- Summary/Abstract:The report presents a comparative analysis of different policies and approaches for management of centers of excellence (CoE) and centers of competence (CoC) in the context of the convergence of science and technology policy. The potential challenges to its successful implementation in Bulgaria are outlined. Best practices and management models in the USA, UK, Denmark and Finland are discussed. Among the main problems in Bulgaria are the short horizon of integration between the efforts of universities and research organizations on the one hand, and business and public sector on the other, the lack of private investments for the development of research, the need for reforms in higher education aimed at improving the quality of education.

- Summary/Abstract:The paper offers a definition of the notion” aerospace sphere”. There are formulated the basic components of the Early Warning System for crises and conflicts in the Republic of Bulgaria and their content. The need of a cosmic segment of the country and the tasks it solves is well-founded. Unmanned aviation systems are offered to be used for post- satellite (sub-satellite) monitor in crises processes with different nature.

- Summary/Abstract:In the current paper is carried out profiling of the fan stage of a high-bypass turbofan engine. The law of permanent circulation of the flow withentpreliminary rotation in front of the working wheel is applied. In order to provide acceptable values of the parameters of the stage there is a linear reduction of the work transferred to the air flov in the area of the first stage. Supersonic profiling of the cross sections of the biggest radiuses is applied.

- Summary/Abstract:А system is presented designed for decomposition of the aerodynamic load on tensiometric balance with outer suspension that ensures transformation of the arbitrary oriented aerodynamic force and moment into six simple tensile forces, which could be measured by standard sensors for digital utility scales. The geometric problem of defining the direction cosines of the suspension wires given the suspension geometry is resolved. Matrices for transformation of the complex load projections into six simple tensile forces are derived. The errors are estimated due to deviations in the suspension geometry. A short description of a project of tensiometric balance for the wind tunnel of “Aviation” department of NMU is presented.

- Summary/Abstract:The power supply is built on a modular basis, in the case of four independent modules. Each of these modules may be selected with a suitable voltage and current consumption, depending on the wishes of the user. This unit is designed and built from 3 standard low voltages and one high voltages of 2000 V. The output voltages are well filtered and protected from short circuit. Installation of smart functions in electronic devices gives them greater autonomy and reliability. Each module is duplicated and connected to the scheme " wire OR" to other analogous thereto. This allows in case of damage to one of the modules automatically to include the other. Rechargeable battery supports all the voltages for a specified period of time when the main power fails. When main power is restored, the emergency is turned off and the battery goes into charging mode. Power supply is assembled from the factory ready-made modules from leading technology companies. These characteristics of power supply enabling him to work with high reliability on board space stations and unmanned aerial vehicles.

- Summary/Abstract:In my article I give a short review about the basics of the reactive rocket engines. The basic engine designs of the solid and liquid fuel rocket engines, and some examples how they were used throughout the history. I give a short explanation about the technology that made possible to effectively destroy ballistic missiles. With the help of a recent event, I will demonstrate that, the surface-to-air missiles are capable of intercepting, and destroying an unserviceable satellite.

- Summary/Abstract:The problem of developing efficient and economical technologies to ensure reliable gas turbines is one of the most important tasks for the further development of gas turbines construction. In the industrialized countries, new technologies are being developed and improved in connection with gas turbine blades' protective coatings. Of interest are the coatings obtained from metallic and non-metallic materials by high-speed electron-beam evaporation and subsequent vacuum condensation.In this regard, the technological difficulties in cooling the blades and reached maximum in the development of metallurgy of heat-resistant alloys show that the improvement of the gas turbine engines (GTE) parameters should be sought in qualitatively new blade protection systems and the transition from traditional heat-resistant to heat-shielding coatings (HSC).

- Summary/Abstract:The use of casted turbine blades from heat-resistant nickel alloys with directed crystallization and single-crystal structure in aviation gas turbine engines allows a significant increase in their operational properties. The basic idea of alloys with directed crystallization is the winding-up of the grain boundaries and the perpendicular direction of the centrifugal forces, i.e. to exclude the possibility of sliding and destructing the boundary between the grains in the structure of the material. In monocrystalline alloys there is no boundary between the grains and therefore the corresponding material has the highest strength.

