Considering the level of preservation of the archival documents created during the operation of the Serbian Orthodox Church in the first half of the 20th century, and bearing in mind the needs of its usage in scientific and research purposes, the application of the principle of liberal provenance will be the most successful system in making these documents available to historians and publicists. Despite the discontinuity of the existing archival documents, that is, the possibility of their usage as sources of information, and the differences in office management, a strong and single-minded choice of the archivist to use the principle of liberal provenance enables the clarification of the management structure of the archival documents’ creator. This further enables gaining a quick and adequate insight into the document production of the Holy Synod from 1920 to 1940.

SREÐIVANJE VRLO MALIH FONDOVA U DRŽAVNOM ARHIVU U VARAŽDINU, ARHIVSKOM SABIRNOM CENTRU KOPRIVNICA

When it comes to various record creators, of which very few records ar left after disposal, it is necessary to consider all the facts and try to determine how to make the creators “visible” in the Inventory of record groups while at the same time avoiding to produce “crowded” review of record groups, which again makes creators “invisible”. From all this I can conclude that when allocating the record group number, this should not be done automatically to each creator. Other elements should be considered either, which are necessary to create a separate record group of the material left by a creator. We should take care whether in doing so we again make the creator “invisible” and whether the records of this creator are really interesting to researchers or we are just producing a false image of the material in the record group by allocating the number to each creator.

ČUVANJE I ZAŠTITA ARHIVSKE GRAÐE ZADUŽBINA I ZADUŽBINARA U ARHIVIMA VOJVODINE (PRIMER FONDA DRUŠTVO ZA SRPSKO NARODNO POZORIŠTE U NOVOM SADU)

The author in his work on the case of the Fund F.35 Society for the Serbian National Theatre actualize the issue of collecting and storing documentation related to legacies and endowments, legacies and bequests and benefactors who have contributed and to permit operation of many cultural institutions. Their contributions, which were characterized as endowments (funds), legacies or charitable donations, greatly helped institutions were thus financed, that their activity. One of these is the Society for the Serbian National Theatre in Novi Sad, which is a patron theater group SNP, was collecting funds that were directed to financing the theater group. The paper emphasizes the neglect archives for resolving the status of the documentation, which is simply scattered on the funds in the archives (if and preserved) or can be located at other institutions of protection, and often also in private collections of various collectors. The attitude towards this documentation is author of this article is unsustainable and it concludes with the suggestion solution to improve this condition. The basis for the improvement of relations to this documentation by him achieving better cooperation owners of archives relating to endowments, legacies and benefactors. This particularly refers to the realization of joint projects these institutions, on presentation of documents, which promotes commitment benefactors to contribute to enable the creative work of the institutions, which were bequeathed his immovable property or financial assets.

Archive holdings and collections in the field of education make up a significant part of the archive material in the archives of Bosnia and Herzegovina. Most of these funds are incomplete. The paper points to some shortcomings of archival theory and practice when it comes to overall system of evaluation of registry and archival material. Particularly noteworthy is the issue of the incompleteness of archival fonds and collections in the field of education and points to the possible improvement of the situation with, among other things, analysis of experiences of the Archive of Tuzla Canton.

DOSTUPNOST ARHIVSKIH INFORMACIJA

The author points out a personal statement, made on the basis of many years of work in the Archives of Yugoslavia, that the archival material, at the present time, and inevitably in the future, as located, arranged and worked on in archives, by nature and, even, necessarily be available such information - group or individual. From the initial availability only informative resources on archives (inventories, lists, registers, Abstract, etc.), Progressed to the availability of information about individual archive documents and data in them. It contributes to the development of information technology, which encourage and even coerced archives to use them. Technological development also provides fast access to archival information (scanning, digitizing, etc.) and their transfer to the destination of their customers, who do not have to come and reserve time on research in the archives. Availability of archival documents and archival information will face three major problems: a) the will and ill-will state administrations for their broader or narrower availability, b) supporting the development of legal regulations (legal and regulatory) and c) for a faster and more extensive bandwidth of archival information, which can be slow, due to uneven standardization and outdated technology. At the end of the paper sets out the proposals for solutions to basic problems in the availability of archives and archival information.

The Office for the Protection of Yugoslav Assets Abroad has been established at the Ministry of Finance of FNRY. The organizational connection between the Office and the Ministry of Finance, resulted from the nature of work of the Office, namely from the fact that the tasks of the Office for the Protection of Yugoslav Assets Abroad reflected the inflow and outflow of foreign exchange. Although it was organizationally connected with the Ministry of Finance, the Office through its work gained the necessary independence, and, in relation to domestic and to foreign entities, established itself as an independent institution.

