Summary/Abstract: This book collects scientific papers and reports presented on the conference ‘The Membership of Bulgaria in the EU: Seven Years Later’ organized by the International Economic Relations and Business Department at University of National and World Economy (UNWE), Sofia, Bulgaria. The conference, held on 3 October 2014, traditionally provided a stage for prominent academics, dedicated PhD students and professionals to discuss contemporary topics related to multiple aspects of the European integration, its effects on the Bulgarian economy, socio-economic environment, international business and relations, finance and politics. The authors in this edition of the book thoroughly reviewed the economy of the Euro area and the EU as it progresses after the latest recession. A Group of authors focuses attention on the banking sector, monetary aspects and inflation, the development in the Economic and monetary union within EU, the Single Supervisory Mechanism and the overall competitiveness and recovery of the European markets. Cross-border partnership with EU neighbours and related instruments, cohesion among the EU member states, experience with the European funds and corresponding public procurement process are another thematic cluster discussed in the book. The researchers increasingly examine subjects related to the energy policy and security, the EU energy policy development and actions in particular. The contributors review matters related to the renewable energy sources, the establishment of the European Energy Union and other institutional and policy developments on supranational level. Another thematic cycle in the book is related to matters concerning the corporate management, business strategy and marketing, new markets expansion and interculturalism. This is intertwined with papers dedicated to the education, human resource involvement and adaptation to the working environment, research and innovation. ‘The Membership of Bulgaria in the EU: Seven Years Later’ is an annually organized academic event with the vision to foster open dialogue, offer contemporary research and exchange of ideas between fellow academics, policy makers, businesses, stakeholders and the public.

- Summary/Abstract:The presented material analyses the characteristics of economic processes in Ireland that led to the involvement of the country in the debt spiral in the eurozone and later on getting out of a bailout program without a precautionary credit line. Ireland worked out its way out of the debt crisis through increase of competitiveness and economic growth. How Ireland was involved in the debt crisis in the European monetary union is a very cautionary example. The lessons concern mainly the connection between bank crisis and sovereign debt crisis and more specifically the effects of transfer of private bank losses to the state finances. The bank crisis in Ireland, the realization of the unlimited state guarantee for the bank debts, became a centre of serious economic analyses. The result was that mechanisms for cutting the link between bank losses and state finances in the whole monetary union, had to be found. One of the important characteristics of the marked-out route to getting out of a bailout program is the internal devaluation, but also the social price of Ireland’s success as a result of this measure.

- Summary/Abstract:The creation of the Single Supervisory Mechanism is one of the most important elements for the establishment of the Banking Union for the Member States of the Euro area and for the other future participant Member States under the form of close cooperation. An essential issue in the analyses of the most significant characteristics of the Single Supervisory Mechanism is the distribution of powers between the European Central Bank and the national supervisory authorities of the participating Member States. The European Central Bank becomes the responsible supervisory institution for the supervision over the more significant credit institutions as well as for the Single Supervisory Mechanism as a whole. The national supervisory authorities from the participating Member States also keep some powers in relation to the supervision of the credit institutions. Bulgaria also may begin its participation within the Single Supervisory Mechanism before its Euro area entry. This may take the form of close cooperation with the ECB. It is very difficult to assess whether the powers between the ECB and the national supervisory authorities are distributed in a balanced way. The issue with the Bulgarian participation in the Banking Union is also not an easy one. It shall be highlighted that the participation in that union before the adoption of the euro has its positive and negative consequences.

- Summary/Abstract:The processes of supplementing the economic governance of the Economic and Monetary Union of the European Union developed dynamically the last four years. The elements of the new economic governance of the Economic and Monetary Union are actually mechanisms for economic regulation implemented as part of the EU law or as intergovernmental arrangements of the Member States. The analysis of the implementation in Bulgaria of the new instruments for establishing financial stability, sound fiscal policy and sustainable economic growth shows that the country meets the essential obligations under the application of EU law and the intergovernmental participative arrangements.

- Summary/Abstract:The banking assets in the European Union are subject to research, which traces the development of the aggregate balance sheet indicators since the deployment of the global financial crisis in Europe. The different trends in the banking systems are driven by the banking and debt problems incurred in certain countries, but are also related to the financial recovery measures that have been taken. These factors give reason to examine the processes, both individually and depending on whether they are in countries of the euro area or not, whether the banking systems belong to the developed or the developing economies. The state of the banking assets – in quantitative and qualitative terms – is essential for achieving a Banking Union, the creation of which aims at achieving more sustainable and integrated financial sector.