- Summary/Abstract:In recent years, much attention has been paid to single-crystal turbine blades for gas turbine engines (GTE). In addition, uncooled blades, which are manufactured in large quantities and are required to demonstrate high performance properties, occupy a central position. Then (sometimes in parallel), the "cooled" turbine blades are created. Here we will look at some of the peculiarities related to the problems with the creation of uncooled and cooled working turbine blades for GTE. The possibilities for efficient cooling of the turbine blades through the existing and promising methods are analyzed. The relationship between the temperature of the gas and the highest possible metal temperature of the blades in different cooling modes is established.

- Summary/Abstract:In modern gas turbine engines (GTE), the rotor blades of the turbine are made of heat-resistant nickel alloys. The properties of these alloys in combination with the construction solutions predetermine the permissible operating temperature of the gas before the turbine, on which depends the main engine performance: thrust, economy, resource, etc.However, heat-resistant nickel alloys do not provide sufficient resistance against the impact of the aggressive environment of the engine gas flow. In the case of chemical corrosion on the surface of the metals, different compounds are formed - oxides, sulphides, chlorides and others.For protection against high temperature gas corrosion of the blades in today's engine building use heat- and corrosion- resistant coatings, that are applied to the outer and inner surfaces of the cooled blades. The use of protective coatings enables a significant 3 to 5 fold increase in the blades’ resource.In the present study, attention is focused on two main types of coatings diffusion and condensation in order to clarify and evaluate their structural and technological capabilities for reliable protection of turbine blades.

- Summary/Abstract:Looking at the most significant events in the past 3-5 years in the field of security and defense, we can come to a somewhat unexpected conclusion, namely that they are a kind of prologue for far greater transformations. Many of them are connected, directly or indirectly, to each other, but to each of them individually, we can draw some conclusions. Looking at these conclusions, we can assume the direction in which the Common Security and Defense Policy (CSDP) should develop in the future and whether or not the creation of a single European armed forces is needed.

- Summary/Abstract:Storing material resources is a back-up function of military logistics, but its proper organization and successful improvement is a guarantee for effective and efficient realization of the whole logistics support process. Currently, many warehouses at the various command levels are not necessary due to decrease in stock volume. This leads to significant staff reduction as a result of the elimination of military units and staff changes in warehouse structures, but at the same time staff duties are not reduced. The objective reality at the moment shows that warehousing activities are carried out through tolerating many and considerable omissions or compromises. For this reason it is advisable to elaborate the whole warehousing process in the Bulgarian Army (BA). The aim of this study is to analyze the state of logistics and warehousing in the Bulgarian Army.

- Summary/Abstract:The paper gives a short overview on military bases, interprets their establishment and their empolyment in a historical context. The essay talks about the types of overseas bases, which types represent different levels, measures of installations, furthermore gives a review on their attributes, considerations of their establishment putting the focus on air base specific issues. The last chapter shows, from the percpective of the statement that Air Power is an inherently offensive entity this is why its overseas employment is fundamental and obvious, that how air bases supported geotrategic endeavours conducted by Air Power during the 20th century and which tendecy can be expected. Finally, the paper highlights which are the basic attributes and requirements of air bases in the morror of the employed warfighting assets and organisation method, and interprets the basic properties of the bases of other services than Air Force.

- Summary/Abstract:In 2018, 140 years have passed since the establishment of the military education system in Bulgaria. Almost concurrently with the military education system, aviation education has also been developing. Deployment of well rationalized and organized chain of specialized military training units took place in Bulgaria. Among them, with its contribution and activity in favor of the development of the Air Force stands out Junkers training wing, deployed at Sofia Airport. Taking into account the fact mentioned above, this exposition aims to distinguish the role and the place of this remarkable training unit, that gave wings to hundreds of men who stand up for protection of the Bulgarian sky during the years of the worst hardships for Bulgaria during the World War II.