NESREĐENOST ARHIVSKE GRAĐE I DRUGE PREPREKE SLOBODNOM PRISTUPU INFORMACIJAMA U ARHIVU REPUBLIKE SRPSKE

A basic democratic right of any person is free access to information. This right is supported by many international conventions, and it is incorporated in our own legislature. Archival institutions play a key role in the realization of this right, primarily through its user services. Laws and bylaws on archives and freedom of information make up a legal framework for implementing international standards on accessibility, while at the same time, they protect the public interest and individual privacy. There are other exceptions as well. One of the basic rules within the archival profession is the right to limit the use of disordered archival material, that is, not properly arranged and described material. Damaged records may also be withheld, or their use may be allowed with the special permission of responsible officials, granted that users apply extra care while handling them. In comparing the Law on Archives and the Law on Free Access to Information, we will analyze the rights granted to citizens, the obligations given to those who control the records and contained information, and the exceptions that may be warranted by specific situations, which are made possible by both of these laws. In the final analysis, we will see how these formalized solutions affect the user services of archival institutions and the users themselves, namely, the citizens.

OBRADA ARHIVSKOG GRADIVA NESREĐENIH FONDOVA

Expert processing of archival funds, which were taken in the archives in disorderly state, forces an archivist to adjust to the situation. The times when the descriptions of material by the technical units would be sufficient to archivists, and users, are gone. We try to have archival materials listed and are available to the user quality lists from which to obtain the first information about the material, that archives are kept. Listing of the levels is required, at least in the field of business (economic) funds, new approaches and resourcefulness. According to the experience of the physical editing of archives, thus re-establishing physical (original) planning of archives, possible only in cases where the fund taken over material does not include more than 50 archival boxes of materials. This is certainly depending on the space available in which archivist physically regulating material. Our warehouses are too small and crowded for such a job, offices are too small for sorting materials by categories. The virtual establishment (original) of plan is an ideal solution for cataloging large unregulated funds, which guarantee a successful review of the list of archives, which is meaningfully regulated. Users “see” this dispersed material as proccessed one.

Archives and single documents of permanent value, created by citizens and families, given the importance of them, occupy an important place in the overall archives of Bosnia and Herzegovina. This is evidenced by dozens of extremely valuable and important, but also frequently used personal and family collections, downloaded and stored in archives in Bosnia and Herzegovina. Same represent significant historical sources, essential for research and understanding of certain historical processes, events, people and phenomena, the narrower or wider area. However, in order that those collections were made functional, concerned primarily archival should be valorized, protected, expertly handled in the archives, it would eventually be made available to researchers and users. It is not only formal enforcement, more substantial action in the profession of legal jurisdiction. Therefore archival service of Bosnia and Herzegovina must clearly and unambiguously point out these facts, and determine a strategy of action, in order to thwart the activities of other institutions and individuals, who under the law, perform obtain of archival. Therefore, archives and archivists must further engage in order to obtain archival of individuals and families within the law, or by the archives. Only in this way will be subject archival expertly and professionally cared for, handled professionally and technologically protected. This will ensure their long-term protection, but also putting them into operation for customers, which is the ultimate goal of every archive.

VREDNOVANJE MEDICINSKE DOKUMENTACIJE U JZU UKC TUZLA

Evaluation of medical records is of crucial importance for the archival profession and science. In order to successfully exercise its function, and justify the role it plays in society, the Institution has to fulfill the duties and devote needed attention to the office and archival business regarding medical and archival issues and thus approach the issue of evaluation of medical and non-medical documentation. Only in that way we can achieve the real goal, which is consistent evaluation of medical and other documentation, not only for development and the needs of medicine as a leading science in the world, but also society as a whole. To make use of medical records more efficient and easier, it is necessary to enter into the process of infomatization and creation of electronic databases in accordance with established norms and standards in this field. This issue will be given special attention in the future, and therefore show a high degree of responsibility in the evaluation of medical records by our institution.

International standards for classifying and listing of archival materials are applicable (functional) for archival profession in Bosnia and Herzegovina. Experience of archivists in the Archives of Tuzla Canton clearly confirm this statement.Selective approach to the application of these international standards stipulates a number of factors related to the lack of uniform legal archival legislation in Bosnia and Herzegovina, a certain conservatism of the profession in terms of satisfying the usual means of professional work, fear of change, understanding of international standards solely as something designed for informational structures, etc. Where these benefits may be less significant application of international standards, in whole or in part, is significantly higher. The pragmatic reasons are absolutely consistent with application of international standards, with due respect for specifics that come to the fore as a result of fragmentary archival holdings.