- Summary/Abstract:This article attempts to demonstrate the stages of development of the EU energy policy. The article also examines the common political goals of EU member countries in the sphere of energy development used as a base for the Strategy "Europe 2020". Emphasis is placed on the Action Plan for Energy Security and Solidarity of the European Commission, which covers five areas of action. Resources through which the extraction of energy required for citizens and businesses, are not inexhaustible, and therefore need to be well and wisely managed. Energy sector is of strategic importance for the EU. - Summary/Abstract:Use of energy derived from renewable energy sources, combined with rational consuming, is considered the best solution to the problems of security of supply, environmental protection and economic development. RES sector is one of the fastest growing sectors of the European economy. Directive 2009/28 on the promotion of renewable energy set the general framework for the development of the sector in the EU, including the European target of increasing the share of renewable energy to 20% of total final energy consumption by 2020. - Summary/Abstract:The processes of interactive marketing research and management projects represent integrative endeavors affecting each other in many areas. The mutual actions are basically simple and well understood, which also exceeded the subtlety and uncertainty in the realization of the desired goals and strategies for quality economic growth and development of all participants , where each process of interactive marketing basically sets or develops numerous steps that can obtain optimal results. The conceptual foundations of this paper are basically focused on the project for quality marketing management , applying the organizational theory and practice which is constantly changing and evolving as a result of the integration processes in the global market where organizations can quickly adapt to the challenges related to time and environmental requirements. - Summary/Abstract:The global economy always raises the question about the performances of the global managers. The aims of the multicultural corporations can only be accomplished by using different styles of management. The managers from different countries in terms of general principles of managing are very similar but in terms of cultural norms they can be extremely opposite and this may cause a problem in communication. The primary task of the international managers is to deal with those differences very skillfully which means to acknowledge and evaluate the cultural differences and at the same time to promote authentic cultural integration and integrative development in order to fulfill the international task. This can be accomplished by learning the key differences important for international communication because the world has become a global village and we should not let fear of the unknown to hold us back. If the uncertainty is avoided this can kill any idea and the power to embrace the unknown and learn about the different cultures i.e. by studying intercultural communication the managers will be able to make decisions in terms of embracing the unknown. In other words, this would be the best strategy to move your business from local to global level in a short time. This paper is a research conducted among experienced international managers that (who) during their international experience take culture as a challenge and condition for successful accomplishment of their organizational aim – successful international business. The issue of differences, language, culture, race, beliefs and traditions are everyday challenge for each international manager.

- Summary/Abstract:The aim of this paper is to present some proposals on how to maximize the impact of remittances on the economic development of Albania. Over 25% of the Albanian population and over 35% of Albania's labor force lives and works abroad. Over 190 000 Albanian families receive remittances from emigrants abroad. Part of the money that is transferred through the financial system, represent an important source of funds for financial institutions and create opportunities for development of new financial products that meet the needs of emigrants and recipients of money from abroad. These transfers may create a greater multiplying effect with more bank deposits and more bank loans. Actually the best way to maximize the impact of remittances on economic growth of developing countries is to implement sound macroeconomic policies and good management practices and strategies, including all economic entities. Good governance, stable banking system, respect for private property, outward-oriented trade strategy and foreign direct investment are some of the prerequisites for increasing the efficiency of the use of remittances in order to achieve faster economic development. The state plays a major role in the development of these key pillars of economic growth, which is supported by the international community. Remittances are interchangeable neither with official development assistance or direct foreign investment.

