bases of the research project Political Communication in Hungary, 1990 to 2015. The objective of the project is to give a historical description of the advancement of political communication for the past twenty-fi ve years. The method defi nes events, endogenous or exogenous ruptures in everyday politics, as the specifi c triggering points for communications processes, in which the political agents and communities are eager to restore the normal ways of politics. The analyses will search for referential and discursive networks in the communications upon events. Together with social semiotic research, the network analyses will lead to the mapping of political communities within the overarching Hungarian political community.

The dynamics of political control was thus discussed and analysed through numerous theoretical and empirical studies. The management of human resources lies at the bedrock of many researches on the influence of politics over the administration. Some researchers follow a managerial approach to organizational structures from the perspective of communication and information system and study political influences exerted upon them.

How Do Romanian Public Organizations Communicate?

Viata politică institutională si comunicarea politică

The political institutional life offers time and space to political communication, representing that aggregate of the actors’ practices and games which give to the institutions a symbolic visibility, by making evident their intervention in the public space. In this framework, the political and institutional activity will completely articulate the symbolic dimension of the political communication to the reality of the public life. This articulation between the real and the symbolic consistency of the political space becomes obvious by the intervention of the political actors in the space of sociability and the way of putting to action the various strategies that ensure their visibility. In this context, I tried to analyze the most representative aspects of the problem: the presidential communication and its different models, the government and the parliament as collective actors of the political communication and the local communication.

A THEORETICAL FRAMEWORK FOR THE CRITICAL ANALYSIS OF IDEOLOGICALLY DRIVEN DISCOURSES

The present paper sets out to establish the guidelines of a discourse analytical approach for the investigation of ideologically driven discourse. The main goal of the theoretical exploration is to highlight the ideological role of the language in constructing representations of the social world. The idea that ideologies are created, maintained and practiced through language is not novel. Drawing on the achievements of critical discourse analysis as a qualitative method of linguistic investigation, the paper attempts to reconcile the critical view on discourse with the analysis of ideological values, following the guidelines established by T.A. van Dijk. The investigative approach used here is aimed at reinforcing the dialectical connection between language and ideologies.

The Politicisation of the Translation of Media-Mediated Political Texts

In an increasingly globalised world where politics holds a crucial role, political texts, whether oral or written, used for political communication, are not confined to one language or culture alone, but transmitted and shared world-wide. In a politicised world, the translation of such texts requires expertise, and it is the aim of this study to evidence the variables that influence the translator’s competence in a world where the translation practices change permanently. The study is indebted to research in the area of translation and politics conducted by Schäffner (2007), Hatim and Mason (1997), Gambier (2006), Fetzler and Lauerbach (2007), and Bani (2006). The translation of political texts appears to be extremely difficult, given the complexity of the discourse types that make them up, the number of producers (actors) and the multiple aspects involved. The study examines these aspects and additional challenges that arise from the peculiarity of the medium used for the transmission of these texts: the media, and the culture-determined aspects of the discourse. Finally, the study also discusses different political pressures exerted on the translator which result in the adoption of such methods as: ‘foreignisation’, ‘internationalisation’, or rather, ‘deculturalisation’ as transediting processes that translators of such texts are prone to.

Public relations present an evermore important operating area within political organisation in developed democratic societies. The technological advancement and development of contemporary communication channels improve the possibilities of a systematic communication approach to different target audiences. The fact that managing the communication process requires developed competences to apply different communication methods and techniques requires that public relations workers continuously perfect themselves regarding raising the quality of communication, articulation of appropriate political messages, development of organisational culture, as well as managing the political reputation. The paper outlines characteristics of public relations in the world and the current state of the profession in Bosnia and Herzegovina. Important segments of public relations activities, mechanisms of managing communication and the most important activities of political public relations in Bosnia and Herzegovina are presented. With a comparative survey of theory and the research of the state of public relations profession in B&H, the position of public relations within organisations, the importance of education, etc., the authors tend to bring closer the importance and characteristics of managing public relations of political organisations to the public. With the aim of improving the state of the profession, the conclusion, based on the acquired data, determines the current position of public relations in political organisations and offers possible perspectives of advancing the state of public relations profession of political organisations in Bosnia and Herzegovina.

Medijatizacija i društvena promjena: prilog istraživanju medijatizacije politike

The article investigates mediatization as an empirical process and a new theoretical approach. Differences between the concepts of mediatization and mediation are examined, with other new concepts developed by this theoretical approach in the analysis of the interaction of media and social change. The article presents three key perspectives in mediatization theory and the most important authors who preceded it from the communication and media field, as well as from the broader social scientific theory (mainly sociological) which forms the basis for the contemporary research into the dynamics of mediatization. Cultural, material and institutional perspectives in the mediatization approach (the institutional also including the mediatization of politics) are analyzed in respect to their understanding of the historical periods in which mediatization takes place, of communication media, broader theoretical frameworks, and the results of empirical research. The article concludes with an analysis of the reception of the mediatization approach in Croatia in light of the progression of mediatization changes from the macro perspectives of the media system and the micro perspectives of the information habits of the media audiences.