In the socialist countries with one-party system the normative regulation of legal protection of private archival material (private archives) has not been satisfactorily resolved. Private archives are considered archives of family and personal archives, archives of religious communities, archives of private companies ( prevailed only social-state-owned enterprises), as well as archives of prominent figures from the political, cultural and public life and the like. After the multiparty system was introduced and the sudden privatization of social and partly state-owned properties was happened, the number of private archives is increased. The sudden turnaround is required and requires adequate legal regulations. The transition affected all the countries of the former socialist system. The question is which are authority of archives toward archival and registry material, which transition process transferred state property in to a private ownership if it is not expressly required by law? The author deals with the issues of legal protection and the process of using private archives.

VAŽNOST SREĐIVANJA GRADIVA PRILIKOM STEČAJA/LIKVIDACIJE

Due to problems arising in accordance with the reduced scope of work and loss of market opening leads to bankruptcy of bankruptcy debtors. In this situation it is important to define the status of archives. It is necessary to free up space, and extract part of the material to which retention period has expired. It is necessary to provide accommodation or archives that is important for the history of culture for the exercise of any rights of workers who are employed or were employed by each holder, whether it comes to project documentation, which can be used in future work. Often happens that the unsettled state of the material in the opening line of bankruptcy, holders when opening archives. The original order of records disposal certainly there is only the lack of concern about creating a material issue in regulating material. It is important to provide accommodation that is material or permanent nature or in accordance with legal provisions and deadlines to keep still be kept. Noticeable problem is the lack of space and at the National Archives of Slavonski Brod and also at holders who have the same responsibilities and essential communication and cooperation between all entities involved in the problem sorting this material. Usually the material in such a situation, the disorderly state and regulating access to important material. It is important to separate the permanent and the material that must be protected from material that can extract. The whole process takes place in cooperation with several entities, including courts, local governments and with others above materials can be disposed of. It is important to provide new accommodation to provide further material and care of archival records in accordance with the legislation. Stated material is submitted after liquidation of the holder in the space provided in any premises Archive, Court or local governments.

INTEGRACIJA ARHIVSKOG INFORMACIONOG PROSTORA RUSKE FEDERACIJE NA BAZI JEDINSTVENOG KLASIFIKATORA

This paper presents the issue of integration of archival information of the Russian Federation on the basis of a single classifier, where he pointed out the importance and role of automation technology in the process of building a single information space of the Russian archives, and the importance of classifications for organizing automated access documentary information archive funds of the Russian Federation . The authors pay special attention to the issue of making a special classifier documentary information (EKDI) AF RF, its structure and significance, pointing to the universal character of the classifier, and the possibility of its application to the local databases, as well as the integrated database of Russian archives. In this way, through the classifier, simplified the process of access to information, and the effects are much better than the traditional approach to information.

In Slovenia we have a whole range of solutions for providers of electronic storage. The choice of providers in the comprehensive legal framework suppliers is sometimes a big problem, because for selection of one of the bidders we need a good knowledge of legislation and regulations. The vast majority of this is the key to legally valid archive in electronic form, because the Archive of RS set strict rules that need to be renewed every year, to keep the process of Accreditation Service valid. So far it was managed only by three providers of electronic storage.

PROCES IZDVAJANJA BEZVRIJEDNOG REGISTRATURSKOG MATERIJALA KAO USLOV ZAŠTITE ARHIVSKE GRAĐE U NASTAJANJU

An important part of the process of protection of developing archives is separating worthless registry material at the maker of the archive. In order to begin this process in registries, it is necessary to comply with the law on establishment of lists of categories with the consent of authorities. The provisions on penalties enabled archives to significantly influence implementation of these law provisions; however the archives have not been implementing them. It is necessary to file legal complaints against the irresponsible registries regarding implementation of these legal obligations. The process of categorisation of registries in Republika Srpska has not been fully completed, and that pending responsibility has to be finalised as soon as possible. That would help better supervision over registries of I and II category, as well as create conditions for better protection of developing archives, which is our final goal. It is of utmost importance to establish lists of categories of registry material with time-limits to the lengths of keeping them, which is a precondition for correct separation of archive material from registries. It is also very important to harmonise time-limits of keeping materials in entities and at the state level. In that sense, it is important to establish orientation lists for more activities with provided legislation, which is one of the programmes tasks of the Association of Archive of Bosnia and Herzegovina.