- Summary/Abstract:A lot has been known about corporate governance structures and principles, but it was not before the Asian financial crisis of 1997 than the wide world got acquainted with the issue thoroughly. Now, a few years later, in a decade of economic and business disruptions, the corporate governance matters are once again in the center of attention. First it was the world financial crisis 2007-2009 and then seemingly inevitable European debt crisis, that made a lot of great minds consider corporate governance issues essential once more. The European Union leaders have taken serious measures at an attempt to control and regulate corporate governance throughout the years by introducing and adopting a series of so-called Action Plans and Papers. Moreover, the union put so much stress on the matter that now every EU member state has introduced a national code for corporate governance for the listed (and sometimes also for the non-listed) enterprises. Bulgaria makes no exception. The report presents the regulatory mechanisms and documents prior the state joining of the EU and the changes made afterwards. The adoption of a National Code for Corporate Governance and its revision sheds light on the endeavors of Bulgarian authorities and enterprises to take on the challenge to contribute to EU's creation and maintaining of a sustainable single market for financial services and products. There is still a lot to be done when comparing Bulgarian corporate governance reality to the ones of some Western countries, but the efforts are in order and continue.

- Summary/Abstract:The aim of the current report is to observe and explore the reasons for the banking crisis from mid-2007 from corporate governance perspective and how in its response the governing principles have evolved and improved on a global and European level, what lessons have been learnt and what course of action has been taken in the banking sector in the subsequent years of recovery. The study focuses on the current Bulgarian legal and "soft" framework (principles and by-laws) for corporate governance in the financial institutions and search to compare and contrast at what extend the notorious corporate governance documents such as the BIS Principles for enhancing corporate governance, the OECD Principles of Corporate Governance and the European directives are embedded in the national codes and acts and adopted by the banks. An emphasis is also put on the recent shock in the Bulgarian banking problems from the beginning of the second half of 2014.

- Summary/Abstract:This research discusses the existence of tendency at a national and supranational level in EU for engagement of more active shareholder participation in the joint-stock companies with the purpose of more optimal corporate governance and enhanced companies’ competitiveness. As a proof is used the availability of legal regulation of the shareholder’s right to include draft resolutions on the agenda both at a supranational level in Directive 2007/36/EC for listed companies and at a national level in a number of European legislations for privately held companies. A synopsis of the regulation of the right to include draft resolutions on the agenda in closely held companies in Germany, Austria, France, the United Kingdom and the Russian Federation is made.

- Summary/Abstract:The report for the conference focuses on the theoretical foundation for the financial and specifically the currency risk management of the multinational company, different types of currency risk and the approaches for its management and control (taken as an example the international company Actavis). Special attention is drawn to the contemporary policies of risk management of the financial risk. The qualitative and quantitative methods for management and control of the financial risk have been reviewed in the report and their link to the profitability of the company. As a conclusion in the report have been summarized the four main policies in the management of the financial risk of the company – risk transfer, risk acceptance, reduction of risk and risk avoidance.

- Summary/Abstract:This article reviews the definition and the functions of the foreign currency and foreign currency used as a reserve currency. The author presents factors that shall be considered when selecting reserve currency and notes the growing discussion among academics and specialists about the substitution of the USD as the dominant international reserve currency. The paper provides evidence and argues about the Renminbi and its growing role in the international business and payments. The author concludes that an imminent fundamental change is expected to be seen in the global financial and currency architecture with the Renminbi taking the lead.

- Summary/Abstract:In recent years there are significant innovations in the logistics and global supply chain management fields. One of them, increasingly attracting interest to both managers and academics, is the emergence of 4PLs – specialized consulting companies that provide the clients with integrated supply chain management solutions. Most experts agree that 4PLs form the future perspective of outsourcing and global supply chain management. However, there is still no single view in the literature regarding the nature of these companies and their role in managing the supply chain. This report aims to present the main features of the 4PL model, and demonstrate the possibility of its successful implementation in the management of today's global supply chains in order to increase their competitiveness. The report summarizes the classification of different types of logistic services providers, are discusses the differences between 4PLs and similar models as 3PLs and LLPs. Presented are the arguments in favour of outsourcing to 4PLs, and its main advantages and risks are summarized. The report ends with a case study of ACS Global Services – a 4PL company, which has successfully positioned itself on the European and Asian markets.

- Summary/Abstract:Modern companies, challenged by globalization, accelerated dynamics and stronger competition in global markets, are facing the need to explore new models for their global supply chain management initiatives. Today’s customers have many competing offers to choose from; they want to receive their order as soon as possible; they have high expectations in terms of quality, service and value they receive and are willing to pay; they often change their wishes. The principles of lean thinking teach companies how to perform only those activities that add value to the customer and increase returns. Lean principles, applied to global supply chain management, enable companies to focus on their customers’ needs, achieving high level of competitiveness and long-term profit by producing high-quality and valuable products and delivering them to the customers in a fast and flexible way. This report presents the concept of lean supply chains and discusses the specific aspects of their management. Summarized are the main ideas of lean thinking and the guiding principles of lean supply chains. The implementation of these principles in various aspects of modern global supply chain management practices is commented, and the benefits and risks in building lean supply chains are discussed.