Latviešu un čehu politiskā diskursa pragmatiskais konteksts

The paper is devoted to the issues related to the analysis of political discourse in terms of identifying the pragmatic context in the texts of the transcripts of the speeches of famous Latvian (Laimdota Straujuma, Ivars Godmanis, Valdis Dombrovskis) and Czech (Miroslava Němcová, Karel Schwarzenberg, Bohuslav Sobotka) politicians. As the most significant factors of the pragmatic context the addressee factor, the place factor, the time factor, the event factor and the factor of the phenomenon are identified. To influence its addressee and achieve the goal of the speech, the politicians use various appeals to names, events, phenomena that are significant for the nationʼs consciousness, and which allow to efficiently influence the audience. Politicianʼs methods include the actualization of information, the selection of advantageous facts (also known as agenda setting/agenda cutting), the nomination of the addressee, orientation in time and space, appeal to precedent names, events, phenomena. In the course of the analysis of the transcripts, the most frequent and characteristic factors of pragmatic context and stylistic devices of each of the selected politicians were revealed.

ACCEPTABILITATEA DISCURSULUI POPULIST RADICAL DE DREAPTA ÎN MENTALUL PUBLIC. O ANALIZĂ DE CONȚINUT A PROGRAMELOR POLITICE POPULISTE LA ALEGERILE DIN FRANȚA ȘI GERMANIA, 2017

Considering that populism, whether as an ideology or as a discourse, has at its core the dichotomy „us” versus „them”, which can take different forms, according to social contexts, this paper aims to identify and compare, using qualitative content analysis, the populist content of two political programmes debated in the elections this year: the presidential programme of Marine le Pen, from the French Front National and the Manifesto of the Alternative for Germany party in the federal German elections. This paper argues that populist outsider parties are contributing to the acceptability of intolerance in the European public space, through radical speeches built on a confrontational logic, which would have been minimalized and definitely rejected a few years ago.

INSULTS SPEAK LOUDER THAN WORDS: DONALD TRUMP’S TWEETS THROUGH THE LENS OF THE SPEECH ACT OF INSULTING

While insulting opponents is not something alien to politicians and political campaigns, Donald Trump has added a new dimension to it by making it almost a part of his daily routine. Moreover, his insults are often blatant and outright, rather than subtle and disguised, which sets a new tone to political discourse. The goal of this paper is to establish whether his insults are random rants meant to vent his anger and frustration with his critics and political adversaries, or rather a part of a calculated strategy aimed at political gain. The results of the quantitative and qualitative analysis of the corpus, which consists of 915 tweets published by Trump over a four-month period, and which was done within the methodological framework of the speech act theory and, in part, cognitive linguistics, show that Trump’s insults are not based on impulsivity and randomness. The results also suggest that, based on the way the illocutionary effect of insulting is achieved, his insults are realized in three distinct patterns: derogatory nicknaming, conventional and indirect insults. The recurring framing of political opponents by means of derogatory nickname-calling, by far the most common type of insults identified in this study, reveals a higher-level agenda on the addressor’s side.

IDEOLOŠKA POLARIZACIJA U GOVORNIM ČINOVIMA UNUTAR POLITIČKIH GOVORA

Political campaigns often polarize relations between opposing political parties so as to emphasize their ideological differences. In the analysis of political discourse the concept of speech acts is important as they represent pragmatic units of text within which we can single out a number of polarization strategies aimed at achieving the ultimate perlocutionary goal in voters, and that is voting for a particular political option. The speech act theory by J.L. Austin and J.R. Searle as well as pragmatic theories by H.P. Grice and P. Brown and S. Levinson can help, but only up to a point, in interpreting political discourse, since they do not take perlocutionary effect into consideration. However, critical discourse analysis, advocated by N. Fairclough, R. Wodak, T. A. van Dijk and P. Chilton, some of its most prominent representatives, views language not only as a phenomenon in permanent interaction with society.

In this paper, the author would like to acknowledge the contribution means of communication have given to the sturdiness of the civilian population, in times of security crisis, based on Ella Ben-Atar's work, a qualitative research which examined the role of the educational radio in regards to the topic of sturdiness in times of an emergency, using the conversation with radio listeners format, during the security crisis in Israel which took place during "Operation Pillar of Defense" in 2012. The research was done in the "Kol Hanegev" (Voice of the Negev) radio station, which is located in Sapir College in the southern parts of Israel and is being manned by B.A students from the Department of Communication.

Javni mediji u ulozi (dez)integracije bosanskohercegovačkog društva

Public media in European practice are the important factor of integration and constructive impact of the democratic process. For their position and influence in the media market parameter of priority is not viewer rating and contents commerciality of which depends the marketing income. Their role is to inform, truthfully and objectively all citizens in the country, regardless their ethnic, religious, political and other commitment, on all important news and cultural values of that society. Therefore, they are financed by public funds, directly from the citizens, so as not to be influenced by the government in the program production. This means that the state should enable business sustainability and independence in the process of editing and programs production. Such position and role of the media is the interests of the general public. Otherwise, the public media become the powerful means of oligarchies in power in realizing of their political interests and goals which ultimately leads to divisions in society and disabling the right for citizens to be timely and objectively informed. The example of undefined position and the public broadcasting services role in Bosnia and Herzegovina clearly illustrates these trends and social consequences. The existence and the credible function of the public broadcasting system in Bosnia and Herzegovina today corresponds to the interests of all those who see the state as a unique and indivisible plural society in which all its peoples can live with each other instead of living side by side. However, considering the multi-year agony of the public media service, we could say that there is a real possibility of disappearance of such forces impact, due to insufficient awareness and knowledge about the importance of public service media in the democratization of society.