- Summary/Abstract:The actions that took place in the Bulgarian sky in the period 1943-1944 led to a radical turn in the social and political life and in the fate of thousands of Bulgarians by extending the air warfare over the entire territory of the Kingdom of Bulgaria. The focus of this study is the first of series of three combined day-night raids against the capital Sofia, conducted during the second stage of the allied offensive air operation. The main purpose of its implementation is to compose objective assessment of the events on the basis of a comprehensive analysis of the actions of the two groups that met in the sky over Sofia.

- Summary/Abstract:This scientific report is dedicated to the 75th anniversary of the air fights in the sky of Bulgaria in 1943. It is a reflection of the "symbolic war" announced by Bulgaria in 1941 to the Allies (Great Britain and USA). Only two years later that symbolic war becomes real, destructive and murderous. It began in 1943 with the organization and conduct of the allied offensive air operation against Bulgaria, which was accomplished in two stages. The first began on 14.11.1943 and ended on 20.12.1943. The second began on 04.01.1944 and ended on 17.04.1944. The Anglo-American air raid on December 20, which is the subject of this study, finalizes the air offensive, launched against Bulgaria in 1943. The main purpose of this report is to analyze the actions of the Bulgarian Air Force and Allied Aviation on this combat day, and on this basis to draw conclusions on the effectiveness of the fights for both participating groups.

- Summary/Abstract:In the near future the Bulgarian Air Force will use outdated aircraft, produced within the late 1980s and early 1990s. The same is for their armament included guided missiles. The budgetary constraints make the strategy of acquisition of the new ones difficult to implement. The only option available is prolongation of the life cycle, based on scientific and expert approach. - Summary/Abstract:An opportunity of extending of the life cycle of LED lamps, by modifying of the electronic diagram of such illuminating devices. To the LEDs, connected in chain, multi-layer p-n devices –DIACs, are added in parallel. Some additional electronic components, to improve modified circuitry are proposed. The conclusions on effectiveness of the submitted modifications are reached.

- Summary/Abstract:This report proposes the development of an electronic device to measure two parameters of LED lamps - temperature and intensity of light. The device is designed on the basis of a single-chip microcontroller and provides the possibility of visualizing the data measurements on a computer screen as well as recording them on a hard disk for further analysis. The main scheme of the stand is synthesized and the algorithms of the microcontroller and the graphical interface are developed.

- Summary/Abstract:In this report a modification of LED lamps by reducing of the operating temperature of the LED crystals is proposed. А Research on lamps with three different values of the power has been done, with modifications that increase the irradiance. A previously performed electric device is used to measure the temperature and illumination of the LED lamps. A comparative analysis of the results is made and the main conclusions and recommendations are derivate.

- Summary/Abstract:An opportunity of reducing of the overload in a small air compressor, both in the air pump and in the power supply unit, by means of an electronically controlled non retard valve is discussed. The main electronic parts of the system are a forming stage, a mono-stable timer and an electromagnetically controlled valve. Some calculations on parts of the systems are made. The conclusions on workability of the constructed device are reached.

- Summary/Abstract:By increasing a bit rate and an optical fiber length, there is a need of new methods for a regeneration and an enhancement of the optical signal. One of the newest methods of that kind is associated with optical amplifiers based on nonlinear effects. The report explores the impact of Amplified Spontaneous Emission (ASE) on the amplifier gain of the Raman amplifier. Examined on two types of optical fibers at different power and wavelengths of the pump.

- Summary/Abstract:Today’s developed digitalisation, coupled with the introduction of Internet in most social spheres, leads to critical alterations in the social way of thinking. We are witnessing Big Data bases, as well as unexpected and unanticipated in their scale conflicts in the communicational interactions online. Required is an alignment of these newly-developed phenomena to the philosophical ideas for ethics and truth. Cases, such as the instance with Cambridge Analytica, prove a case in point to the topicality of the problems. Today’s conflicts, resulting from the accumulation of information in the Big Data bases, are presented as a reason to point researchers’ interest to the matter of finding an ethical solution. Used are existing elaborations, in addition to publicly available in the media materials. Presented is one working algorithm for generating fake news. The paper also features and elaboration on the logical grounds of the Big Data’s role in this process. Although partially, shown is that in the circumstances of informational domination and intensive exchange of messages, a new approach to the understanding of the idea of truth is required, as well as the common philosophical concepts of relating ethics with virtues, duty and practical values.