- Summary/Abstract:Internet communication is an indispensable part of the contemporary international business practice. Internet provides a variety of communication tools such as email, file transfer, mailing lists, bulletin boards, chat systems, text or audio and video conferences, group calendars, workflow systems, collaborative writing systems, decision support systems, etc. The technology contains an important cultural component which is even more salient in cross-cultural communication, that is when the interlocutors are representatives of different national cultures. When selecting Internet communication tools, international business practitioners should consider the barriers in cross-cultural communication. Cross-cultural differences in Internet communication can be satisfactorily predicted on the basis of the national culture dimensions, as elaborated in cross-cultural literature. The paper sorts out contemporary theories about Internet communication and applies them in the analysis of the national culture impact on the structure and dynamics of the communication, taking place in the virtual space.

- Summary/Abstract:The European Territorial Cooperation (ETC) is an important part of the EU Cohesion Policy, which aims at economic, social and territorial cohesion between regions and countries in the EU. A part of it are the cross-border cooperation programs that have a positive effect on the development of border areas through joint activities and challenges in different areas. In the new programming period 2014 – 2020 the priorities and objectives of ETC have changed and developed in the light of the changing circumstances in the environment, social and economic problems and globalizing world. This paper examines these changes, the new priorities of cross border programs and analyzes the cross-border programs of Bulgaria with its neighbors Serbia, Macedonia and Turkey in the past and current programming period. A comparative analysis is made of their main objectives, priority axes and budget perspectives. The report summarizes the findings for the future of cross-border cooperation in the EU and Bulgaria's participation in it.

- Summary/Abstract:The publication is devoted to the absorption rate of the Structural Funds resources in the EU member states during the programming period 2007-2013. A comparative analysis has been made of the uptake of the Structural Funds appropriations in the member states in the programming period 2007-2013. A comparison has been undertaken with the Structural Funds absorption in the programming period 2000-2006. The absorption by states is being analyzed of the funds under the CF, ERDF and ESF in the period 2007-2013. The main reasons for the absorption level and the problems by states have been enumerated. The measures have been outlined which have to be taken to limit the arisen problems. Special attention is given to the absorption rate of the Structural Funds resources and the problems accompanying it in Bulgaria.

- Summary/Abstract:In this paper, the attention is oriented on the reasons of low effectiveness of one of the most expensive policy of the European Union. Based on an examination of the Bulgarian practice in pursuing European cohesion policy – as an approach of decision making and determining national players in this process, in each of the six stages of the political cycle – weaknesses of the model, which has been established in Bulgarian during the first period of its participation, are identified. In addition, to identify adequate ways to remove these weaknesses the correct base is specified. It is worthy to underline, that evaluations are made in the light of the conditions of the useful exploitation of the financial support from the community to cohesion – which are deduced by economic science and presented in the rules and norms of the European Union.

- Summary/Abstract:This report examines the errors and omissions of the beneficiaries, which hindered and delayed absorption of operational programs financed by the Cohesion Fund and the Structural Funds of the EU in the first programming period 2007-2013 and reduced the expected effectiveness of the resulting grant resources. These are presented as weaknesses in the preparation of project proposals, as well as irregularities in the implementation phase of projects already approved. At the beginning of the second seven-year planning period analysis of errors and omissions made is necessary to achieve a higher absorption of the agreed resource and noted significant progress in key areas such as economy, health, education, science, employment, environment.

- Summary/Abstract:This report provides a brief overview and analysis of the role of the Cohesion Fund in light of the country's obligations under both the EU Accession Treaty (following the agreed adjournments in the negotiation process) and the EU law. A summary review of the progress towards the implementation of the set performance indicators, the financial contribution of the EU through the Cohesion Fund, as well as the problems, prospects and consequences of the established low rates of implementation of infrastructure projects in the field of environment is conducted. The process of implementation and meeting the country's commitments under the Accession Treaty, as well as other applicable EU legislation, is characterized by its length and the necessity to utilize significant financial, technical and administrative resources. In view of the above, as well as the lack of significant experience in the implementation of such type (in terms of volume and scope) investment intentions puts Bulgaria in a situation where it is potentially impossible (partially or completely) to achieve the goals in the field of environmental protection and resulting consequences such as sanctions for non-compliance foreseen in the fundamental documents.