- Summary/Abstract:The post-cold war period has witnessed an increased demand for English language education worldwide. In line with the imperative of quality education, the role of the EFL teachers as ‘agents of change’ has been brought to the forefront. In a globalized world, a radical shift from traditional methods to more learner-centered approaches becomes a sine qua non condition for success. Within the globalization framework, the role of the EFL teacher is seen as highly significant in terms of the successful implementation of innovation and change. If teachers want to act as effective “agents of change”, they need to modify their deadly routinized ways of teaching. Successful implementation of innovation and change cannot be achieved if teachers, not least the more experienced and long-servicing members of a teaching community, still cling tenaciously to their traditional-based teaching. Teachers are the linchpins in the implementation process, as it has been posited. The knowledge that they have and the beliefs that they hold about teaching and learning are likely to affect their abilities to adopt innovative approaches. Thus, it stands to reason that teachers are probably the people who can most powerfully and positively impact their learner’s lives. This puts a high premium on teacher’s roles and ethical responsibility within the community. It is in this context that the role of teachers as agents of change is significant; they must accept to become themselves learners of teaching and teachers of learning, and therefore incarnate the models who demonstrate flexibility and adaptability.

- Summary/Abstract:In this paper English teachers from two military higher educational establishments of Ukraine share their experience on the ways of increasing cadets’ motivation to learn ESL. The article briefly analyzes the relationships between extrinsic and intrinsic motivation. It focuses on practical methods/techniques to boost students’ motivation in order to enhance the efficiency of the lessons, raise students’ self-esteem and encourage them for language learning. The article deals with material development issues, lesson activities, extra-curriculum clubs, teachers’ cooperation and choosing appropriate resources to make students be more engaged in the learning process.

- Summary/Abstract:The paper presents analyses of some of the studies presented in the literature in connection to sustainable development research in the context of competence development and capacity building. The implications are discussed as applicable to the Arctic potentials for sustainable development and are considered in a complex approach proposed to be the basis of an integrated model for project and innovation. The development of an integrated approach to the development of competence and capacity building for sustainable development in the Arctic is possible taking into account the needs of the environment, as well as a population capable of wisely and correctly using its opportunities for the common good. The human, social potential of the Arctic zone is the basis for the success of the implementation of projects and programs aimed at accelerated and diversified regional development. Disclosure, preservation and enhancement of the social potential of the Arctic is a priority task for the implementation of these projects. Careful attitude to the mineral resources, vegetation, animal and cultural-historical heritage of the Arctic will allow to observe the principles of humanism, rational nature management, and also to demonstrate the foresight of developers and project implementers to the opportunities of the Arctic zone. The success of the implementation of the project for the development of the Arctic zone can be built only on the basis of a balance between the real capabilities of people, nature, technology and the economic feasibility of certain activities. Budgetary allocations, supplemented by private investments, will have a long payback period, and each project participant should be prepared for this scenario. An integrated approach to the development of competence and capacity building for sustainable development in the Arctic will be implemented provided that all ministries, departments, invited companies and individual specialists are clearly coordinated over a long period of systematic, stable and efficient work.

- Summary/Abstract:Our organism is a federation of an immense number of cells, each and every one of them also being a microorganism, which lives its complex life. In the meantime, all these cells interact between each other by adequately responding to the input signals and also sending signals themselves. The study of the processes which transform normal cells into tumorous ones led to incredible and unpredictable results: in normal cells has been found a system of interaction with a particular protein, which can be defined as a “system for guarding the genes”. This system protects the cells and the organism as a whole from mutations in the genome. The main role in this system is played by a protein by the name of p53.