- Summary/Abstract:The international flow of technological information and its successful integration into domestic production and management processes are essential for the ability of catching-up economies to compete on the global marketplace and to narrow the technological gaps they face compared to developed countries. Among the most important dynamic effects of regional economic integration is the enhanced possibility of technological transfer among participating countries. The European integration provides such an opportunity for the technological laggard Bulgaria. The objective of the paper is to provide an analysis of market-mediated international transfer of technology in Bulgaria following its EU accession through the following channels: foreign trade, foreign direct investment, licensing. The results show that the process of technological catching-up is not an automatic process and in the case of Bulgaria does not occur as expected given its EU membership.

- Summary/Abstract:Bulgaria ranked at the bottom of the Innovation Scoreboard of European Union. This evaluation by the Innovation Union on the innovation performance of Bulgaria brings a lot of negatives to the country. What are the main reasons for that innovation arrears? The report aims at analyzing and extracting the factors, which lead to this low performance. The focus in the report is set on the first ten indicators, which form the Innovation Scoreboard, as the report is the first part of a comprehensive study. The report’s idea is main factors to be summarized and some additional efforts to be made on improving the final result of the country in the Innovation Union rating. This could be effective only if the government supports not the improving of the indicators themselves, but supports the factors, which lead to these indicators.

- Summary/Abstract:Economic environment for businesses in our country is more favourable than that in 1990-1994. Bulgaria is a member of the EU. Citizens of our country can move freely, work, associate, learn, invent, and use the same goods and services. Domestic products can be offered to more than 500 million people living in the EU. Businesses have free access to all markets. However, the laws in our country continue to be characterized by instability, with conflicting legislation, with an administration not applying the law. All this has a negative impact on the competitiveness of Bulgarian enterprises in international markets.

- Summary/Abstract:Implementation of projects under rural development programs (RDP) is aimed at addressing a wide range of problems in agricultural production, environmental protection and the improvement of quality of life and employment. Despite the uniqueness of each project, in circumstances research and subsequent analysis can be displayed some common elements and consistency in the preparation and implementation. The purpose of this publication is to present a generalized model of algorithm implementation of projects under the RDP to be used successfully by potential and current beneficiaries.

- Summary/Abstract:The object of this study is connected with the problems of human development in the countries from Economic and Monetary Community of Central Africa (CEMAC). The report represents the parameters of this development, in statics and dynamics, for the period from the beginning of ХХI century to the present days. This turns to a base for summarizing the current status and standing of the social-economic progress in these six countries. A comparative analysis between the indicators of the studied countries for the period of the last thirteen years is made by usage of economy-analytical method of approach and descriptive statistics. As a result are determined some actual tendencies.

- Summary/Abstract:The paper presents the dynamics of the external trade turnover between EU and India in the period 2004 – 2012. The growth rates of exports and imports in the particular years, as well as the structure of trade flows, are displayed by graphs. A review is made of the merchandise trade turnover between Bulgaria and India. The terms of trade indices of a single group of commodities from the chemical products category, which are purpose of the bilateral trade, are also examined in the paper.

- Summary/Abstract:In October 2011, Eurozone leaders agreed on a second bailout for Greece totaling EUR130 billion. Similar to the first loan, this one is accompanied by a number of conditions to the Greek government. The significant difference between the two loans stems from the fact that the debt to private creditors must be restructured in order to reduce the amount of the Greek debt. The ratification of the second rescue loan by all parties took place in February 2012. Its amount attempts to cover all the obligations of Greece in the next three years from 2012 to 2014. If the country manages to meet all the economic objectives set out in the rescue plan, it will be able to again make use of benefits and resources acquired on the international capital markets in order to meet its financial needs in 2015.

- Summary/Abstract:Europeans have always been free to travel to receive care in other member states, but if they wished to benefit from their statutory social protection scheme, they were subject to Regulation 1408/71 and Regulation 574/72 about coordination of social security systems. Opportunities to obtain medical services outside the domestic country radically changed in 1998 with two linked rulings by the European Court of Justice. To overcome the legal uncertainty a debate begins on the adoption of Community legislation regulating cross-border healthcare. The article discusses the legislative initiatives of the EU, led to the adoption of Directive 2011/24/EU.

- Summary/Abstract:Within the report is outlined, basically, the mechanism for the formulation and adoption of specific recommendations to ЕU member states in the field of employment policy. In this regard, one of the tools for identifying the key labor market challenges so called Employment Performance Monitor is presented. The correlation between the Labour Market Policy expenditures as a percentage of GDP and long-term unemployment in the EU member states is explored. The Granger causality test between the Labour Market Policy expenditures – total and by type of actions and the number of long-term unemployed for selected countries is conducted. Conclusion for improving the planning process of the Labour Market Policy expenditures in terms of reducing long-term unemployment in the EU is formulated.

- Summary/Abstract:The Regulation (EC) 1907/2006 of the European parliament and the Council known as REACH (Registration, Evaluation, Authorization and restriction of CHemicals) was adopted at the end of 2006 and entered in force in 2007. The implementation of the Regulation is a difficult task because of the complicated field of application that was regulated by more than 40 pieces of legislation in the past. The implementation of REACH creates difficulties for the companies and for the enforcement authorities that have to guarantee the implementation. In 2008 the Regulation (EC) 1272/2008 (CLP) regarding classification, labeling and packaging of substances and mixtures was adopted. It introduced that Global Harmonized System for classification and labeling of chemicals (GHS) and made some changes in REACH. Current paper is an overview of the main problems in implementation of these regulations and gives ideas for solving of some of them based on the practical experience of the authors.

- Summary/Abstract:This paper discusses the design of smart reindustrialization projects. The DFKI’s project, called SmartFactoryKL is an attempt to introduce cyber-physical systems and manufacturing intelligence to factories. SmartFactoryKL presents a new way of looking at dispersed factories enabling creation of manufacturing pools in future cities of science. The University of Aachen’s project StreetScooter is providing business model innovation based on dynamic partner and supplier assessment and the concept of on-demand access to products rather than ownership. The MIT’s project FabLab is the example of 3D trend rising in the industry. FabLabs are digital fabrication environment for start-ups which allows to get experience in the future smart environment (smart manufactories, smart grid companies, smart city, smart society). We discuss the design of these initiatives in terms of the mechanism, the business model innovations, and creating the vision of smart reindustrialization on the base of industrial grid.

- Summary/Abstract:Many different economical studies have been realized in Albania these last years. This study provides some economical data about financial allocation during years 2007-2013 in Albania. The goal of this paper is to present the correlation between comparative analyses of the financial data of IPA for Albania on different periods of time. For this purpose we have received data from respective institutions during the years of the study. This economical data will presented for the first time in this scientific international activity, since it is a recent study. Financial data are processed statistically, according to the comparative analyses we found out several interesting data that showed clearly the correlation during years. Comparing these data we found out that, EU financial assistance is also provided to improve penitentiary infrastructures and strengthen the capacity of the Albanian Judicial and Penitentiary system in accordance with EU and international standards. Its objective is to enhance the situation in the detention facilities in the country through decreasing the overcrowding and improving the detainees' and juvenile’s living conditions.

It is in this complex machine, saturated with well-thought-out details, that lies the success of the expanding community of European countries, for which every internal issue is of paramount importance for solving Europe's common problems. At the heart of the European Union system is a considerable number of philosophical theses, determining the ideological existence of a single European community, formed by states that only two or three decades ago experienced burdensome years of bloody struggles, financial blows and totalitarian dictatorships.

- Summary/Abstract:Management culture often stays in the background when analyzing the factors for the successful management. The purpose of this article is to present a new approach to the study of the culture of the leader as a factor in the implementation of the European policies and good practices in a local government. To measure the impact of the management culture, we need an approach that takes into account the complex structure of the culture factor and to build an acceptable structure of the factor from the point of view of our research. That is why we analyze the latest research and publications in this field which give us a satisfactory variety of elements, they are based on scientific research and arguments and do correspond to the European standards for good governance in local administration. In accordance with the European and international cultural standards for the successful leader in the public sector, a final structure of the management culture in the local administration has been prepared.
